About this file
This is a Request for Information (RFI) issued by the Utah Transit Authority (UTA) for Transit Trip Data, targeting potential vendors with expertise in geospatial data analysis, cell phone data tracking, and transportation system modeling. The RFI seeks to gather information to help UTA comply with House Bill 430, which requires biennial tax revenue reporting on transit ridership across 77 municipalities. Responses are due by July 28, 2025, and must be submitted through the Bonfire portal, with all questions to be submitted by July 10, 2025. The RFI is not a formal solicitation and will not result in an immediate contract award, but is designed to conduct market research and understand potential data collection and analysis solutions.
The RFI focuses on obtaining detailed information about data acquisition technologies, integration capabilities, data security measures, and potential methodological approaches for analyzing transit rider travel patterns. Vendors are specifically asked to provide insights on their ability to generate geospatial overlays, ensure data precision, integrate with existing data warehouse systems, and meet privacy and security standards. While detailed pricing is discouraged, vendors are invited to provide general cost estimates and discuss scalable, adaptable solutions that can address legislative reporting requirements and potentially offer additional value-added analyses. The ultimate goal is to develop a solution that can provide UTA with comprehensive insights into rider residential tax districts and travel behaviors to support strategic service planning.

PART I INTRODUCTION
A. Purpose and Background
This Request for Information (RFI) is an information-gathering and market research tool, not a formal solicitation of a specific requirement (such as in a “Request for Proposals” document). UTA is seeking information regarding Transit Trip Data from interested parties as defined in this RFI document. This is an opportunity for interested parties to assist UTA in better understanding the marketplace and/or specific subject matter.
UTA is seeking Data to help comply with the legislative mandate outlined in HB430, which necessitates the submission of a tax revenue report on a biennial basis, including the number of residents in each tax district that utilize UTA’s services. To address these requirements and enhance its service planning capabilities, UTA seeks to engage a vendor proficient in utilizing advanced technologies, such as but not limited to cellular phone location-based services, to analyze and interpret travel behavior, including specifically where UTA riders live, across its 77 municipalities.
B. Current Conditions
UTA aims to gather data by utilizing external data sources and/or technology to understand passenger travel patterns. The vendor will be responsible for generating geospatial overlays of UTA’s transit system and providing usable insights into ridership behaviors, including the residential tax district in which riders live, regardless of where they board and use UTA’s services. This information will serve multiple purposes:
· Support the creation of regular reports on use of UTA services by residential tax district, as required by legislation.
· Provide valuable input into UTA's five-year service plan, updated biennially.
· Enable data integration into UTA’s warehouse for future analyses and strategic planning.
C. General Provisions
1. All contact with UTA regarding this RFI must be made through the designated RFI Coordinator. No other person is authorized to make binding statements regarding this RFI.
2. This is a non-binding Request for Information. Therefore, no award shall be made as a result of the RFI process.
3. Issuance of this RFI does not commit UTA to pay any expenses incurred by a Respondent in preparing their response to this RFI. This includes attendance at personal interviews or other meetings and software or system demonstrations, where applicable.
4. Issuance of this RFI in no way constitutes a commitment by UTA to issue a Request for Proposal (RFP).
5. All responses should adhere to the instructions and format requests outlined in this RFI and all written supplements and amendments, such as the Summary of Questions and Answers, issued by UTA.
6. All submissions in response to this RFI will be considered public records available for public inspection pursuant to the State of Utah Records Access Management Act.
PART II INFORMATION SOUGHT
UTA seeks information regarding Transit Trip Data, including for all transit modes (bus, rail, on demand, para transit, van pool, etc.), and welcomes responses to this RFI, including creative suggestions and feedback to enhance and expedite all future processes while providing efficient, reliable, and high-quality outcomes. Respondents are not required to submit responses to every question, but UTA encourages interested parties to respond to any or all relevant aspects of the RFI. Comment by Johnson, Hal (Dir Innovat Mobility Solutions): Should we spell out the UTA services we want data for? Bus, rail, on demand, para transit, van pool etc. Comment by Laren Livingston: added
The UTA seeks detailed yet succinct responses that demonstrate the Respondent’s experience and/or familiarity with the subject matter. As this is not a competitive RFP process, Respondents should not provide any detailed and specific cost or customized pricing documentation in their response, as it will disqualify their response. General cost estimates, ballpark estimates, or standard pricing history are permitted. If you submit detailed pricing information regarding your preferred product, method, or approach, you will disqualify UTA technical evaluators and potentially contaminate any future procurement that were to be conducted.
A. General Information
Provide a brief overview of yourself and your organization, if applicable.
1. Please identify yourself and any organization you represent in this RFI.
a. Name of respondent
b. Organization and affiliation
c. Address (organizational, if responding on behalf of an entity)
d. Contact information (phone number(s) and email address)
2. Please identify your experiences in providing Transit Trip Data including at a minimum: agency size, size of data solution, breadth of data coverage, and application of data.
B. Feedback Requested
This is the section where the requesting UTA can ask a wide variety of questions to interested parties in order to better understand a potential future requirement that might become the subject of a future RFP. UTA should describe the needs that the products or services must fulfill. Describe the context in which the product or service will be used. Include a summary of the specific objectives/goals that UTA aims to achieve via these goods and/or services. Describe the requirements, such as technical conditions, that the product or service must fulfill. As much as possible, leave this section flexible enough for Respondents to provide information. This will allow Respondents the opportunity to provide UTA with more substantive material. Comment by Laren Livingston: Confirm deletion of these form instructions. Comment by Livingston, Laren (HNTB Contractor): Yes; delete - confirmed by Rick
UTA invites vendors with expertise in geospatial data analysis, cell phone data tracking, and transportation system modeling to respond to this RFI. Responses should detail the technology, methodologies, and capabilities that would allow UTA to achieve its objectives efficiently and effectively.
Interested parties may propose solutions that not only generate detailed reports in satisfaction of the state legislation but also deliver the underlying data in a format that can be integrated into UTA’s existing data systems and used for other related purposes. The ability to overlay this data with other UTA datasets would enhance understanding of travel demand and inform future transit service improvements. These value-added elements could be provided in an integrated fashion or as an additional phase or optional task. Comment by Michael Warren: Do we know the format that can be accepted into UTA's existing systems? Presumably, XML, JSON, CSV, or others. If so, we should specify here.
Note this is a non-binding Request for Information. Therefore, no award shall be made as a result of the RFI process. A separate, future procurement process may result in a contract award.

2. Does your solution scale effectively to encompass all 77 municipalities within UTA’s scope? Comment by Johnson, Hal (Dir Innovat Mobility Solutions): The data collection and analysis process should be replicatable by the vendor from year to year. Comment by Laren Livingston: I believe this is covered in bullet 3??
3. Is your solution easily refreshed and updated to meet bi-annual reporting requirements?
4. Can your solution be structured with a phased approach focusing initially on the state legislative requirements before expanding to additional value-added analyses, tools, or work products?
5. Do you offer adaptable pricing models tailored to UTA’s operational and strategic needs? Comment by Livingston, Laren (HNTB Contractor): abeim@rideuta.com Is there additional explanation we can provide to describe these.
