About this file
This is a Request for Qualifications (RFQ) issued by the Town of Parker, Colorado for engineering professional services related to the widening of Dransfeldt Road from Lincoln Avenue to Pony Express Drive. The Town seeks qualified firms or teams to plan, design, and provide construction drawings for approximately 5,600 feet of southbound roadway widening to create two southbound lanes, along with maintenance of existing pavement surfaces, utility coordination, traffic and safety improvements, and right-of-way acquisition. The project encompasses a comprehensive scope including project management, land surveying, subsurface utility engineering, geotechnical engineering, civil engineering, permitting, and construction administration. Proposals must be submitted electronically through the Bonfire procurement portal by 2:00 P.M. MST on Thursday, February 12, 2026, with a deadline for submitting questions on February 5, 2026 at 10:00 A.M. MST. The Town anticipates awarding the contract in April 2026. The design phase is estimated to require 8 to 10 months, with construction anticipated in two phases: the north phase (Lincoln Avenue to Lincoln Meadows Parkway) targeted for completion in 2027 and the south phase (Lincoln Meadows Parkway to Pony Express Drive) targeted for 2029.
The selection process consists of three phases: qualifications review (40 percent emphasis on public-sector experience and entitlements process, 25 percent on professional qualifications and technical expertise, 10 percent on current workload, and 25 percent on schedule and budget management history), interviews for the top three shortlisted firms, and contract negotiations with the selected firm. RFQ responses are limited to 30 pages, excluding resumes, and must include firm descriptions, organizational charts, key personnel information with resumes, three representative projects completed within the past five years, financial and legal status documentation, and a minimum of five references. All consultants must be licensed by the State of Colorado and in good standing. The Town will use its standard Professional Services Agreement, subject to Town Council approval. Firms seeking consideration must provide the full scope of services, as responses for only portions of the scope will be rejected. The Town has projected construction funding for 2027, contingent on annual appropriation, with the understanding that this timeline is dependent on completion of the design phase and permitting processes.
