LAUNDRY CLEANING SERVICE - COAST GUARD ACADEMY

Performance Work Statement (PWS)

This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

70Z03921-Q-PFD311 is issued as a Request for Quotations. The incorporated provisions and clauses are those in effect through Federal Acquisition circular 2005-90 | this is an unrestricted procurement, the applicable NAICS is 325998.

GENERAL DESCRIPTION OF SERVICES

The contractor shall furnish all labor, material, equipment, transportation and supervision to perform weekly/biweekly textile laundry cleaning service at the U.S. Coast Guard Academy, New London, CT as provided in the attached Performance Work Statement (PWS). The Request for Quote is for Base Year plus Four (4) Option Years, as follows:

PICKUP.As indicated in Technical Exhibit 1, the contractor shall pick up soiled laundry at three campus locations (Michel Hall, Munro Hall, Chase Hall) between Monday and Friday excluding Federal Holidays. Pickup shall occur between the hours of 8:00 a.m. and 3:00 p.m. at each of the locations identified in Exhibit 1.

DELIVERY. As indicated in Technical Exhibit 1, the contractor shall deliver cleaned laundry items between the hours of 8:00 a.m. and3:00 p.m. at each of the locations between Monday and Friday excluding Federal Holidays.

ESTIMATED VOLUME. The Government estimates an annual laundry volume of 22,000 pounds.

***This solicitation is for off-site laundry services, mobile on-site laundry services are "not" an option. The Coast Guard Academy is "not" able to accommodate portable laundry trailers, trucks, or similar methods of operation***

WORKMANSHIP AND SANITATION

Delivered finished articles shall conform to the generally accepted industry standards of quality, cleanliness (free of unpleasant odor) finish and appearance. All work performed shall be done under sanitary conditions. The contractor's facility shall be open to inspection of sanitary conditions any time by a representative of the Government. The government reserves the right to perform or cause to have performed any test necessary to determine the sanitary condition of the articles delivered by the contractor.

RE-PERFORMANCE

In accordance with clause 52.246-4, Inspection of Services, items found to be unsatisfactorily cleaned shall be re-cleaned at no cost to the Government. Such items will be identified by the Government's representative and returned to the Contractor's representative at the next scheduled pick-up after the unsatisfactory condition is discovered.

LAUNDRY CLEANING. Laundry shall be provided as bundle service. The items picked up for cleaning must be the same items returned. Cleaned laundry items shall be returned in the same quantity for the location they were received. Articles shall be delivered to the pickup points within 7 calendar days. Article shall be clean, dry, and free of lint, odor, spots and stains according to commercial standards. Linen items will be pressed and free .of wrinkles. All stained items shall be spot treated and/or stain washed in accordance with commercial standards. Fabric softener shall be used in accordance with standard industry practices.

UNSERVICEABLE ITEMS

Items considered unserviceable shall be returned to the pickup/delivery point from which they were received. A determination will be made by the Government as to which items are unserviceable. All unserviceable items shall be returned in a separate bundle, and clearly identified as be unserviceable, for further disposal by the Government.

LOST ITEMS

The contractor shall replace any laundered items that are lost or stolen due to contractor's negligence or poor work performance at no additional cost to the Government.

LAUNDRY OF HEALTHCARE ITEMS

Coast Guard Academy Clinic personnel shall place heavily soiled/contaminated/biohazardous laundry in easily identifiable biohazard bags for pick up. To the extent necessary, the contractor shall provide laundry service for healthcare items as provided in the current edition of the Joint Commission on Accreditation of Healthcare Organizations Manual. (Note 1)-All items for Michel Hall (Medical) must be free from bacteria, fungi, and other microorganisms, including pathogens or disease producing organisms. All cleaning solutions must be bactericidal, fungicidal, virucidal, and tuberculocidal.

Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond.

All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Ensure to reference the solicitation number when submitting your quote. The selected Offeror must comply with the following commercial item terms and conditions, in accordance with the FAR. Referenced FAR clauses are attached to this solicitation and may be accessed electronically at https://www.acquisition.gov/far/.

At minimum, Company's quote(s) should include:

The solicitation number;

The name, address, and telephone number;

Company Tax Information and DUNS number;

A technical description of the items being offered in such detail to evaluate compliance with the requirements in the solicitation.

If the offer is not submitted on a SF1449, include a statement specifying the extant of agreement with all terms, conditions and provisions included in the solicitation. Offers that fail to furnish the required representations of information, or reject the terms, and conditions of the solicitation may be excluded from consideration.

19.502-2 Total small business set-asides.

Award Criteria: This is a Firm Fixed-Price Contract, using Best Value in terms of lowest price technically acceptable (LPTA) and most advantageous to the Government in terms of price and availability.

Contractors submitting quote must have valid DUNS number and active registration on System for Award Management (SAM). For further information and registration, please access www.sam.gov. Registration is free.

Though not required to submit a proposal, the selected Vendor must register in the System for Award Management (SAM) for contract award to be made (registration is free of charge), and have a valid Dun & Bradstreet DUNS number uniquely identifying their business in order for payment(s) to be made by the U.S. Coast Guard Finance Center (acquiring a DUNS number is also free, but may take up to 30 days). Terms & Conditions. This is a Best Value, Firm Fixed-Price Contract. The contractor shall perform and complete work assignments within the parameters of the Performance Work Statement (PWS). The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government by evaluating and comparing factors in addition to cost or price. The contract award will be evaluated with the proposed price being weighted equal to the candidate’s relevant experience, qualifications and credentials. Direct Deposit Net 30 payment | Net 15 may be possible for Small Business concerns.

USCG Academy Campus Information:

Smoking Restricted to Designated Areas. The Coast Guard Academy has a strict smoking policy. Contractor/consultant personnel are required to only smoke in these designated areas. The Coast Guard Academy has four approved smoking areas on Academy grounds. Smoking in privately owned vehicles (POV) is not permitted unless the POV is legally parked within 10-feet of an authorized designated smoking area.

Parking on Academy Grounds Parking is limited on Academy grounds and will be arranged through the COR/POC. Contractors shall not park in permit-only parking areas unless given explicit authorization from the COR/POC. Overnight parking is not permitted.

Security Policy All members requiring physical access to the Coast Guard Academy’s property must be United States citizens, or have legal residence documentation. Identification will be checked by security when entering Academy grounds and may be asked to be shown at any time while onboard the campus. Furthermore, vehicles may be subject to search upon entering the Academy by the Academy military police to ensure operational security of the base.
