About this file

This is a Request for Information (RFI) issued by Lubbock Power & Light, a municipal utility serving the City of Lubbock, Texas. The RFI seeks cloud-based check scanning software solutions to replace the current Remit Plus system used for processing mailed-in payments. The requested solution must operate fully in the cloud and provide capabilities including MICR line scanning, customer remit slip scanning, check endorsement printing, digital image storage and retrieval, integration with the Customer Care System (CCS) for automatic payment posting, and workflow support for validation, returned item research, collections, severance processing, and dispute resolution. Responses must be submitted electronically through the Lubbock Power & Light Bonfire Portal by December 10, 2025, at 2:00 p.m. CST, with the final day for submitting questions set for December 2, 2025, at 5:00 p.m. CST. No award will be made based solely on this RFI; this is an information-gathering phase with a potential Request for Proposal to follow.

Respondents should address vendor background, Texas presence, cloud infrastructure details, security measures, uptime guarantees, incident management procedures, implementation and migration support requirements, hardware needs, and pricing model information. LP&L will not compensate respondents for information submitted and retains ownership of all responses. Confidential and proprietary information will be protected initially but remains subject to final determination by the Texas Attorney General or court regarding trade secret status. An anti-lobbying provision prohibits respondents from discussing or promoting their RFI with LP&L Utility Board members, City Council members, or staff outside of LP&L-sponsored inquiries and presentations, with violation potentially resulting in rejection of the response.
