About this file

This is a Request for Proposal (RFP) from Montgomery County for Portable Toilet Rental and Septic/Wastewater Tank Pumping Services. The contract covers portable toilet rentals for various county parks, trails, and historic sites, including Green Lane Park, Upper Schuylkill Valley Park, Lock 60, Lower Perkiomen Valley Park, Norristown Farm Park, and several other locations. The contract is for two years with three optional one-year extensions, totaling a potential five-year term. The scope includes providing and maintaining both regular and handicapped-accessible portable toilets at multiple locations, with varying service frequencies ranging from weekly to twice-weekly cleaning and waste disposal. Special events and seasonal requirements are also specified, such as Civil War events and summer camp periods.

The pricing structure is based on a "Per Request" or "Per Pump" basis, with the county seeking the most advantageous and cost-effective bid for its Parks & Historical Places and Roads & Bridges departments. The service provider will be responsible for delivering toilets in good condition, with hand sanitizers installed, and ensuring proper waste disposal according to EPA standards. Additional requirements include timely repairs, coordinating with park managers for service times, providing advance notice before arriving at sites, and maintaining the service areas in the same or better condition than found. The county manages over 6,000 acres of public space, including nine parks, five historic sites, and nearly 100 miles of regional trails, which are visited by over 1.5 million people annually.
