About this file

This is a Request for Qualifications (RFQ) issued by the City of Waco, Texas, for professional engineering services to conduct a comprehensive biological and chemical study of Lake Waco. The City seeks to select a qualified consulting engineering firm to perform the study and provide recommendations for improvements to the city's water treatment process. The RFQ was issued on January 12, 2026, with a questions deadline of February 19, 2026, at 5:00 p.m. CT and a submission deadline of March 11, 2026, at 2:00 p.m. CT. Submissions will be opened at 2:01 p.m. on the same date via Zoom video conferencing. The selected firm must complete all work within 18 months from the Notice to Proceed. The scope includes six base tasks: review of existing information and regulatory records, study plan development, sampling and analysis plan preparation, field sampling and laboratory analysis, draft report preparation, and city review and comment resolution. Task 7, preparation of a Preliminary Engineering Report, is optional and will be added by contract amendment if authorized. The City prefers electronic submissions through the EUNA/Bonfire portal but also accepts paper submissions with one electronic copy and one original plus four copies.

No price information shall be included in the Statements of Qualifications, as the selection process follows Chapter 2254 of the Texas Government Code and is based solely on qualifications and technical quality. The evaluation will be conducted by a Project Review Committee using a point-based system with maximum 100 points allocated across firm expertise and experience (50 points), project approach (40 points), and conformance with RFQ requirements (10 points). Mandatory requirements include current licensure to practice in Texas, no conflicts of interest with other City of Waco work, and adherence to RFQ submission instructions. The consultant must demonstrate multidisciplinary team qualifications including a Texas-licensed Professional Engineer experienced in drinking water treatment, aquatic scientists or limnologists experienced in reservoir dynamics, and field and laboratory personnel qualified for sampling and analysis. After evaluation and potential oral interviews, the Director of Infrastructure Services will establish final firm rankings, and the City will negotiate a contract with the top-ranked firm; if agreement cannot be reached, negotiations will proceed with lower-ranked firms. Final contract awards exceeding $100,000 require City Council approval, while smaller amounts may be executed by the City Manager, Assistant City Manager, department head, or director.

• Use of laboratories accredited under applicable TCEQ accreditation requirements.

• The City of Waco and other entities are conducting additional efforts to capture tributary data (North Bosque, Middle Bosque, South Bosque, Hog Creek) the consultant should determine a method for correlating the data appropriately in the final report, the data will be available from the City of Waco Source Watershed Protection Manger in the second quarter of 2027.

Minimum field program expectations: The City desires that the SAP propose, at a minimum, four seasonal lake sampling events over a 12-month period. The proposed event timing should be selected to capture summer stratification, fall turnover, winter conditions, and spring bloom season. The Consultant shall propose a station network and depth approach sufficient to characterize conditions at the dam area, mid-lake, upper reservoir, and key tributary influenced areas, with vertical profiling and discrete sampling at depths appropriate to observed stratification.

At a minimum, the SAP shall be designed to support interpretation of:

• Reservoir stratification and mixing dynamics and their effect on turbidity, dissolved oxygen, and nutrient availability;

• Algal community presence and potential drivers of taste and odor, cyanobacterial blooms, and related operational challenges;

• Organic matter and disinfection byproduct precursor indicators relevant to treatment planning;

• Key water chemistry indicators that influence treatment performance and finished water stability, including pH, alkalinity, harness, conductivity, chloride, and sulfate.

In addition, the Consultant shall conduct a comprehensive watershed data review to inform sampling design and interpretation of results. This review shall include:

• TCEQ Concentrated Animal Feeding Operation (CAFO) reporting data applicable to the Lake Waco watershed;

• TCEQ wastewater treatment plant (WWTP) discharge monitoring reports, permits, and loading data for facilities discharging within the watershed;

• Stream and river water quality data collected by the City during the first twelve (12) months of this project, including tributary monitoring upstream of Lake Waco.

The Consultant shall evaluate these data to identify nutrient sources, spatial patterns, temporal trends, and watershed-driven influences affecting reservoir water quality.

Deliverable:

Sampling and Analysis Plan incorporating watershed data considerations, submitted for City approval prior to field implementation.

4.4 Task 4 – Field Sampling and Laboratory Analysis

Following approval of the SAP, the Consultant shall conduct lake sampling and laboratory analysis in accordance with the approved plan. Activities shall include:

• Seasonal sampling sufficient to capture stratification, turnover, and algal growth conditions typical of Texas reservoirs; as well as differing contribution levels from each major tributary (North Bosque, Middle Bosque, Hog Creek, and South Bosque).

• Proper documentation of field observations, chain-of-custody, and QA/QC results;

• Use of TCEQ-accredited laboratories and approved analytical methods.

RFQ 2025-001 Page 19

Field sampling expectations: The City anticipates that each seasonal sampling event will include, at a minimum, a full depth of situ profile at each lake station for temperature, dissolved oxygen, pH, specific conductance, and turbidity, plus discrete laboratory samples collected at depths appropriate to observed stratification (for example, surface, mid-depth, and near bottom where conditions allow). The Consultant shall propose event specific refinements in the SAP based on observed field conditions and the objectives of the study.

All data shall be suitable for regulatory review and engineering evaluation.

Deliverable:

Validated analytical data, QA/QC documentation, and a consolidated electronic data package in City specified formants (for example, Excel or database ready tables with metadata).

4.5 Task 5 – Draft Lake Waco Source Water and Watershed Study Report The Consultant shall prepare a draft Lake Waco Source Water and Watershed Study Report suitable for inclusion as supporting documentation in a TCEQ Preliminary Engineering Report. The report shall include:

• Study background, objectives, and regulatory relevance;

• Discussion of algal conditions, nutrient dynamics, organic matter, turbidity, and other parameters relevant to drinking water treatment;

• Evaluation of differing contribution levels of flow and contamination from each of the major tributaries (North Bosque, Middle Bosque, Hog Creek, and South Bosque)

• Identify any other parameters that are likely to be of concern for a water source in this region.

• Assessment of watershed health, including:

o Review of EPA-recognized impairment listings and assessment units affecting Lake Waco and its contributing watersheds since calendar year 2000;

o Identification of nutrient-related impairments, delistings, and management actions.

• Treatment relevance discussion that connects observed source water conditions to practical operational considerations for the existing DAF pretreatment facility, without committing the City to a specific design alternative.

The Consultant shall explicitly address the following interpretive questions using TCEQ- and EPA-consistent assessment frameworks:

1. Are water quality conditions in Lake Waco better, worse, or comparable to conditions observed around the year 2000, based on available data trends?

2. Does Lake Waco receive nutrient loadings greater than expected background levels, considering watershed land use, CAFO activity, and permitted WWTP discharges?

3. Is Lake Waco primarily storing, processing, or exporting received nutrient loads, based on residence time, biological response, and observed water quality conditions?

4. Based on watershed inputs and observed trends, should the City anticipate increased drinking water treatment complexity or cost due to nutrient-driven conditions such as algal blooms, elevated organic matter, or taste and odor events?

5. What are the dominant seasonal drivers of algae and turbidity conditions most relevant to DAF pretreatment performance, and what leading indicators could be used to anticipate operational upsets?

RFQ 2025-001 Page 20

6. Do organic matter indicators suggest elevated risk for disinfection byproduct precursor formation, and are there seasonal periods of increased risk that merit operational planning?

7. Do the measured water chemistry indicators suggest meaningful changes in source water stability that could influence treatment chemical demand or finished water stabilization needs?

8. What monitoring refinements or decision triggers should be considered for ongoing source water management, including recommended parameters, locations, and sampling frequency for routine operations?

Interpretations shall be technically supported, clearly documented, and framed to inform engineering decision-making without assigning regulatory liability.
