About this file
This document is a Request for Bid (RFB 3880) Attachment A - Specifications for Electrical Utility Vans issued by the Eastern Municipal Water District (EMWD). The specification details the procurement of two new, unused 2025 or newer model year Ford or GM Cutaway Van chassis with tapered, exterior cab high type service bodies. The vehicles must meet specific requirements including a 5.0L V-8 engine, California emissions standards (ULEV), specific interior and exterior configurations, and comprehensive service body specifications with detailed compartment and shelving requirements.
The specification outlines extensive technical requirements for the utility vans, including precise dimensions, compartment configurations, mounted accessories like a Xantrex Prowatt 3000 Inverter, Wilton Tradesman vise, roof-mounted ladder racks, LED lighting, and specific warranty conditions. The successful bidder must process a DMV license for exempt status and provide the title to EMWD, with all vehicles needing to comply with South Coast Air Quality Management District Rule 1191 and be certified by the California Air Resources Board. The document emphasizes that all quotes must meet or exceed the minimum specifications, with EMWD retaining sole discretion in determining equivalency of proposed equipment.

1. General: The following specifications list minimum requirements.
This is intended to be a fully functional unit upon delivery except where listed. The term "or approved equal" means that if a proposer makes a substitution other than what is specified, EMWD must be informed at the time quotations are submitted in the form of an exception.
Should the proposer fail to identify any exception it will be assumed that the product bid is exactly as specified. EMWD has the sole discretion in determining whether an item qualifies as an "approved equal". All vehicles shall be new and unused.
Vehicles must meet emission requirements for use the South Coast Air Quality Management District Rule 1191. Vehicles provided shall be certified by the California Air Resources Board as ULEV, With Latest Best Technology.
A copy of this specification noting compliance or deviation in every category along with the Exceptions list page shall be provided in writing as part of the bid package. Decisions of equivalency will be at the sole interpretation EMWD. Use checkboxes to designate compliance or exemption.
A blanket statement that the “equipment proposed will meet all requirements" will not be sufficient to establish equivalence but will require an explanation at each deviation or substitution. Vendors shall state why, in their opinion, the equipment or materials they offer will render equivalent reliability, coverage and performance. Supporting data must be included with the statement. Simply stating "Exceeds Specifications" is not an acceptable response.
The specification herein states the minimum requirements of EMWD. All quotes must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. Any bid not prepared and submitted in accordance with the specification, or any bid lacking sufficient technical literature to enable the EMWD to make a reasonable determination of compliance to the specification will be considered "non-responsive" and grounds for rejection.
The fact that a manufacturer chooses not to produce or sell equipment or material to meet these specifications will not be considered sufficient cause to judge these specifications as restrictive. Where deviations from the specifications contained herein are necessary, the vendor shall note such deviations along with reason of deviation.
