About this file
Weber County has issued a Request for Proposals (RFP) for a Feasibility Study involving the Central Weber Sewer Improvement District, seeking qualified engineering firms to evaluate a potential wastewater conveyance system connecting the Ogden Valley to the District's treatment system. The study aims to determine the technical, environmental, financial, and logistical feasibility of transporting wastewater from the Ogden Valley across the Wasatch Mountains, addressing the area's current reliance on limited-capacity septic systems and local sewer districts. Proposers are required to submit comprehensive technical proposals by 2:00 p.m. MST on November 20, 2025, through the Bonfire platform, with a 25-page limit excluding appendices and cover pages.
The evaluation will focus on project understanding and approach (30%), relevant experience and past performance (25%), key personnel and technical qualifications (20%), project schedule and deliverables (15%), and cost proposal with right-of-way budget (10%). The selected firm will be expected to conduct a detailed study including data collection, conveyance feasibility analysis, impact assessment on the District's system, and provide a final report with recommendations. Weber County reserves the right to modify the project scope, schedule, or budget prior to contract award, and all materials produced will become the property of the county. The study is particularly crucial for protecting public health and water quality, especially concerning Pineview Reservoir, which is classified as a Category 1 water under Utah Administrative Code.

WEBER COUNTY REQUEST FOR PROPOSALS (RFP)
FEASIBILITY STUDY: OGDEN VALLEY SEWER CONNECTION TO CENTRAL WEBER SEWER
IMPROVEMENT DISTRICT | SOLICITATION # 25-301
1. INTRODUCTION
Weber County (“the County”) is requesting proposals from qualified engineering firms (“Proposers”) to perform a
Feasibility Study evaluating the potential for a wastewater conveyance system connecting the Ogden Valley area to the Central Weber Sewer Improvement District (the District). The purpose of this study is to determine the technical, environmental, financial, and logistical feasibility of conveying wastewater from the Ogden Valley across the Wasatch
Mountains to the District’s collection and treatment system.
2. BACKGROUND
The Central Weber Sewer Improvement District currently provides wastewater treatment services to the majority of
Weber County through wholesale agreements with municipalities, Weber County, and one local collection district.
However, the Ogden Valley—including areas near Pineview Reservoir—is not currently served by the District due to geographic separation created by the Wasatch Mountains.
The Ogden Valley relies on onsite septic systems and limited-capacity local sewer districts, including:
- Powder Mountain Water & Sewer Improvement District
- Nordic Valley Sewer Improvement District
- Wolf Creek Water and Sewer Improvement District
Given the limited future capacity of these systems and increasing development pressures, the County is evaluating long-term solutions to ensure wastewater treatment is protective of public health and water quality, especially for
Pineview Reservoir, a Category 1 water under Utah Administrative Code R317-2-3.2.
One potential solution is to convey wastewater from the Ogden Valley to the District’s system, where it would be treated and discharged downstream of Category 1 waters. This concept presents significant technical and environmental challenges due to terrain, distance, and infrastructure needs. A feasibility study is required to evaluate potential routes, impacts, costs, environmental risks, right-of-way (ROW) needs, and implementation strategies.
3. SCOPE OF WORK
The selected firm will conduct a comprehensive feasibility study addressing the following tasks:
Task 1 – Data Collection and Review
Compile existing data on land use, wastewater flow projections, and population trends for the Ogden Valley. Review wastewater conveyance systems in similar mountainous or protected watershed environments. Review District data on treatment and conveyance capacities, including the Central Weber Master Plan (2023). Identify data gaps and reference projects applicable to local constraints.
Task 2 – Conveyance Feasibility Analysis
Identify potential routing options, hydraulic profiles, and required lift station locations. Evaluate technological, geotechnical, operational, environmental, and easement challenges for each alternative. Identify design standards and best practices for mountainous wastewater conveyance systems. Determine potential permits, environmental requirements, and easement constraints (including Forest Service or environmentally sensitive lands). Include a preliminary right-of-way budget estimating anticipated acquisition and easement costs along proposed routes.
Task 3 – Impacts to District’s System
Estimate projected wastewater flows and loadings from Ogden Valley. Evaluate the hydraulic and treatment capacity of the District’s facilities to accept additional flow. Assess impacts to the District’s Capital Improvement Plan (CIP) and identify any necessary system upgrades.
Task 4 – Feasibility Summary and Recommendations
Provide a comparative summary of alternatives, identifying the most technically and financially viable conveyance options. Summarize major risks, environmental considerations, ROW constraints, and recommended next steps.
Deliver a Final Feasibility Report and presentation to Weber County and the District.
4. PROPOSAL SUBMISSION REQUIREMENTS
Proposals shall be limited to 25 pages, excluding appendices and cover pages, and must include the following sections:
4.1 Proposal Content Requirements
Cover Letter (1 page) – Briefly introduce the firm, proposed project manager, and summary of understanding.
Project Team and Organization (3 pages) – Include an organizational chart, key personnel, office locations, subconsultants, and resumes (appendix, max 10 pages).
Project Understanding and Approach (10 pages) – Describe approach, methodology, challenges, and deliverables. Include methodology for data collection, routing analysis, and ROW budget estimation.
Experience and Qualifications (5 pages) – Highlight firm and team experience on at least three similar feasibility or wastewater conveyance projects, including one in complex terrain or protected watersheds.
Project Schedule (2 pages) – Provide a proposed timeline with key milestones, assuming a project start within 30 days of award.
Fee Proposal (3 pages) – Provide a detailed cost proposal including hourly rates, labor hours, and reimbursable expenses. Include an estimated right-of-way budget. Submit Fee Proposal as a separate document.
4.2 Proposal Submission Instructions
Upload your proposal and required forms to Bonfire at: https://utah.bonfirehub.com/portal/?tab=openOpportunities
