About this file
This is a Request for Qualifications (RFQ) issued by the Town of Parker, Colorado, for comprehensive design services for two artistic monument signs at the historic Parker Schoolhouse in downtown Parker's downtown district. The project represents the first phase of a two-step procurement process, with design services being procured separately from future fabrication and installation. The Parker Schoolhouse functions as a community cultural hub hosting educational programs and events, and the monument signs will serve dual purposes as functional wayfinding elements and permanent artistic installations. One sign will be located in the plaza area facing Main Street as the primary identification point for pedestrians and vehicular traffic, while the second sign will be positioned on the south side of the property facing the parking lot to provide wayfinding for visitors. The selected designer must develop multiple conceptual design alternatives (minimum three per location), refine the selected concept, and prepare comprehensive final design documentation including construction drawings, technical specifications, structural requirements, and detailed cost estimates. The RFQ was distributed on March 13, 2026, with a pre-proposal Teams meeting scheduled for March 23, 2026, at 10:00 a.m. MST, questions due by March 26, 2026, at 10:00 a.m. MST, and proposal submissions due electronically through the Euna Procurement portal by April 3, 2026, at 10:00 a.m. MST. The design services must be completed within six months from notice to proceed to support the Town's goal of sign installation by the end of 2026, with the design timeline including a conceptual design phase (6-8 weeks), design development phase (8-10 weeks), and final design and documentation phase (6-8 weeks).
The RFQ does not specify a contract award value or pricing structure. Evaluation will be conducted by a Town evaluation committee using a weighted scoring system assessing design excellence and artistic vision (30 points), technical design competency and documentation (25 points), relevant experience and past performance (20 points), project approach and methodology (15 points), and schedule and project management (10 points). Minimum qualifications require submission of complete responses with all required submittal documents. The Town reserves the right to enter negotiations with one or more selected respondents, request best and final offers, or award contracts to the company providing the best value in performance. The document notes that material was generated using KaizenIQ on February 2, 2026, and reviewed for accuracy by a member of the Town's Procurement Division before publication. No specific set-asides, incumbent information, funding sources, or renewal options are identified in the solicitation.
