REHABILITATION OF PROTECTED AVIAN SPECIES AT PMRF

1 12 February 2024

PERFORMANCE WORK STATEMENT (PWS) for

CONTRACT N6274224PXXXX

TASK ORDER: [XXXXXXXXX]

REHABILITATION OF PROTECTED AVIAN SPECIES – SAVE OUR SHEARWATERS

AT PACIFIC MISSILE RANGE FACILITY, KAUAI, HAWAII

20 February 2024

SECTION 1.0 - GENERAL

This performance work statement (PWS) solicits services for performing rehabilitation of injured and sick native birds at the Pacific Missile Range Facility (PMRF) on Kauai and shall be performed as outlined below. This action will be performed in accordance with the Endangered Species Act (ESA) and the Migratory Bird Treaty Act (MBTA). Naval Facilities Engineering Command (NAVFAC), Pacific will administer this contract task order (CTO). All work must be performed following applicable and appropriate Federal and State permits.

The duration of work under this CTO shall be 12-months from the award date. However, two option years could extend the duration of work to a total of 36-months as funding allows.

Under this PWS, the following services shall be required of the Contractor:

• Transportation of injured animals to/ from PMRF and the rehabilitation center.

• Communication regarding care and outcomes.

• Arranging for birds to be banded prior to release.

• Medical care for birds in care with the primary goal to be releasable; euthanasia if treatment is not possible.

• Disposal of birds if euthanized/ died in care.

• Additional testing as prudent and upon request.

• Quarterly reports and documentation for each bird transferred from PMRF.

1.1 PRIMARY OBJECTIVE

The primary objective of this project is to provide rehabilitation of injured and sick native birds at the PMRF on Kauai. The project scope shall include all of the necessary labor associated with meeting the objective. Two option years (Option 2 and 3) have been included to extend the rehabilitation of injured and sick native birds as funding allows.

The contractor shall obtain final approval of the work required by the NAVFAC-HI and maintain permits issued by the State of Hawaii and the Fish and Wildlife Service to provide care for native and listed species upon completion of these performance objectives as specified in Section [7]: PERFORMANCE MEASUREMENT AND PAYMENT SUMMARY AND OFFER SCHEDULE.

2 12 February 2024

1.2 BACKGROUND

The PMRF provides habitat that supports the following protected resident species or transiting seabirds (indicated with *):

(1) Hawaiian duck

(2) Hawaiian stilt

(3) Hawaiian gallinule

(4) Hawaiian moorhen

(5) Hawaiian goose

(6) Laysan albatross

(7) wedge-tailed shearwater

(8) black-crowned night heron

(9) Newell’s shearwater*

(10) Hawaiian petrel*

(11) band-rumped storm-petrel (Hawaii DPS)*

Pacific Missile Range Facility also supports migratory shorebird species and other resident seabirds may occasionally be found within the installation and which may require care.

A Biological Opinion (BO) was issued by US Fish and Wildlife Service (USFWS) in 2014 for Base-wide Infrastructure, Operations and Maintenance at PMRF. This BO requires minimization of impacts to endangered species through a variety of means; one option to compensate for waterbird hazing that occurs for Bird Aircraft Strike Hazard is to fund rehabilitation through the Save Our Shearwaters (SOS) program. PMRF is also required to transfer injured and ill endangered species at the installation to a care facility. Since the BO was issued, PMRF has brought over 100 birds to SOS for rehabilitation but has provided no funding.

SECTION 2.0 – WORK ELEMENTS

The contractor shall furnish all labor, materials, equipment, facility and permits necessary to perform all work in accordance with the PWS. The contractor shall conduct all work in accordance with all pertinent state, local and federal regulations, and approved work plans.

The contractor’s work areas and activities at the site shall be subject to inspection without announcement by the Navy, and their representatives.

The Contractor’s proposal should be presented in .pdf format.
