About this file

This is a Request for Proposals (RFP) issued by Parowan City, Utah, for sediment removal and restoration of a city-owned flood control basin located upstream of residential areas. The project requires contractors to remove approximately 650,000 to 850,000 cubic yards of accumulated sediment consisting primarily of sand and gravel, excavate the basin to a contractor-designed and city-approved final configuration, and restore the basin to its intended flood control functionality. Proposals must be submitted by February 20, 2026, at noon Mountain Time to Dan Jessen, Parowan City Manager, at dan@parowan.gov or in person at Parowan City Offices, 35 East 100 North, Parowan, Utah, 84761. The RFP is performance-based and encourages creative, realistic, and executable approaches. The City recommends project completion within 18 months, with proposals featuring shorter timelines receiving higher evaluation scores. Progress benchmarks will be contractually required, including demonstration of approximately 50 percent sediment removal by the midpoint of the proposed project duration.

Compensation will be provided solely through the right to remove, retain, use, or sell excavated material, with no monetary payment from the City anticipated. All removed material becomes the contractor's property, except that the City will retain a negotiated quantity of processed material (sand, gravel, and rip rap) at no cost. Contractors must propose quantities to be reserved for City use, processing standards, delivery or stockpiling methods, and timing of availability. Due to proximity to residential areas, contractors must operate within city-defined business hours and implement approved dust, noise, and vibration mitigation measures. Additionally, city ordinances require that residents have public access to fill material, necessitating contractors to submit a detailed plan addressing material availability, location, hours, controls, and safety considerations. Proposals will be evaluated based on demonstrated ability to move large material quantities efficiently, likelihood of timely completion, experience with comparable projects, proposed schedule, public safety and neighborhood impact mitigation, and overall value to the City. The City reserves the right to reject any or all proposals, terminate contracts for failure to meet progress benchmarks, unreasonable delay, unsafe operations, or failure to advance basin restoration.

REQUEST FOR PROPOSALS

Flood Control Basin Sediment Removal & Restoration

Parowan City, Utah

1. INTRODUCTION & PURPOSE

Parowan City is soliciting proposals from qualified contractors to remove accumulated sediment from a City-owned flood control basin located at the mouth of a canyon upstream of developed residential areas.

The flood control basin was designed to:

• Attenuate peak flows from minor flood events;

• Capture sediment during runoff events; and

• Redirect floodwaters into a designated flood conveyance channel rather than through the City.

Over time, sediment consisting primarily of sand and gravel has accumulated within the basin, substantially reducing its capacity and effectiveness. The City’s objective is to restore the basin to its intended functional capacity in the interest of public safety.

2. PROJECT OVERVIEW

2.1 Scope Intent (Performance-Based)

The City intends to engage a contractor to:

• Remove approximately 650k to 850k cubic yards of accumulated sediment;

• Excavate the basin to a Contractor designed, City-approved final configuration, including side slopes, grades, and geometry suitable for long-term flood control functionality and future maintenance; and

• Complete the work within a defined and reasonable timeframe.

This RFP is intentionally performance-based. Proposers are encouraged to submit creative, realistic, and executable approaches to accomplishing the work, provided the City’s performance requirements are met.

2.2 Material Characteristics

The material within the basin consists of:

• Predominantly sand and gravel suitable for processing into rip rap, road base, bedding sand, and related products;

• Some percentage of less desirable material (e.g., clay, fines, or non-processable material).

The City does not guarantee material quality, gradation, or marketability.

3. COMPENSATION STRUCTURE

3.1 Compensation in Kind

The City intends to compensate the selected contractor solely through the right to remove, retain, use, or sell the excavated material, subject to the requirements of this RFP.

No monetary payment from the City is anticipated.

All material removed from the basin becomes the property of the contractor, except as expressly reserved by the City.

3.2 City Material Reservation

As part of the proposal, proposers shall acknowledge that:

• The City will retain, at no cost, a negotiated quantity of processed material (sand, gravel, and rip rap);

• Proposers shall include in their proposal:

o Proposed quantities to be reserved for City use;

o Processing standards;

o Delivery or stockpiling method; and o Timing of availability.

4. CONTRACTOR RESPONSIBILITIES

4.1 Means and Methods

The contractor shall be responsible for:

• All excavation, hauling, processing, and disposal activities;

• Equipment, labor, fuel, and operations;

• Identifying and securing any off-site processing or stockpile locations, whether through ownership, lease, or agreement;

• Compliance with all applicable laws, regulations, and permits.

The City will not provide off-site processing or stockpile property.

4.2 Operating Constraints

Due to proximity to residential areas, the contractor shall:

• Operate within city-defined business hours;

• Implement city approved dust, noise, and vibration mitigation measures;

• Maintain safe access and site security;

• Coordinate haul routes and traffic control as required.

4.3 Public Access to Material

City ordinances require that residents have access to fill material. Proposers shall include a plan describing:

• How public access to material will be accommodated (example: a pile of unprocessed material will be designated for public use at a specific place on site and details on how they can pick it up);

• Type(s) of material to be made available;

• Location, hours, and controls;

• Safety and liability considerations.

5. SCHEDULE & PERFORMANCE REQUIREMENTS

5.1 Project Duration

Proposers shall submit a proposed schedule for completion.

The City recommends a project duration not to exceed 18 months. Proposals with shorter timelines may receive higher evaluation scores. Longer timelines may be considered but will be evaluated accordingly.

5.2 Progress Benchmarks

Public safety requires timely and continuous progress.

The City intends to include contractual benchmarks, including but not limited to:

• Demonstrated progress equal to approximately 50% of total removal by the midpoint of the proposed project duration.

Failure to meet material progress milestones may constitute grounds for termination.

6. TERMINATION & CITY DISCRETION

The City reserves the right to:

• Reject any or all proposals;

• Waive informalities;

• Negotiate with selected proposers; or

• Determine that no proposal adequately serves the public interest.

The City anticipates including contract provisions allowing termination for:

• Failure to meet progress benchmarks;

• Unreasonable delay;

• Unsafe operations; or

• Failure to advance the basin toward functional restoration.

7. QUALIFICATIONS & EXPERIENCE

Proposers must demonstrate capacity to perform a project of this scale and urgency.

At a minimum, proposals shall include:

• Description of the firm and ownership;

• Relevant experience on large-scale excavation, mining, or material movement projects;

• Examples of prior projects with quantities moved (cubic yards or tons);

• Available equipment fleet and production capacity;

• Key personnel and project management structure;

8. PROPOSAL CONTENT REQUIREMENTS

Proposals shall include, at a minimum:

1. Project Approach o Excavation methodology o Phasing o Basin shaping and final configuration

2. Material Handling Plan o Processing approach (on-site vs off-site) o Hauling logistics o End use or disposition of material

3. Schedule o Total duration o Milestones o Production rates

4. City Material Reservation Proposal

5. Public Access Plan

6. Environmental & Safety Controls

7. Qualifications & References

9. EVALUATION CRITERIA

Proposals will be evaluated based on, but not limited to:

• Demonstrated ability to move large material quantities efficiently;

• Likelihood of timely and successful completion;

• Realism and clarity of the proposed approach;

• Experience with comparable projects;

• Proposed schedule;

• Public safety and neighborhood impact mitigation;

• Overall value to the City.

10. DISCLAIMERS
