The facility will accommodate approximately 88 revenue buses and 35 non-revenue vehicles, including maintenance bays, wash facilities, fueling stations with dual bus lanes, dispatch operations, coach operator support areas, and staff parking. Key milestones include a Pre-Proposal Conference on January 13, 2026; a deadline for clarification questions on January 16, 2026; proposal submission by February 10, 2026 at 3:00 PM; interviews scheduled for the week of March 2, 2026; contract award by April 16, 2026; and anticipated Notice to Proceed within sixty days of award. The project is scheduled for Design completion by April 21, 2027, with preconstruction activities running from April 17, 2026 through April 7, 2027, and construction completion targeted for July 2, 2028.
The project budget is established at $45,000,000 for construction phase work and CMc services, funded through a combination of federal sources via the Federal Transit Administration (FTA), state funds through the Indiana Department of Transportation (INDOT), and local funds including Marion County property tax and IPTC cumulative reserves. The CMc is expected to be responsible for all labor, materials, equipment, supervision, and services necessary for project completion, with compensation structured as cost-of-work plus a guaranteed maximum price (GMP) established following subcontractor bidding. The successful proposer must meet comprehensive qualifications including demonstrated experience with CMc delivery on similar public-sector projects within the past five years, bonding capacity equal to the GMP, specified insurance coverage (including $5,000,000 general liability, $1,000,000 workers' compensation, and $5,000,000 professional liability), and compliance with federal requirements including FTA Circular 4220.1G, federal acquisition regulations, and Disadvantaged Business Enterprise (DBE) participation goals. Retainage of five percent will be withheld from progress payments until final completion, with final retainage released ninety-one days after acceptance, and liquidated damages will be assessed for failure to meet substantial and final completion dates as specified in the contract.

IPTC RFP FOR CMc SERVICES
INTRODUCTION
Pursuant to the statutory provisions of the Indiana Construction Manager as Constructor (“CMc”)
Statute, as codified at Indiana Code § 5-32-1-1 et seq. (“CMc Statute”), the Indianapolis Public
Transportation Corporation (“IPTC”), as Owner, is soliciting Proposals from firms interested in providing Construction Manager as Constructor Services (“CMc Services”) for a new fleet operations and maintenance facility in Indianapolis, Indiana (“Project”) through a Request for Proposals
(“RFP”).
IPTC invites proposals from prospective firms, groups of firms, or joint ventures, partnerships or corporations who are qualified and prepared in all respects to undertake and complete CMc Services during the Design/Preconstruction Phase of the Project and the Construction Phase of the Project
(“Proposers”). This RFP will allow for the identification of qualified firms to contract with the IPTC for the CMc Services as described herein.
A. INSTRUCTIONS TO PROPOSERS
It is the responsibility of the Proposers to provide adequate qualifications in their Proposal for the
CMc Services described in this RFP and the documents included as part of this RFP. This RFP and attachments thereto, and other information furnished by IPTC with the RFP, including any addenda issued in connection with this RFP, shall constitute the RFP Documents (“RFP Documents”).
All Proposers responding to this RFP are subject to the instructions communicated in this RFP and are cautioned to review completely the entire RFP and follow instructions carefully to submit a fully responsive proposal. It is the sole responsibility of each Proposer to review the information available through IPTC’s e-procurement software application (“Bonfire”) and the RFP Documents prior to submitting its Proposal to ensure that the Proposer has obtained all available instructions, addenda, changes, supporting documents, and any other information pertaining to this RFP. Proposers shall assure that they have obtained all RFP Documents and shall assume the risk of any errors or omissions in proposals prepared in reliance on incomplete sets of RFP Documents.
IPTC is not responsible for any solicitations issued through third parties, publications, or other sources not connected with IPTC and the Proposer should not rely on such sources for information regarding this RFP. Failure of a responding Proposer to follow these instructions could result in disqualification from consideration for a contract to be awarded pursuant to this RFP.
The failure or omission of any Proposer to receive or examine the RFP Documents, any form, instrument or document, or to visit the site and acquaint itself with conditions there existing, shall in no way relieve any Proposer from any obligations with respect to its Proposal. Each Proposal shall include the information required in this RFP and shall be based upon the requirements of the RFP
Documents and criteria set forth therein.
Proposals will be reviewed by the IPTC Evaluation Committee as described hereinafter. The IPTC will, in its sole discretion, determine the successful proposer for the contract to be awarded, or may decide not to award any contract. The Proposal that provides IPTC with the best value shall thereupon
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 5 become the Selected Proposer ("Selected Proposer"). Following negotiations of the final terms, it is anticipated that the Selected Proposer will enter into a CMc Contract with IPTC.
1. Euna/Bonfire (IPTC’s e-Procurement Software Application)
Proposers interested in submitting a proposal in response to this solicitation must be registered in
IPTC’s e-procurement software application, Euna/Bonfire, at https://indygo.bonfirehub.com. Only registered vendors may submit a response to this solicitation. Registration is free. All bidding documents will be provided electronically through Bonfire only.

IPTC will receive proposals electronically via Bonfire until Tuesday, February 10, 2026, at 3:00 PM local time. Proposals shall be submitted via https://indygo.bonfirehub.com/opportunities/175621.
Any alteration to the forms contained in the RFP or failure to submit all certifications may be cause for the Proposal to be rejected as nonresponsive. Only documents submitted with the proposal will be considered by IPTC for the evaluation of the proposal.
It is the intent of IPTC to select one Proposer and to enter into one Contract for the Project in the form attached to the RFP as part of the RFP Documents (the “CMc Contract”). In submitting a Proposal in response to the RFP, the Proposer shall be agreeing to accept all of the terms and conditions of the
CMc Contract, without exception.
By submitting a Proposal in response to this RFP, each Proposer represents that:
1. The Proposer has visited the site of the proposed Work and has fully acquainted itself with conditions as they exist, so that it may understand the facilities, difficulties and restrictions attending the execution of the Work.
2. The Proposer has thoroughly examined, read and understands attachments to this RFP and the
Owner information provided herein as part of the RFP (“Owner Criteria”), and where the
Owner Criteria require, in any part of the Work, a given result to be produced, that the Owner
Criteria are adequate and the required result can be produced under the Owner Criteria.
3. Its Proposal is based upon and in compliance with the RFP and the Owner Criteria.
4. The Proposer has incorporated into the Proposal sufficient sums for the design services and construction work performed by consultants, contractors, subcontractors and suppliers whose qualifications meet those indicated in the RFP Documents and the Owner Criteria.

6. In the event the CMc Contract is awarded to Proposer, it will enter into the written contract with the Owner in the form included herein as the CMc Contract, as amended by the IPTC, in accordance with the accepted Proposal.
7. The failure or omission of any Proposer to receive or examine any form, instrument or document, or to visit the site and acquaint itself with conditions there existing, shall in no way relieve any Proposer from any obligations with respect to its Proposal.
No claim for any extra or change costs will be allowed because of alleged impossibilities or increased costs in the performance of the Work because of alleged inadequate, improper or defective RFP
Documents.
Failure of a Proposer to follow these instructions may result in disqualification of the Proposer from consideration for a contract to be awarded pursuant to the RFP.
No proposer may withdraw any proposal within a period of ninety (90) days following the date set for receiving proposals. The IPTC reserves the right to hold any or all proposals for a period of not more than ninety (90) days and said proposal shall remain in full force and effect during said period.
B. GENERAL PROCUREMENT INFORMATION
1. Owner Procurement & Project Team
The Indianapolis Public Transportation Corporation, which does business as IndyGo, is a municipal corporation established and operating pursuant to the Indiana Urban Mass Transportation Act of 1965, codified at Indiana Code § 36-9-4. The corporation was chartered by ordinance adopted by the
Indianapolis-Marion County City-County Council pursuant to the Act to provide public transportation in Marion County, codified at Indianapolis-Marion County Revised Code §§ 116-401 – 116-505.
IPTC’s funding is derived from multiple sources, including federal assistance through the Federal
Transit Administration (FTA), state funds through the Indiana Department of Transportation
(INDOT), and from local funds including property tax, local income tax, and passenger fare revenue.
IPTC has more than 900 employees, the majority of which are represented by the Amalgamated
Transit Union (ATU), and its annual operating budget is approximately $138 million, subject to the approval of the City-County Council.
IPTC is led by a Board of Directors consisting of seven (7) members, four (4) appointed by the City-
County Council and three (3) appointed by the Mayor of Indianapolis.
IPTC functions on an operational basis under the rules and regulations of the United States
Department of Transportation (USDOT), through the FTA, applicable Indiana statutes, ordinances adopted by the City-County Council, and directives from its Board of Directors. The Board of
Directors has management oversight of IPTC, and it develops policies regarding the operation, contracts and procurement, safety, financing, and organizational structure of the Corporation.
The CMc will hold a Contract with IPTC. To further assist IPTC on this Procurement, IPTC has separately engaged CDM Smith Inc. of Indianapolis, Indiana (“CDMS”) to prepare an East Campus
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 7
Master Plan, including project programming and early conceptual design, oversee project site engineering services and to provide design services for the Procurement. CDMS is currently preparing
30% level design services and shall serve as the Architect and Designer of Record for the Project.
The Project will be managed by members of Owner’s Planning and Capital Projects Department
(“Department”) and any designated advisory and technical representatives or consultants, as described below.
Brooke Thomas, Chief Development Officer and Vice President of Infrastructure, Strategy and
Innovation, reports directly to the Chief Executive Officer and leads all staff within the
Department. As Chief Development Officer, Brooke Thomas will be closely involved in the Project, participating in reviews, final approvals, holding internal progress review meetings, and providing top level direction to ensure the Project proceeds in the right direction.
Andrea Hermer, Senior Director of Capital Facilities Modernization, oversees development and construction of Capital Facilities Projects. Andrea will serve as the Project Manager, reporting directly to Brooke Thomas. Andrea will serve as the primary point of contact for the Project from design through procurement, preconstruction, and construction, commissioning, startup and into service.
Sarah Stentz, Senior Project Manager, Capital Facilities Projects, reports to the Project Manager and will support the development and delivery of the Project. Sarah will also serve as the Document
Control Manager, providing support to the entire project team, including Contractors and Consultants, as the primary contact for IPTC’s construction project management software application, Trimble.
IPTC may also designate advisory and technical representatives or consultants who shall have such authority as designated in writing by IPTC to, among other things, participate, advise, perform tasks and report on matters relating to the Project.
2. Procurement Description
In selecting the construction manager as constructor delivery method, IPTC’s goal is to establish an environment of collaboration, trust, and partnership by and among Owner’s Project Management
Team, the CMc, and the DOR (collectively, “Project Team”). This collaborative approach will focus all members on the common goal of developing and delivering the Project so that it meets IPTC’s operational needs and provides as much value as the Project Budget allows.
IPTC’s current and only fleet operations and maintenance facility is located at 1501 W. Washington
Street (“1501 Facility”). The 1501 Facility will continue to operate, but it does not have the capacity to support IPTC’s expanding services and fleet. The Project will establish a second site for IPTC fleet operations and provide the needed redundancy and capacity to meet IPTC’s current and planned growth.
Through this Project, IPTC will add facilities and functions to its East Campus located at 9503 E.
33rd Street. Facilities will support the operation of fixed route services and maintain a mixed fleet of approximately eighty-eight (88) revenue buses and thirty-five (35) non-revenue vehicles. Thus, the
Project will include bus storage, fleet services (including fueling, detail cleaning, and washing), fleet maintenance areas and bays, adjacent offices for support staff, fare collection, and coach operator and service support areas.
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 8
IPTC’s East Campus consists of approximately 11 acres and was part of the former Celadon Group trucking campus. The East Campus currently houses IPTC administrative personnel in Building A and its coach operator training facility, corporate board room, and flex offices and meeting rooms in
Building B. There are three additional buildings on the East Campus that are not part of IPTC’s future development and are planned for demolition or removal under separate project(s). A Project
Site Existing Layout Drawing is included in this RFP as Attachment A-1.
To accommodate the facilities and functions contemplated by this Project, IPTC is in the process of expanding its East Campus footprint by acquiring an adjacent property located at 9625 E. 33rd Street
(“9625 Property”). The 9625 Property consists of approximately 30 acres and includes a truck
(maintenance) facility, non-operable fueling island, and fleet (truck) surface parking. IPTC currently uses a portion of the 9625 Property as a coach operator training (driving) track. This property was also part of the former Celadon Group trucking campus. See Figure 1.
Figure 1
Project Programming & Concept Design
IPTC and CDMS have developed a building and space program, along with a concept design, that meets IPTC’s objectives and aligns with the Project Budget. The program and concept design provides for renovating the existing maintenance facility located on the 9625 Property, along with new construction of exterior facilities for fleet fueling and storage. The exterior facilities are planned to be covered by canopies. IPTC will continue to operate the driver training track on the northern portion of the property. Two renderings of the selected design concept are attached hereto as Attachments A-2 and A-3.
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 9
A. Program Fleet Size and Mix
IPTC’s fleet is a mix of revenue vehicles, including 40-foot buses and 60-foot articulated buses, and non-revenue vehicles. Non-revenue vehicles include 40-foot and 60-foot buses used for training purposes and smaller support vehicles, such as passenger trucks, vans, and SUVs, used by IPTC staff. IPTC’s revenue and non-revenue vehicles are a mix of battery electric buses and diesel-powered buses, with non-revenue support vehicles powered by gasoline.
B. Fleet Maintenance and Operations Facility
The existing maintenance building will be renovated to house two critical functions - fleet vehicle maintenance and fleet service dispatch. The concept is to segregate these functions into two different areas within the facility, including separate entrances and amenities for employees. This includes restrooms, locker rooms, lunch and break rooms, and vending area. Showers will be included in the fleet maintenance area of the facility but not the area for fleet dispatch and coach operators.
1. Fleet Maintenance and Wash
IPTC provides preventive maintenance on its fleet. This requires, among other features, maintenance bays, wash racks, a steam cleaning bay, shop area, and storage areas for equipment, parts, and tires, with adjacent loading dock. As IPTC’s facilities will require ongoing maintenance, space is also needed for storage of maintenance equipment and supplies. Offices and workspaces for fleet services and facilities personnel are required and planned to be adjacent to vehicle maintenance areas. Two wash bays, one of which may also serve as a chassis steam cleaning bay, and a minimum of four pass through maintenance bays, are planned for the vehicle maintenance area.
2. Dispatch of Fixed Routes Services
IPTC intends to keep most of its dispatch operations, such as scheduling, routing, and radio communications, centralized at the 1501 Facility. However, the fleet stored at this location will be dispatched for service from this facility. This requires that the facility include a service center where coach operators receive daily assignments and instructions. Adjacent to the service center would be a coach operator lounge. The lounge is where operators meet and report prior to and after each shift. This area would include amenities such as lockers, restrooms, vending machines, and a seating area which will also serve as a break or lunchroom. This area would also include at least one “Quiet Room” where operators can find a calm and peaceful place to focus and recharge for the day.
3. Fleet Services Exterior Fueling Island and Accessory Building
IPTC fuels, washes and collects fares from its Revenue Vehicles after service every evening. This requires facilities and equipment for fueling, including diesel and gas products. As shown in the concept design, the program includes [new] construction of an onsite covered fueling area with two bus lanes for fuel dispensing and bus queueing for wash. All existing underground storage tanks and fuel dispensing equipment will be removed from the site and replaced with new fueling equipment and storage tanks. This fleet
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 10 services area will also support fare collection from the buses after each shift. This aspect of operations requires a secure office with a vault, fare collection equipment, and space for treasury/collection employees. A small accessory building is planned to provide space for the back-office functions necessary for collection of fare revenue. A pull-off area or lane near the accessory building will be needed as fare and electronic data are collected directly from the buses.
4. Fleet Storage Facilities
The program contemplates exterior covered storage for revenue buses and training buses with uncovered storage and parking for non-revenue support vehicles and employee parking. The concept design currently provides for covered fleet storage for a mixed fleet of approximately
88 buses. The storage spaces will include electrification for heaters, lighting, electric chargers, and other electric powered features.
5. Staff Parking
As generally shown on Attachment A-2, the Project will include surface parking for all employees working from these facilities..
Project Milestones
IPTC has completed the Project milestones listed below:
• Phase I ESA for Project Site (2/24/23)

The final construction schedule will be established as part of the Guaranteed Maximum Price Proposal accepted by IPTC and memorialized in the GMP Amendment to the Contract.
3. Tax Exemption.
As a public, municipal entity, IPTC is exempt from sales and compensating use taxes on all tangible personal property (materials, equipment and components) pursuant to the law of the State of Indiana.
The CMc in its Proposal and GMP submission shall not include any charges representing such taxes on any invoices hereunder. The CMc shall be responsible for all franchise fees and taxes of any kind whatsoever.

9. DBE Requirements and Participation Goal
It is the policy of IPTC that Disadvantaged Business Enterprises, as defined in 49 CFR Part 26, shall have the maximum feasible opportunity to participate in contracts financed in whole or in part with federal funds. Consistent with this policy, IPTC will not allow any person or business to be excluded from participation in, denied the benefits of, or otherwise discriminated against in connection with the award and performance of any U.S. Department of Transportation assisted contract because of
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 13 race, color, sex or national origin. IPTC has established a DBE program in accordance with federal regulations. The CMc will take all necessary and reasonable steps in accordance with 49 CFR Part
26 to ensure that DBEs have the maximum opportunity to compete for and perform the contract.
IPTC will determine a DBE goal for this project in advance of the development of the Guaranteed
Maximum Price proposal. The goal will not be negotiated with the CMc. The DBE goal, which will be established once the design of the project is nearing completion, will apply to the construction phase of the project. There will not be a DBE goal for the preconstruction professional/technical services phase of the contract. The CMc will be required to meet the DBE goal or show good faith efforts to do so.
Regular reporting on DBE participation will be required through the project and the CMc and all subcontractors will be required to participate in reporting through IPTC’s online Supplier Diversity
Program Management System.
The Successful Proposer will be required to submit a DBE Open-Ended Performance Plan (OEPP) with its proposal. See the Proposal Contents & Requirements section below for additional information. Additional DBE requirements are also included in Attachment D – Federal Funding

10. Performance Security and Indemnity Requirements
Upon entering into the CMc Contract, and prior to commencing performance of the CMc Services and Work under the CMc Contract, the Successful Proposer shall be required to furnish performance security in the form of Performance and Labor and Material Payment Bonds (“Bonds”) for the Work being performed under the CMc Contract. Bonds shall be written in an amount not less than 100% of the Contract Price (excluding that part of the CMc Contract that includes Design Phase services only).
IPTC anticipates that the CMc Contract will require the CMc to provide insurance coverage in connection with the CMc Services and Work, including general liability, professional liability, contractor’s pollution liability, and professional liability insurance for the CMc and to indemnify, defend and hold IPTC harmless against third party and other claims as specified in the CMc Contract.
The insurance requirements are set out in Section E below.
Specific requirements for the Bonds security (including acceptable form and amounts thereof), insurance and indemnification will be set forth in the CMc Contract. IPTC will not provide indemnification to the CMc.
11. Safety.
Upon entering into the CMc Contract, and prior to commencing performance of the CMc Services and Work under the CMc Contract, the Successful Proposer shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the performance of the CMc Contract. IPTC shall not be responsible to inspect, review or enforce the CMc’s safety program. The CMc shall take all reasonable safety precautions with respect to its Work, including providing a safe work environment for persons and property on or off the Project site in accordance with the requirements of the Contract Documents.
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 14
Proposer shall comply with all applicable local, state, and federal safety standards. Specifically, all
OSHA Standards for the Construction Industry must be followed. The CMc shall conform to the safety and health standards and regulations for construction issued by the Secretary of Labor pursuant to Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 333), entitled “Safety and Health Regulations for Construction” (29 CFR Part 1926). The CMc further shall comply with all applicable safety recommendations of the Associated General Contractors of America, American
National Standards Institute and National Fire Protection Association, the Occupational Safety and
Health Act, and all special safety and security requirements of IPTC.
Further safety requirements are found in the CMc Contract, to which the successful Proposer will be required to meet. The CMc shall remain solely responsible for all site and employee safety measures with respect to its work force and Work.
12. Project Design and Construction Schedule
The successful Proposer should anticipate commencing the Preconstruction Phase portion of the CMc
Services within thirty (30) days of the date of execution of the CMc Contract. The Construction Phase
Work of the CMc is anticipated to commence in early 2027 in order to meet the anticipated Substantial
Completion date for the Construction Phase Work by the second quarter of 2028.
The completion of the Design Phase and final IPTC approvals may impact the finalization of the
Procurement Documents for the bidding of subcontracts and the commencement of the Construction
Phase. As such, the anticipated Procurement Schedule has multiple variables that may require adjustment to the time for performance of the CMc Services.
13. First-Tier Subcontract Bid Solicitation
It is critical to the success of the Project that the CMc allow sufficient time for procuring first tier subcontracts in accordance with the CMc Statute and Title 36 of the Local Government Public Works
Statute, as codified at Indiana Code, §36-1-12-1 et seq.
As set out in Indiana Coder §5-32-5-1, the CMc is required to comply with all notice, bidding, construction and contract administration requirements relating to public works contracts that the public agency must comply with under the applicable public works statutes. The governing public works award standard is that set out in Title 36 of the Indiana Code governing local government entities such as the IPTC. This Procurement is subject to the provisions of Title 36. The CMc will be required to undertake a procurement process that requires subcontractors to submit bids for each designated bid package.
Indiana Code §5-32-5-2 provides that among the bids submitted for each package, the first-tier subcontract shall be awarded to the bidder for that contract that would be awarded the contract under the applicable contract award standard. Under Title 36 (Indiana Code §36-1-12-4(b)(8)) the award standard is to award the contract to the lowest, responsible and responsive bid, or reject all bids submitted. If there are not at least two bids, IPTC, as the public owner, can either accept the one bid as the lowest, responsible and responsive bid or reject the bid and rebid the work.
The first-tier subcontractor bid solicitation of the CMc must be in accordance with procedures approved in advance by the IPTC. This includes both the CMc’s first tier subcontractor bid
IPTC REQUEST FOR PROPOSALS FOR CMc SERVICES Page 15 prequalification efforts (which the Indiana Code §5-32-5-2 permits and FTA permits with conditions) as well as the CMc’s actual bid procurement process, both of which are to be reviewed with the IPTC in advance of their implementation to ensure compliance with the applicable bid standards and requirements.
C. THE PROCUREMENT PROCESS
1. General Requirements for the Submission
IPTC expects Proposals submitted in response to the RFP to provide enough information about the requested items so as to allow IPTC to evaluate Proposers based on the criteria set forth herein.

The questions and RFP Comments will be in writing and will be posted to all Proposers, except that
IPTC intends to respond individually to those questions identified by a Proposer and deemed by IPTC as containing confidential information relating to Proposer’s qualifications. IPTC reserves the right to disagree with Proposer’s assessment regarding confidentiality of information in the interest of maintaining a fair process or complying with applicable law.
Under such circumstances, IPTC will inform Proposers and may allow Proposer to withdraw the question, rephrase the question, or have the question answered non-confidentially or, if IPTC determines that it is appropriate to provide a general response, IPTC will modify the question to remove information that IPTC determines is confidential. IPTC may rephrase questions as it deems appropriate and may consolidate similar questions. IPTC may also create and answer questions independent of the Proposers’ questions. IPTC may issue multiple sets of responses at different times during the procurement process.
IPTC will consider requests for changes to the CMc Contract if received in accordance with the
Procurement Schedule. Requests for changes to the CMc Contract must explicitly identify the relevant contract term, provide alternative text, and include a justification for the modification in order to be considered. If applicable, an updated CMc Contract will be provided to Proposers via addendum to the solicitation.
6. Interviews
The IPTC may, at its sole discretion, interview any firm, either at the IPTC offices or virtually, to confirm their understanding and approach to performing the CMc Services. Interviews may be conducted at any time during the Proposal evaluation process. However, the IPTC may determine that interviews are not necessary. In the event interviews are conducted, information provided during the interview process shall be taken into consideration when evaluating firms using the criteria included herein.
7. RFP Addenda
If necessary, IPTC will issue Addenda to modify conditions or requirements of this RFP. Addenda may be issued at any time prior to the receipt of Proposals. Issued Addenda will be promptly posted to Bonfire prior to the date fixed for the opening of Proposals. Failure of any Proposer to receive or review any such Addendum via Bonfire shall not relieve any Proposer from any obligation under its
Proposal as submitted. All Addenda so issued shall become part of the RFP Documents. Proposers shall indicate receipt of Addenda in their Proposals. Failure to do so may result in rejection of the
Proposal. Proposers shall not rely upon interpretations, clarifications, and/or approvals made in any other way.
