About this file

This Request for Proposals (RFP) issued by the City of Schertz, Texas, on behalf of the Schertz Youth Soccer Alliance (SYSA), solicits qualified vendors to provide full-service food and beverage concession operations at the Schertz Soccer Complex located at 75 Maske Road, Schertz, Texas 78154. The awarded vendor will hold revocable exclusive rights to operate the concession stand during all regularly scheduled facility hours, including approximately 1,500 regularly scheduled games annually (held on designated weekdays and weekends) and 10 tournaments per year, each consisting of approximately 2,000 games held over weekend days. The facility operates August through June, with estimated attendance of 3,000-5,000 people at regular games and 6,000-9,000 people at tournaments. Proposers must attend a mandatory pre-submittal meeting and facility walkthrough on June 16, 2026, at 2:00 p.m. Central Time; failure to attend and sign in will result in proposal rejection. Sealed proposals must be submitted electronically through the City's e-procurement portal (Bonfire) by June 23, 2026, at 3:00 p.m. Central Time, with a public virtual bid opening to follow. Questions must be submitted through the portal by June 18, 2026, at 5:00 p.m. The initial contract term is two years with the option for three annual renewal terms thereafter, contingent upon mutual consent.

The cost proposal evaluation focuses on the percentage of monthly gross sales revenue the vendor agrees to remit to SYSA, with a minimum threshold of 15.0%. Monthly payments are due by the 15th of the month following each operating month, with a 10% late payment penalty assessed for payments received more than ten days after the due date. The vendor must maintain computerized point-of-sale (POS) records accessible to SYSA for audit review and provide monthly sales summaries within 15 days of month-end closure and annual financial statements within 90 days of fiscal year-end. The evaluation criteria weigh proposer qualifications and reputation at 30%, cost proposal at 40%, menu selection variety at 20%, and proposal responsiveness at 10%. The vendor must obtain and maintain all required food service licenses, permits, and certifications; provide all equipment not supplied by the City (including coolers, grills, and point-of-sale systems); furnish proof of insurance naming the City as an additional insured; and complete Form 1295 (Certificate of Interested Parties) as required by Texas law. The vendor is solely responsible for staffing, maintaining health and sanitation standards, managing inventory deliveries, and complying with all federal, state, and local employment and food safety regulations. No subletting or transfer of concession rights is permitted without written SYSA approval.
