I. INTRODUCTION

On-Call Exterior and Interior Design Services DHA, Housing Solutions for North Texas formerly known as The Housing Authority of the City of Dallas, Texas, hereby invites qualified and experienced firms to submit proposals to provide Temporary Staffing Services for DHA as described in the scope of services that follow.

DHA provides quality, affordable housing to low-income families and individuals through the effective and efficient administration of housing assistance programs across North Texas. As a municipal housing authority, DHA is a public body corporate and politic. DHA’s housing assistance programs are funded by the U.S. Department of Housing and Urban Development.

II. SCOPE OF SERVICES

Contractor shall furnish all labor, equipment, tools, materials, and transportation necessary to provide temporary personnel services.

The scope of work shall include, but may not be limited to the following:

The Contractor shall provide temporary personnel according to an authorized DHA order request. Temporary personnel will be screened by the Contractor and only the temporary personnel that meet the criteria of the position will be assigned to DHA. The Contractor shall provide evidence of compliance with the Workers Compensation Law of 1990 which mandates a drug-free workplace. While on DHA property, the Contractor’s temporary personnel shall comply with DHA’s workday policies and procedures.

The Contractor shall provide a designated representative who will service all of DHA’s orders from initial placement through completion of the assignment.

The Contractor shall recruit, screen, conduct criminal conviction background investigations, drug screening tests, and train and test all candidates prior to placing a temporary employee on a DHA assignment.

Contractor shall provide DHA copies of tests results and test scores upon request.

From time to time, DHA will request a certain temporary by name that may or may not be registered with the Contractor. This person shall be placed on the Contractor’s temporary payroll and DHA shall pay the scheduled price as mutually agreed upon in the Contract.

The Contractor shall ensure that office temporary employees who are given an assignment are familiar with and can, without further training from DHA, begin using Microsoft Office 365 to include Microsoft Outlook, Word and Excel. A working knowledge of other Microsoft Suite components is a plus.

If a proposed temporary employee has previously worked for DHA (as a full-time employee), the Contractor must obtain approval from DHA prior to the employee being assigned for work at DHA under this Contract.

The Contractor shall have sufficient resources on hand to be able to supply a temporary within four (4) hours of a request from DHA, if necessary, but always at the start of the following business day. If the Contractor is unable to provide a temporary within this time, Contractor will subcontract for services on behalf of DHA to locate a temporary by the requested time. Contractor agrees to absorb any fee differences between that charged by the subcontractor and the Contract amount.

The contractor shall ensure that the temporary employees arrive at the job location on time. Contractor shall also ensure that all temporary employees assigned are present during the entire assigned work period. If for any reason the assigned temporary cannot be present during the entire assignment, they must contact the Contractor. The Contractor must then provide another temporary employee during the interim, ensuring that there is no lapse in coverage. If the contractor is unable to provide seamless coverage, services billed for that assignment will be discounted 20%.

The Contractor shall provide a suitable replacement if it is determined by DHA that a temporary employee is not performing satisfactorily or does not possess the level of skills requested for the position required. If such replacement occurs, four (4) hours will be credited to DHA to allow for training the replacement.

The Contractor shall ensure that all office temporary personnel are dressed in a professional manner. The Contractor and its temporary employees shall act in a professional manner at all times while performing services for DHA.

The Contractor shall, without additional expense to DHA, be responsible for obtaining any necessary license, permits and approvals to comply with Federal, State, County, Municipal and other laws, codes or regulations applicable to the service to be provided under this Contract.

If offered a position with DHA, the temporary employee assigned to DHA shall be released from the Contractor to accept full or temporary employment, with no penalty, to DHA. After the temporary employee has worked with DHA for a timeframe mutually agreed upon by the Contractor and DHA; and a reasonable time has been allowed to evaluate the employee, DHA may extend an offer of full-time employment. It is to be noted that all temporary employees during the period of their assignment are employees of the Contractor and will be covered by the Contractor’s workers’ compensation insurance.

If DHA has recruited and has referred the employee to the Contractor and DHA later determines to hire the employee, the Contractor shall waive any and all requirements related to the temporary employee having worked with DHA for a timeframe mutually agreed upon by the Contractor and DHA referenced in section k above.

DHA’S PROPERTY - The Contractor and/or “Sub” Contractor shall use reasonable care to avoid damaging existing buildings, equipment and vegetation about premises owned by, or under the control of DHA. If the Contractor and/or “Sub” Contractor’s failure to use reasonable care causes damage to any of DHA’s property, the Contractor shall replace or repair the damages at no expense or inconvenience to DHA. If the Contractor fails or refuse to make such repairs or replacement (s) the Contractor shall be liable for the cost, which may be deducted from the total and final payment
