1. Per Drawing 00-CS-001 Project Closeout Note#D.5 Require the As-Built information on plans be certified by a state professional surveyor and mapper. Request to waive this requirement and have the QC Manager confirm As-Built information on the plan be acceptable.

Request is denied. Provide what is stated on the drawings and specs.

2. Please provide location of the Contractor Staging/ Laydown area at E-Wing and at ACC Bldg./

Parking Structure. Please confirm temporary fencing with fabric and surge rocks for construction entrance are required at each staging/ laydown area

We cannot confirm a location for a staging/laydown area in advance due to the number of

Construction projects ongoing. The child care drop off and TAMC loading dock near E-Wing's

Generator is off-limits. Requests will be routed thru DPW for approval. In general, the laydown area requires temp fencing with fabric, stabilized entrance, and BMP measures. Upon returning the space back over to the Army, any foliage (i.e. grass) will need to be restored before they give consent, relieving responsibility of the space. See COSA Request form.

3. Please provide concrete post detail of the new chain-link fence and gates. Please provide height and finish.

Per Specification Section 32 31 13, Chain Link Fences and Gates, the new chain-link fence shall be constructed as follows:

HEIGHT: 1.8 m (72 inches / 6 feet) high chain-link fabric per Spec 32 31 13 Para. 2.2.B.

POSTS: Round steel pipe, ASTM F1043 Group IA Heavy Industrial, ASTM F1083 Schedule 40 galvanized pipe. Line posts: 60 mm (2.375") diameter. End/corner/pull posts: 60 mm (2.375") diameter. Posts set in concrete footings minimum 600 mm (24") deep (Para. 3.2.B.2.a).

FABRIC: 50 mm (2") mesh, 3.76 mm (0.15") wire, zinc-coated steel per ASTM A392, Class 2 hot-dipped galvanized (610 g/m²). Polymer (PVC)-coated over-fabric: ASTM F668, Class 2b, COLOR: Dark Green (Para. 2.2.B.3.b).

FRAMEWORK FINISH: Polymer PVC coating, dark green, fused/adhered per ASTM F668

(Para. 2.2.C.2).

GATES: Swing-type gates, ASTM F900, galvanized steel Schedule 40 frame (48.3 mm / 1.900"

OD pipe). Hardware includes 180° gate hinges, positive locking gate latch. Padlocks by VA.

CONCRETE FOOTINGS: Per Section 03 30 00. Gate posts to have larger footings; top crowned to shed water.

GROUNDING: Each gate post and corner post grounded per Spec 26 05 26, Para. 3.6.

Contractor shall submit shop drawings showing size, configuration, and fabrication/installation details per Spec 32 31 13 Para. 1.4.B prior to construction. Verify fence line location with drawings prior to post setting.

4. Please confirm no fire alarm connection to the new fire damper at Bldg. 30 Generator Rm

Confirmed. No fire alarm connection is required for the new fire damper at the Building 30

Generator Room. The fire dampers in the generator room are thermally-actuated and do not require electrical fire alarm panel integration for operation.

The generator room exhaust/ventilation dampers specified under Section 23 31 00 (HVAC Ducts and Casings) and referenced in Spec 26 32 13 Para. 2A.6.H are motor-operated and controlled directly by the engine generator control system — they open on generator start and close on stop.

This is NOT a fire alarm interface.

Per Spec 26 32 13 Para. 2A.6.H: "Dampers shall open simultaneously with the starting of the diesel engine and shall close simultaneously with the stopping of the diesel engine." This function is controlled through generator controls only.

5. Per Drawing 32A-CU-103 call out for using existing 3” conduit for the new fiber optic cable.

Please confirm that coordination and supervision by 3rd Party such as AT&T including with

USACE will be by the VA during the performance of this scope of work.

Manhole MH-7C fronting ACC is under the supervision of US Army Garrisons 30th signal battalion. The current contract with AT&T has expired. They are currently working on a new one but it is not stated on who the carrier will be. Once that Contract is awarded, a MOD can be executed for QA oversight for fiber work in MH-7C. The contractor will be responsible for executing a contract with 30th signal battalions 3rd party Contractor as well as managing that

3rd party contractor as part of their team. The VA will assist in contacting 30th signal battalion to start the process.

6. For bidding purposes, please confirm how many incidents are the Contractor to allow for the use of the temporary stand by generator that will use up 24hours of fuel for the 300KW and 96hours of fuel for the 200KW once its installed?

Assume enough fuel reserve to refill each tank once

7. Instead of providing a temporary fuel tank to support 24 hours/ 96 hours of temporary generator operation once it occur, will continuous refueling be allowed until it meet the 24/ 96 hours of operation?

No. Please provide a temporary fuel tank to meet what was listed in the drawings & specs.

8. Request to increase the period of performance of 240calendar days to 630calendar days in consideration of the current 60 to 70 weeks lead time of the Generators.

This can be discussed once Contract is awarded during the kickoff meeting and lead times are verified.

9. Please provide Hazmat Survey for the Asbestos Abatement scope of work

The Hazmat/Asbestos Survey report is to be completed by the contractor.

The contractor shall provide the survey report findings to the COR and AE. The contractor shall not disturb any suspect ACM/LCM without prior abatement in accordance with Spec Section 02

82 11 and applicable federal/state/local regulations.

10. Please provide as-built drawing of the utility corridor where the electrical conduits will be installed at E-Wing to include section details

No As-built drawings of the utility corridor at the E-Wing are available at this time. Contractor shall field-verify all existing conditions and coordinate with VA for access to facility records.

The corridor is estimated to be 12’ wide x 13’ height. It is roughly 30’ from the access doors to the center of the catch basin. Contractor to field verify once Contract awarded.

11. Will the Contractor be responsible for disposal of the fuel that will be inside of the existing generator prior to demolition/ disposal? Or the VA will remove it prior to demolition?

The contractor will be responsible for fuel disposal

12. In reference to specification section 26 32 15, Part 1 General, 1.4. 1. Factory Tests: please confirm that 6 hour load test in para 1.4. 1. is intended to be factory testing prior to delivery in addition to para 3.2 F Field Tests. Advise if 1.0 power factor is acceptable for both these tests or if

0.8 power factor is required for either.

The correct specification reference is Section 26 32 13 (Engine Generators), not 26 32 15.

FACTORY TEST shall be performed as specified per section 26 32 13, 1.4.

FIELD TEST shall be performed as specified 26 32 13, 3.2F.

Standard unity power testing is allowed for both factory and on site.

13. In reference to specification section 26 32 15, for Bldg. B32A see below questions

a. 2A.1 I. General Requirements: verify paralleled operation is NOT specified for B30

Parallel operation is not specified for this project.The parallel operation capability clause in Para. 2A.1.I ("Each engine generator specified for parallel operation shall be configured for automatic parallel operation") does NOT apply to B30 or B32A generators on this project.

b. 2A.4. F. Lube Oil System: confirm requirement for lube oil heater, not required in Hawaii climate.

The lube oil heater is not required for this project. Spec 26 32 15 has been revised and included in the addendum.

c. 2A.5 A. 5. Fuel System: confirm no main tank in system and dual primary filter between tanks is not required

The B32A generator fuel system uses a sub-base tank as the primary fuel storage. There is no separate main/remote day tank in the system as configured for B32A.

d. 2A.5 B. Fuel System: confirm that no Day Tank is required, proposed as sub-base tank only not controls/pumps

For Building 32A, the sub-base integral tank is proposed as the sole fuel storage in lieu of a separate remote day tank with transfer pumps.

e. 2A.6. H. Cooling System: confirm no motor operated dampers are required.

No motor operated dampers are required for the B32A generator installation.

f. 2.A.8. C. Engine Starting System: confirm requirement for NiCAD starting batteries.

Proposed maintenance free, sealed lead acid in lieu of NiCAD

NiCAD starting batteries are required as specified. Per Spec 26 32 13, Para. 2A.8.C:

"Batteries shall be nickel-cadmium high discharge rate type."

The substitution of maintenance-free sealed lead acid (SLA/AGM) batteries in lieu of

NiCAD is not an approved equal.

g. 2A.9. Lube oil Heater: confirm requirement for lube oil heater, not required in Hawaii climate.

Refer to RFI 13b.

h. 2A.17. A. Spare Parts: confirm quantity six (6) sets of spare filters.

Confirmed. Per Spec 26 32 13, Para. 2A.17.A, the following spare parts are required for each engine generator:

1. Six (6) lubricating oil filters

2. Six (6) primary fuel oil filters

3. Six (6) secondary fuel oil filters

4. Six (6) intake air filters

Additionally per Para. 2A.17.B: Three (3) complete sets of fuses for each battery charger.

And per Para. 2A.17.C: Three (3) complete sets of fuses for each control panel

15. In reference to specification section 26 32 15, for Bldg. T1- East Wing, see below questions

a. 2B.5. a. Fuel system: confirm no main tank in system and dual primary filter between tanks is not required

For Bldg. T-1 East Wing, sub-base integral tank is the primary onsite fuel storage as shown on the drawings, no main tank is required, refer to the fuel distribution system configuration shown on drawing MJ-601 and MJ-701.

b. 2B.5. b. Fuel system: verify stainless steel type (304 or 316 grade) advise if outer basin only of inner and outer tank is to be stainless steel.

Per Spec 26 32 13, Para. 2B.5.B.1: "Each engine generator shall be provided with a stainless steel integral day tank with double-wall fuel containment."

Both inner and outer containment walls of the double-wall tank shall be stainless steel (Type

316).

c. 2B.5. b. 5. Fuel system: confirm that the base tank is the only tank and that day tank control and transfer pumps are not required.

No day tank is required, refer to MH-103 and MH-304 for fuel system configuration.

d. 2B.5. E. 1. Fuel system: Drawing do not indicate day tank system for reference, conform base tank as only tank

Refer to RFI 15c.

e. 2B.7. E. Exhaust system: confirm insulation as specified not required as proposed genset is factory package silencer in enclosure plenum

The proposed generator is a factory package unit with a sound-attenuated enclosure (Per

Para. 2B.16) where the muffler is factory-mounted and thermally insulated INSIDE the enclosure plenum (Para. 2B.16.F.5), field-installed insulation on muffler and exhaust within the enclosure plenum is not be required.

Exhaust piping and muffler that are factory-insulated within the factory enclosure plenum are acceptable in lieu of the field-applied calcium silicate insulation specified in Para. 2B.7.E, provided the factory insulation meets equivalent thermal performance. Any exhaust piping exposed external to the enclosure (from enclosure to discharge point/wall penetration)

SHALL be insulated per Para. 2B.7.E.

Contractor shall submit factory enclosure documentation showing exhaust/muffler arrangement for approval.

Reference: Spec 26 32 13, Para. 2B.7.E; Para. 2B.16.

f. 2B.8. C. Engine Starting System: confirm requirement for NiCAD starting batteries.

Proposed maintenance free, sealed lead acid in lieu of NiCAD

Refer to RFI 13f.

g. 2B.9. Lube oil Heater: confirm requirement for lube oil heater, not required in Hawaii climate.

Refer to RFI 13b.

h. 2B.16. F. 5. Sound Attenuated Enclosure: will an factory mounted silencer located inside the air discharge plenum as uninsulated be accepted?

A factory-mounted silencer located inside the air discharge plenum as part of the factory sound-attenuated enclosure is acceptable, provided it meets the muffler noise attenuation requirements of Para. 2B.7.B.1 (critical grade muffler) and the overall enclosure noise level requirements of Para. 2B.16.C (maximum 85 dBA at 5 feet; 75 dBA at 50 feet).

Per Para. 2B.16.F.5: "The muffler shall be mounted and thermally-insulated inside the enclosure." Factory-insulated is acceptable.

Contractor shall submit acoustic data demonstrating the factory configuration meets specified noise attenuation requirements.

i. 2B.17. A. Spare Parts: confirm quantity six (6) sets of spare filters.

Per Spec 26 32 13, Para. 2B.17.A, six (6) sets of each filter type are required per engine generator for Bldg. T-1 East Wing:

1. Six (6) lubricating oil filters

2. Six (6) primary fuel oil filters

3. Six (6) secondary fuel oil filters

4. Six (6) intake air filters

Plus 3 complete sets of fuses for battery charger (Para. 2B.17.B) and control panel (Para.

2B.17.C).

16. In reference to specification section 26 32 15, Part 3 Execution par 3.1 Installation: will factory recommended IBC seismic certified integral isolators be accepted in lieu of any spring type isolators?

Factory recommended IBC seismic-certified integral isolators are acceptable upon review and approval from the COR and AE. Per Spec 26 32 13 Para. 3.1.C and Spec 13 05 41 Para. 3.2.B, seismic restraint documentation and calculations must be submitted for approval prior to installation.

17. Drawing 030-EP-012 key note 16 states – provide new 1200A, 208V, 3-phase switchboard.

Please clarify if this should be 480V

Drawing 030-EP-012, Keynote 16 references a 1200A switchboard described as 208V when the

Voltage should read 480V per the oneline diagram on sheet 030-EJ-002. Revised sheet 030-EP-

012 attached in the addendum.

18. Drawing 030-EP-012 key note 16 states – provide new branch breakers of same size as removed to feed existing branch circuits to remain while Drawing 000-EJ-002 phase 2 keynote B4 states install existing spare circuit breakers into new interior. Please confirm if new breakers for the spare are required.

Per Drawing 030-EP-012 KN 16 and Drawing 000-EJ-002 Phase 2 KN B4: New circuit breakers shall be provided for all circuits to remain.

19. For Bldg 30, please provide single line diagram where to connect the 300KW temporary generator.

Provide a 480Y/277V, 600A temporary, outdoor rated distribution panel. Distribution panel shall have 1-400A breaker feeding ATS 5, 2-225A breakers feeding ATS 1 & 2 and 1-50A breaker feeding ATS-FP.

20. Drawing 000-EJ-002 Phase 2 Keynotes B6 & B7, Is the 1200Amp circuit breaker for load bank will be part of the retrofit as there seems no space available in the existing Generator switchboard to accommodate it. Or it’s a separate enclosure – 1200A loadbank connection with the breaker integrated as called out in 030-EP-012 keynote 19 which can be provided by Hawthorne CAT.

Please clarify intent. Is this enclosure to open toward the door?

RESPONSE: The 1200A breaker for the generator disconnect will be retro fitted in the incoming

Section A. The 1200A circuit breaker for the load bank will be retro fitted in distribution Section

B. Per Drawing 030-EP-012 KN 19, a dedicated 1200A load bank connection enclosure with integrated breaker (as supplied by switchgear vendor, not Hawthorn CAT) is the intended approach. Enclosure opening for the connection cabinet shall face the door. Submit shop drawings for review showing arrangement.

21. For T-1 E-Wing scope of work, due to the proximity of the parking lot in the front of the work area, a safety concern and heavy equipment passing thru, please confirm these will not be used during the construction of T-1 E-Wing scope of work.

The Director's parking stalls will not be used by staff during the Construction period. Keep in mind the daycare dropoff/pickup will still be active throughout the project.

22. Please provide a points list of what is to be monitored by the BAS system

Refer to DDC points list on sheet MJ-601.

23. Please confirm if the new Generators are required to come with a Modbus connection.

New generators shall include Modbus RTU or Modbus TCP/IP communication interface. This is required for BAS integration per Spec 23 09 23 and Spec 23 10 00. Include Modbus communication module in generator control panel as part of base bid. Submit communication protocol documentation and register map with shop drawings.

24. Please clarify if the existing generator to remain has an existing Modbus or BAC net connection.

A new generator control panel is being provided for the B30 generator per electrical drawing

030-EP-012 (refer to enlarged plan & plan note 17). DDC system shall monitor B30 generator status and general alarm from this new control panel.

25. Sheet MH-301 calls to remove the existing Veeder Root Fuel Tank monitoring panel and replace it with TM-1, a new Preferred brand Fuel Sentry leak detection panel. The existing Veeder Root inventory probes and leak sensors will not work with Preferred brand panel. Can a new Veeder

Root panel be provided instead?

Veeder Root and other brand fuel monitors can be submitted for review and acceptance by the AE and COR for equivalency of the scheduled basis of design brand equipment, subject to meeting all requirements on the contract documents.

Existing level sensor and leak detection sensors shall be demolished and replaced with new sensors, per drawing MH-302, plan notes 1, 2, 9, 11, & 12.

26. Does TM-1 monitor fuel/water levels for the day tank or the main fuel storage tank?

Panel 30-TM-1 shall monitor fuel & water levels for the main fuel storage tank. Fuel & water levels for the day tank 30-DT-1 shall be monitored by the day tank onboard controller, and connected to the DDC system via the day tank DDC interface.

It would also be acceptable for panel 30-TM-1 to monitor fuel & water levels for both the main fuel storage tank (E)30-DFT-1 and day tank 30-DT-1. Note that this approach would not negate the requirement to provide a DDC interface for 30-DT-1 and integrate that into the DDC system.

27. Specification for fuel containment pipe in section 23 10 00 paragraph 2.2 D calls for schedule 10 gauge black steel piping. Piping Schedule on sheet MJ-601, note 2, calls for 10 Gauge

Galvanized steel piping. Please clarify if containment piping shall be black or galvanized.

For exterior double-containment piping systems, outer containment piping shall be 10-gauge black steel with 2-coat fusion epoxy exterior finish per specification 23 10 00-2.2-D. This shall be provided as part of a factory-engineered system, prefabricated for field installation.

28. The existing Veeder Root inventory probes and leak sensors located inside the fuel storage tank and between the double walls of the tank will not work with Preferred brand TM Please advise if new inventory probes and leak sensors are required. Please advise if new control wiring between the sensors and TM-1 is required.

Existing level sensor and leak detection sensors shall be demolished and replaced with new sensors, per drawing MH-302, plan notes 1, 2, 9, 11, & 12.

29. sensors within the double wall pipe have been problematic due to access and drying out after getting wet. Due to the short amount of pipe near the main storage tank at Bldg 30, can non-discriminating sensors in J-wells be used in lieu of cable sensors?

Cable-type discriminating sensors shall be provided as specified in 23 10 00 Para. 2.3.C.6.

30. Sheet MH-301 calls to remove the existing Veeder Root Fuel Tank monitoring panel and replace it with TM-1, a new Preferred brand Fuel Sentry leak detection panel. The existing Veeder Root inventory probes and leak sensors will not work with Preferred brand panel. Can a new Veeder

Root panel be provided instead? Veeder Root systems have local authorized service contractors and local parts distributors.

31. Building 30: Drawing MJ-601 Fuel Systems Schedule. The fuel monitor manufacturer is

Preferred. Existing fuel monitor is Veeder Root. Will Veeder Root 450 be acceptable as a substitute? The installation will be easier if you replace the existing Veeder Root with the upgraded Veeder Root 450.

32. In general, can aboveground double wall piping be deleted? For ASTs it isn’t required to be double wall piping. A lot of times you would want to see if anything is visibly leaking if its aboveground so you can fix it. With double wall containment piping you wouldn’t be able to see it if its contained in double wall piping.

Double wall piping is required for exterior locations (i.e., at the Bldg 30 exterior main fuel tank) as indicated on the piping schedule on sheet MJ-001 and can not be deleted.

33. If double wall piping cannot be deleted, MJ-601 and MH-302. SOCCO 15.0 and 23 10 00 2.2

Pre-engineered double containment piping. This means aboveground fuel lines will need to be ordered and manufactured in the main land as pre-fabricated piping. The cost of getting drawings and measurements correct in the mainland is minimal and can be very expensive. Can primary black steel pipe and threaded fittings be used as primary pipe and installed inside of FRP double wall piping and fittings. With this it can adapt to underground FRP primary adapters and FRP pipe double wall piping stubbing out of the ground? Welding with existing underground fuel piping and existing tank can be fire hazard with fuel lines not being completely emptied and cleaned. Short run will also save time and material if we go with threaded fittings without have a welder onsite.

Factory engineered & prefabricated double-containment systems with black steel primary and containment piping are required as specified in specification 23 10 00-2.2.

34. Will day tank emergency vents need to be run outside of the building?

All day tank and belly tank vent (including emergency vent) piping shall be routed to the exterior per Spec 26 32 13 Para. 2A.5.B.4; Para. 2B.5.B.4; NFPA 30; NFPA 37. Note that existing tank vent piping in Building 30 and Building 32A is intended to be re-used for this purpose.

35. BUILDING T-1 WING: For bidding purposes how much fuel will we need to pump out and dispose of?

450 gal of diesel max.

36. BUILDING 32A : Drawing MJ-601 Fuel System Schedule. Remote fill station. Does this need be stainless steel?

Standard painted steel construction is acceptable for the Building 32A fuel fill station 32A-FP-1.

Product shall be the specified Simplex unit, or shall meet or exceed the construction of the specified/scheduled unit.

37. Regarding Bldg 30, see questions below from Caterpillar:

a. What is the basis of design for the retrofit Square D I-line panel noted as B1 on sheet 000-EJ-

002? This states the 50A FP beaker is included while the one-line shows the new 100AF/50AT FP breaker outside the panel gen mounted.

Basis of design is to use gen switchboard as a junction box to connect the two sections of conduit from the generator to the existing conduits serving the ATS. Detail 1 on 000-EJ-002 should show the existing 50A breaker as being demolished to allow for space for a new 100A breaker to be installed.

b. Is the intent to replace the bus and all the breakers while adding an addition 1200A breaker dedicated and KK to the main for the load bank apparatus noted as B6 on sheet 000-EJ-002?

The intent for B30 is to replace the switchboard bus and all breakers while adding the new 1200A breaker for the load bank (KN B6 on 000-EJ-002). The new 1200A load bank breaker is to be provided as a separate/adjacent apparatus (not within the existing switchboard interior) per

Drawing 030-EP-012 KN 19. Contractor shall confirm space availability and submit shop drawing for the complete switchboard retrofit arrangement. Reference: Dwgs 000-EJ-002, 030-

EP-012.

c. Does B30 require an alternate power source per NEC 700.3 (f)? We see this fulfilled with the use of a Triple Switch on B32 and T-1 but not on B30.

The design in Bldg 30 does comply with NEC 700.3(f). A dedicated 1200A circuit breaker with a keyed interlock connected to a connection cabinet operates simular to the Triple Switch.

38. Is Veeder Root and Simplex an approved manufacturer to the specified Preferred equipment on sheet MJ-601?

Pre-test of the existing fire alarm system is required in affected areas prior to construction to document baseline conditions. Only new fire alarm devices added under this project scope require full acceptance testing per NFPA 72 and Spec 28 31 00. Existing undisturbed devices do not require re-testing. Submit fire alarm test plan for COR approval prior to testing.

42. Please confirm only the new fire alarm devices will need to be tested

Only new fire alarm devices installed as part of this project scope require acceptance testing per

NFPA 72. A complete fire alarm test plan (including new device point-to-point testing) shall be submitted for COR approval and testing conducted in the presence of the COR/VA Fire

Protection.

43. Is this project exempt from sales tax? If so, will the VA provide a tax exemption certificate for material purchases?

A certificate can be provided for items specifically manufactured for this project.

44. Will the VA permit the use of Procore or an equivalent construction management software platform for submittals and project communications?

Procore is acceptable.

45. Will payment applications be accepted for materials stored on-site or in a bonded off-site warehouse?

The VA will not allow advanced payment for any material or equipment. However, in accordance with VAAR 852.232-70- Payments Under Fixed-Price Construction Contracts (Without NAS-

CPM) (NOV 2018), the Contracting Officer will consider for monthly progress payments material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site, under such terms and conditions as the

Contracting Officer approves, including but not limited to the following -

(1) The materials or equipment are in accordance with the contract requirements and/or approved samples and shop drawings;

(2) The materials and/or equipment are approved by the resident engineer;

(3) The materials and/or equipment are stored separately and are readily available for inspection and inventory by the resident engineer;

(4) The materials and/or equipment are protected against weather, theft and other hazards and are not subjected to deterioration; and

(5) The Contractor obtains the concurrence of its surety for off-site storage.

46. Will the Government consider including an Economic Price Adjustment (EPA) clause to address significant fluctuations in material pricing?

No.

47. If tariffs are imposed on materials (e.g., steel, wood) after bid submission but before award, will the Government allow a price escalation even if the materials remain Buy American–compliant?

This may be considered on a case by case basis.

48. Will the Government provide detailed requirements for contractor badging? Please clarify the PIV process, including documentation, background checks, and estimated processing time.

This project will not require submissions for PIV badges. Base access for personnel will be submitted thru the Army's Sponsorship Portal website at least two months in advance of start of

Construction. The VA has no control over processing time for base access as this is a US Army

Garrison installation.

49. How soon after contract award does the Government anticipate issuing the official Notice to

Proceed?

The Notice to Proceed is anticipated to be issued after the kick off meeting, which will occur within 2 weeks of award.

50. Will the Government consider reducing the required bid validity period (e.g., to 60 days) to account for inflation and contractor pricing risk?

No, 30 days is the minimum.

51. Can the Government confirm the stated contract duration is accurate, considering phased access and execution requirements?

If lead times affect the Contractor’s ability complete the project within the period of performance than the period of performance can be reviewed and changed once project is awarded and lead times are verified.

52. Safety specification has multiple locations that reference both the OSHA standard and the EM

385-1 standard, sometimes in the same sentence. The solicitation documents do not clarify a standard, please provide clarification on the standard that will be utilized for this project?

The most stringent requirement will apply.

53. May one individual serve in dual or multiple roles (SSHO, QCM, Superintendent) if fully qualified? If not, may the Superintendent also serve as SSHO?

No individual will serve in multiple roles.

54. Specs call for professional photographer to provide construction documentation including weekly site progressions, including –

10. Weekly (21 Max) Site Progressions - Photographic documentation capturing the project at different stages of construction. These progressions shall capture underground utilities, excavation, grading, backfill, landscaping and road construction throughout the duration of the project.

11. Regular (8 max) interior progressions of all walls of the entire project to begin at time of substantial framed or as directed by the COR through to completion.

12. Detailed Exact Built of all Slabs for all project slab pours just prior to placing concrete or as directed by the COR.

13. Detailed Interior exact built overlapping photos of the entire building to include documentation of all mechanical, electrical and plumbing systems in every wall and ceiling, to be conducted after rough-ins are complete, just prior to insulation and or drywall, or as directed by COR.

14. Finished detailed Interior exact built overlapping photos of all walls, ceilings, and floors to be scheduled by COR prior to occupancy.

Based on the specifications, a full-time professional photographer will be required to be onsite daily to capture all the photographs required. This is a significant added cost to the project. Please confirm the VA expects and requires a full-time professional photographer onsite daily for documentation?

If a full-time professional photographer is not a requirement, please clarify the requirements/expectations to fulfil the photo documentation obligations?

A full-time professional photographer is not required. However, official documentation photos shall be taken with a DSLR camera and not a cell phone camera. Cell phone camera pictures tend to be grainy and unusable when zoomed in.

55. The specification identifies several possible Special Inspections with a specialty engineer

(PE) performing inspections for areas of the SOW that could be required by the VA. This requires third parties to be hired to perform this work. Please provide a list of ANY special inspections required as part of this project including but not exhaustive of steel, concrete, geotech, seismic, and fire?

KTR to thoroughly review drawings and specs and perform their own due diligence of pricing in third party costs. VA will not respond to this RFI.

56. Is a QC manager a suitable substitute for the Special Inspections Report if required?

Please confirm there will be 4 & 9 month warranty site visits performed following the completion of the project and GC attendance is required?

QC Manager is NOT a substitute for the Special Inspector required by Spec 01 45 35 (Special

Inspections). Special Inspections are mandated by IBC 2021 Chapter 17 and must be performed by a qualified third-party Special Inspector under a VA-approved Special

Inspection Program prepared by a registered design professional.

4-month and 9-month warranty site visits are standard VA practice for generator system projects. The contractor is required to attend and participate in these visits. Coordinate scheduling with the COR. Maintain a warranty log and respond to warranty items within contract timeframes per FAR 52.246-21 (Warranty of Construction); Spec 01 00 00.

57. Please confirm, a third-party HI licensed geotechnical engineer is required to be hired by the

GC for inspection of fill and soil including a report on, existing conditions, soil, its placement and bearing capacity?

Yes required.

58. Will the contractor be required to provide a site office/trailer, or will space within the facility be made available?

The Contractor will be responsible to provide their own site office on an approved space via the COSA form thru DPW/Tripler. No space within the facility will be made available

59. Will the VA allow temporary connection to existing utility infrastructure?

Temp connections for utilities such as but not limited to (electric, water, sewer) are not allowed.

60. Will designated parking and staging areas be provided for contractor personnel and deliveries? Will the VA provide laydown space or containers, or must these be arranged off-site?

Contractor personnel are to park in the main lower lot when working at E-Wing, and at the parking structure when working at ACC or the parking structure. Staging areas will need to be approved by DPW thru the COSA process. Daycare drop off and loading docks are off limits. The VA will not provide laydown or containers for the Contractor. TAMC is a US Army

Garrison property.

61. Will the VA provide and hire the commissioning agent, or is the contractor responsible?

The AE has secured a commissioning agent for the construction phase of the contract.

62. Will the VA provide recent asbestos and lead survey reports?

63. If abatement is required, will the VA identify known ACM/LCM locations?

64. Does the VA have an existing fire alarm/security service provider? If so, please provide contact

65. Will the VA provide temporary Generator during system cutovers? If not, should the contractor include them?

The VA will not provide temp generators. The Contractor is responsible to have a backup generator installed, tested, and function prior to taking down a buildings generator system.

The contractor will be responsible for maintaining generator backup power until the permanent building generator system is installed, tested, and turned over to the VA.

66. Will the VA provide temporary cooling/heating during system cutovers? If not, should the contractor include them?

The VA will not provide temp cooling/heating. Contractor will need to plan and provide temporary backup systems to any system that is affected. Any outage that affects patient care will need to be scheduled outside of Clinical hours Monday - Saturday 0700-1630.

67. Are existing electrical and low voltage conduit pathways intended to be reused?

Yes, where shown on drawings, existing conduit pathways are intended for reuse. Contractor shall field-verify condition and fill capacity of existing conduit prior to pulling new conductors.

68. Advise if 1.0 power factor is acceptable for both these tests or if 0.8 power factor is required for either.

Testing at 1.0 power factor (unity) for both factory testing (Spec section 26 32 13 - 1.4) and field testing (Spec section 26 32 13 - 3.2F) is acceptable. Testing at 0.8pf is not required.

69. 3.1 Installation: will factory recommended IBC seismic certified integral isolators be accepted in lieu of any spring type isolators?

IBC seismic-certified integral isolators are acceptable as an alternate to spring-type isolators upon review and approval of submittal prior to installation from COR. Reference: Spec 26 32

13 Para. 3.1.C; Spec 13 05 41.

70. Does B30 require an alternate power source per NEC 700.3 (f)?

We see this fulfilled with the use of a Triple Switch on B32 and T-1 but not on B30.

71. Drawings CS-001 states- “Do not place subbase on soft, unstable, or rutted subgrade. If subbase material becomes mixed with unsuitable material, remove, dispose of, and preplace the subbase material at no additional cost to the client.” Unsuitable material is an existing and unforeseen condition therefore impossible to price.

Will this statement be stricken?

Will the VA allow an unforeseen conditions cost added to the price sheet to meet this requirement? Please clarify.

The CS-001 subgrade note is a quality control requirement, not a waiver of differing site conditions (DSC) claims. If genuinely unforeseeable unsuitable subgrade is discovered during excavation, stop work, document with photographs, and submit a DSC change order request to the COR per FAR 52.236-2. The CS-001 note does not eliminate DSC rights for conditions not reasonably discoverable during site investigation. The VA will review requests on a case-by-case basis.

72. Please confirm, a third-party state certified land surveyor must certify engineering as builts related to civil work?

Yes confirmed.

73. Will confined space work be required as a component of this project?

The utility corridor at E-Wing and MH-7C are considered confined spaces.

74. What is the basis of design for the retrofit Square D I-line panel noted as B1 on sheet 000-EJ-

002?

RESPONSE: Basis of design for B30 Square D I-Line panel retrofit inside distribution section of the existing generator switchboard. Submit shop drawings showing complete B30 panel retrofit for COR review. Reference: Dwgs 000-EJ-002, 030-EP-012.

75. This states the 50A FP beaker is included while the one-line shows the new 100AF/50AT FP breaker outside the panel gen mounted. We see this fulfilled with the use of a Triple Switch on B32 and T-1 but not on B30.

76. Does B30 require an alternate power source per NEC 700.3 (f)?

77. Please clarify, for B30, the genset control retrofit is a modification to the existing control panel section in the gen room or a new control and distribution section be required, a completely new apparatus?

For Building 30, the existing switchboard enclosure is to remain. A new genset control retrofit is in scope per Dwg 000-EJ-002; Spec 26 32 13.

78. Please confirm the location of the fuel supply pump for the day tank? Is this remote, to be installed at the main tank or in proximity of the day tank? (30-DFT-1). I don’t see that on sheet on MJ-701

A duplex pump package (including pumps 30-FP-1 & 30-FP-2) is to be installed near the existing main fuel tank 30-DFT-1 and will supply fuel to the day tank 30-DT-1. Refer to drawing(s) MH-302 and MJ-701.

79. Please provide pictures of the inside electrical room BA105 as well as pictures of the existing switchboard, automatic transfer switch, generator Disc and panel BEL1.as we were not provided access during the site visit.

The path from B30 to the parking garage will utilize existing network of underground conduits and vaults.

82. Multiple sheets refer to drawing EJ-001 Detail 4 for fiber type and length, this information is not in this location. Please provide the details for all fiber type and lengths.

85. Who is providing the Gear, Lighting, Generator, Fire Alarm Package(s) for this Project? If we are, are there National Account Vendors we must go through, or can we go through our own

Vendors.

All equipment packages for this project — including electrical distribution gear

(switchboards, panelboards, ATS), lighting, generators, and fire alarm — are

CONTRACTOR-FURNISHED, CONTRACTOR-INSTALLED (CFCI) unless explicitly noted otherwise in the contract documents.

The VA does not mandate the use of national account vendors for this project. The contractor may procure equipment from their own approved vendors provided the equipment meets all specification requirements and submittal approvals.

The contractor may select any manufacturer whose equipment meets Spec 26 32 13 requirements. Generator manufacturer submittals must be approved by the COR/A/E prior to procurement.

The fire alarm system must be compatible with and integratable into the existing VA facility fire alarm system. Confirm existing FA panel manufacturer with the COR prior to selecting equipment.

86. The CQC manager position customarily requires a graduate engineer, graduate architect, or a graduate of construction management, OR a minimum of 5 years construction experience on construction. The change in language to with 5 years construction experience will create an extremely limited pool of available qualified candidates. This may require a third full time staff member on a limited jobsite, daily. This will add considerable cost to the project.

Please confirm that the VA is requiring the CQC manager possess one of three degrees AND

5 years field experience instead of the customary formal training OR required field experience?

This is a requirement. Deviation not allowed.

87. In SAM.gov there are 2 solicitations for what looks like the same scope project. See below screenshots. I think one is based off of the pre-solicitation and the other was created as a solicitation. Just want to know if both solicitations' documents should be incorporated with our RFP Response?
