About this file

This is a Request for Information (RFI) issued by the City of Detroit's Office of Contracting and Procurement on behalf of the Office of the Chief Financial Officer and the Department of Innovation and Technology regarding cloud-based Payroll and Time & Attendance systems. The City is seeking vendor information to understand available solutions, functionality, and implementation capabilities with a maximum go-live timeline of 24 months. The RFI is for information-gathering purposes only and does not constitute a commitment to purchase or a formal solicitation. The City of Detroit, a municipality with approximately 9,000 employees including hourly, salaried, union, part-time, and seasonal workers, currently operates a UKG system and is evaluating replacement solutions that support multiple pay groups and schedules, overtime and premium pay rules, shift differentials, retroactive pay, garnishments, direct deposit, check processing, year-end processing, and payroll tax filing and compliance.

The requested solution must include comprehensive Time & Attendance capabilities such as multiple time capture methods (web, mobile, badge, biometric), employee self-service time entry, supervisor approval workflows, scheduling and shift management, PTO and leave tracking, accrual rules, union and complex labor rules support, and exception reporting. The system must integrate with existing Oracle Cloud Financials, Oracle Fusion Project Financials, and Oracle Fusion Grants Management platforms, provide role-based security, support SAML authentication through Azure Active Directory for single sign-on, include data encryption in transit and at rest, and maintain 99.9% monthly uptime for clocking and services. Vendors should provide pricing models (per employee per month, tiered, flat fee, etc.), one-time implementation costs, optional module pricing, support and maintenance fees, contract length options, and separate pricing for time clock purchases or leases.
