About this file

This is a Request for Proposals (RFP) issued by Temple Independent School District (TISD) in Texas for the design, fabrication, and delivery of one custom Mobile STEM Lab vehicle. The District is seeking qualified vendors to provide a fully equipped mobile laboratory designed to support Science, Technology, Engineering, and Mathematics (STEM) education initiatives. The procurement is being conducted as a formal competitive solicitation pursuant to Texas Education Code 44.031 and Board Policy CH(LOCAL), as the project cost exceeds the District's $100,000 formal competitive procurement threshold. The RFP establishes specifications and terms for vendors to meet in their proposals, with sealed bids required for submission. The mobile lab vehicle is intended to serve as an educational resource that can be deployed across the District's schools and facilities to enhance student learning in STEM disciplines.

The RFP requires vendors to provide comprehensive proposals that address the design, construction, and delivery specifications for the custom vehicle. Pricing terms and detailed cost breakdowns are expected as part of vendor submissions. The procurement document establishes evaluation criteria and requirements that prospective bidders must meet to be considered for award. TISD will review all compliant proposals and select the vendor best meeting the District's educational and operational needs. The Mobile STEM Lab vehicle represents a significant investment in District infrastructure and educational programming, positioning TISD to expand hands-on STEM learning opportunities across its campuses.

SECTION 1 — NOTICE & GENERAL INFORMATION

1.1 Issuing Entity

This RFP is issued by the Finance & Purchasing Department of Temple Independent School District, 401 Santa Fe Way, Temple, TX 76501.

1.2 Purpose

TISD is requesting proposals from qualified vendors for the design, fabrication, and delivery of a custom mobile STEM (Science, Technology, Engineering, and Mathematics) lab vehicle. The vehicle will be used by District staff to store and transport STEM education equipment between campuses and off-site programming, and will also serve as an in-vehicle learning space — students will board the vehicle to engage directly with STEM equipment and hands-on learning activities while it is parked at a campus or event site. Vendors must be capable of supplying a complete, ready-to-operate unit meeting or exceeding all minimum requirements listed in Section 5, including an interior configured for safe student occupancy.

1.3 Type of Procurement

This is a formal, single-award Request for Proposals for one (1) complete vehicle. This solicitation is being conducted independently of any cooperative purchasing contract.

1.4 Funding Source

This procurement will be funded through donated funds. The estimated budget for this procurement is approximately $250,000.00. This estimate is provided for informational purposes only and does not constitute a guarantee of fund availability, a not-to-exceed ceiling, or any commitment to award. Award of a contract and issuance of any resulting purchase order is contingent upon final confirmation of fund availability. Nothing in this RFP obligates TISD to award a contract or to purchase any minimum quantity.

1.5 NIGP Commodity Codes

The following NIGP commodity codes apply to this procurement. The primary code reflects the nature of the completed unit as a mobile, education-purpose specialty vehicle; supplemental codes are provided to capture the body/upfit and chassis components of the build. The Purchasing Department will confirm the final code(s) of record based on the chassis and build configuration ultimately awarded.

• 07155 — Class 071 (Automobiles, School Buses, SUVs, and Vans): “Motor Homes (Incl. Bookmobiles, Mobile and Field Offices, etc.)” — primary code, reflecting the vehicle’s function as a mobile, walk-in education unit.

• 07177 — Class 071: “Specialty Vehicles” — supplemental code for the custom-built, non-standard nature of the unit.

• 06515 — Class 065 (Automotive and Trailer Bodies, Body Accessories, and Parts): “Bookmobile Bodies” — applicable if the procurement is structured as a chassis plus custom body/upfit.

• 07203 / 07204 — Class 072 (Trucks): “Class 3 Trucks (10,001–14,000 lb. GVWR)” / “Class 4 Trucks (14,001– 16,000 lb. GVWR)” — applicable to the underlying chassis; exact class to be confirmed based on the GVWR of the chassis proposed, consistent with the Non-CDL operating requirement in Section 5.

6.3 Optional Career & Technical Education (CTE) Student Design & Build Partnership

TISD's Career & Technical Education (CTE) Center offers project-based coursework in fields relevant to this build (e.g., engineering, automotive technology, and applied design). The District is interested in exploring whether the design and/or build process for this vehicle could also serve as a learning experience for CTE students. Proposers are invited, but not required, to describe whether and how their firm could accommodate CTE student involvement.

This is an optional component and will not affect a proposer's responsiveness to this RFP; proposers unable or unwilling to accommodate student involvement remain fully eligible for award.

• Proposed forms of student involvement (e.g., design review sessions, supervised shop/fabrication visits, virtual check-ins, or a structured capstone/co-op component), and the proposed schedule for each.

• Any facility, insurance, supervision, or minor-safety requirements that would need to be arranged between the vendor and the District's CTE Center for student participation.

• Any additional cost, if any, associated with accommodating student involvement, itemized separately from the base vehicle price in Section 6.1.

• Confirmation of willingness to coordinate directly with TISD's CTE Center staff to schedule and supervise any on-site or virtual student activities.

SECTION 7 — EVALUATION CRITERIA

Proposals will be evaluated by a District evaluation committee using the weighted criteria below. Each criterion is keyed to the corresponding best-value factor(s) under Texas Education Code §44.031(b), as set out in Section 8.1, so that the weighting used to score proposals is directly consistent with the District’s statutory basis of award. The District reserves the right to request oral presentations, vehicle walkthroughs/demonstrations, or additional clarifying information from any or all proposers prior to a final award recommendation.

Evaluation Criterion Weight TEC §44.031(b) Factor(s)

Price / Total Delivered Cost 25% (1) Price; (7) Long-term cost

Compliance with Technical Specifications (Section 5) 20% (4) Meets District’s needs

Vendor Qualifications, Experience, Reputation & References 20% (2) Reputation; (3) Quality

Warranty, Delivery Timeline & Post-Delivery Support 15% (3) Quality; (4) Meets needs

Safety & Compliance Approach for Passenger-Occupied Specialty Vehicle

10% (4) Meets District’s needs

Vendor’s Past Relationship with the District 5% (5) Past relationship

Impact on District’s Ability to Comply with HUB Laws 5% (6) HUB impact

Total 100% Factor (8) — “any other relevant factor specifically listed in this RFP” — is not independently weighted above; it is the statutory basis for the criteria set out in this table.

The optional CTE Student Design & Build Partnership described in Section 6.3 is not a scored evaluation factor and will not affect a proposal's ranking under Factors (1) through (8) above. The evaluation committee may consider a proposer's willingness and proposed approach to student involvement as a discretionary, value-added consideration in the event of a tie or where otherwise relevant to best value, consistent with Factor (8).
