7. Two (2) copies of pre-construction videos of the pipe after cleaning and root removal, but prior to lining and two (2) copies of the post-construction videos of the pipe after lining shall be supplied by the Contractor.
PART 2 – PRODUCTS
1. General
A. The final product shall be a self-supporting, continuous pipe between each manhole, free of defects, watertight, designed to provide flow equivalent to that of the existing pipe and designed to withstand the loads of surface and subsurface conditions above the pipe.
B. The final product shall be sealed to the existing manholes. The sealing material shall be compatible with that of the liner such that a watertight connection can be made. Contractor shall place grout at the manhole connections on all sides of the pipe and shall provide a smooth transition from the channel to the linear at each manhole.
C. All lateral connections must be “cut out” within two (2) hours of the installation of the pipe lining to provide partial flow. Laterals shall be fully “cut out” and brushed immediately following the partial “cut out” of the laterals.
D. The tube shall consist of one or more layers of a flexible needled felt or an equivalent nonwoven or woven material, or a combination of nonwoven and woven materials, capable of carrying resin and withstanding the installation pressures and curing temperatures. The tube should be compatible with the resin system to be used on this project. The materials should be able to stretch to fit irregular pipe sections and negotiate bends.
E. The tube should be fabricated to a size that, when installed, will tightly fit the internal circumference and the length of the original conduit. Allowances should be made for the longitudinal and circumferential stretching that occurs during placement of the tube.
F. The tube shall be uniform in thickness and when subjected to the installation pressures will meet or exceed the designed finish wall thickness.
G. Any plastic film applied to the tube on what will become the interior wall of the finished CIPP shall be compatible with the resin system used, translucent enough that the resin is clearly visible, and shall be firmly bonded to the felt material.
H. The tube shall be marked for distance at regular intervals along its entire length, not to exceed 5 feet. Such markings shall also include the lining manufacturer’s name or identifying symbol.
I. The Resin System. The resin system shall be a corrosion resistant polyester, vinyl ester, or epoxy and catalyst system that when property cured meets the minimum requirements given herein or those that are to be utilized in the design of the CIPP for this project.
2. Structural Requirements
A. The design thickness of the linear shall be arrived at using standard engineering methodology. ASTM F1216, Appendix X1, has such an acceptable methodology that may be used where applicable. The long-term flexural modulus to be used in the design shall be verified through testing. The long-term modulus shall not exceed 50% of the short-term value for the resin system unless the tube contains reinforcements. In the event that a reinforced tube is utilized, the long-term flexural modulus shall be the percentage of the short-term modulus as determined by the above referenced testing.
B. The layers of the finished CIPP shall be uniformly bonded. It shall not be possible to separate any two layers with a probe or point of a knife blade so that the layers separate cleanly or such that the knife blade moves freely between the layers. If separation of the layers occurs during testing of the field samples, new samples will be cut from the work. Any reoccurrence may be the cause for rejection of the work.
C. The finished CIPP shall fit tightly to the host pipeline at all observable points and shall meet or exceed the minimum thickness established by the design process. The materials properties of the finished CIPP shall meet or exceed the following structural standards:
ASTM Polyester Filled Vinyl Ester

PART 3 – INSTALLATION
1. Cured in Place Pipe
A. The CIPP shall be installed in accordance with the practices given in ASTM F1216 (for direct inversion installations) or ASTM F1743 (for pulled-in-place installations). The quantity of resin used for the tube’s impregnation shall be sufficient to fill the volume of air voids in the tube with additional allowances being made for polymerization shrinkage and the anticipated loss of any resin through cracks and irregularities in the original pipe wall. A vacuum impregnation shall be used in conjunction with a roller system to achieve a uniform distribution of the resin throughout the tube.
B. Temperature gauges shall be placed at the upstream and downstream ends of the reach being lined to monitor the pressurized fluid’s (air or water) temperature. In addition to monitoring the temperature inside the tube, temperature gauges shall be placed between the host pipe and the liner at as many points as is practical to record the heating that takes place on the outside of the liner.
Curing the resin system shall be as per the Manufacturer (Licensor) of the CIPP product. The temperatures achieved and the duration of holding the pressurized fluid at those temperatures shall be per the Manufacturer’s (Licensor’s) established procedures.
C. Experienced personnel trained in locating breaks, obstacles, and service connections by close circuit television shall perform inspection of the pipelines. The interior of the pipeline shall be carefully inspected to determine the location of any conditions that may prevent proper installation of the CIPP into pipelines, and it shall be noted so that these conditions may be corrected. A videotape and suitable log shall be kept for later reference by the Owner.
D. It shall be the responsibility of the Contractor to clear the line of obstructions such as solids and roots that will prevent the insertion of CIPP. If pre-installation inspection reveals an obstruction such as protruding service connection, dropped joint, or a collapse that will prevent the installation process, and it cannot be removed by conventional sewer cleaning equipment, then the Contractor shall make a point repair excavation to uncover and remove or repair the obstruction. Such excavation shall be approved, in writing, by the Engineer prior to the commencement of the work and shall be considered as a separate pay item.
E. Lining of the pipe shall be performed in accordance with the pipe liner manufacturer’s instructions. Any additional repairs to the existing main required prior to installation of the liner such that the liner may be properly installed shall be performed by the Contractor.
F. All access to the sanitary sewer main shall be through existing manholes. No alterations or modifications to the manholes are permitted. No excavation shall be performed without the approval of the Owner.
G. All equipment and materials required for installation of the liner including water, power, etc. shall be provided by the Contractor.
H. The new liner pipe shall be continuous over its entire length between manholes and be free as practical from visual defects, such as foreign inclusions and pinholes.
I. The liner shall fit tightly within the existing pipe. Should a tight fit not be obtained, the Contractor shall remove and dispose of the liner and replace it with a new liner at no additional cost.
J. A watertight fit shall be obtained at the manhole connections and at the laterals. A resin material compatible with the liner may be installed such that a watertight seal may be obtained. The liner shall be cut to fit flush with the inside wall of the manhole. The area between the liner and the channel shall be grouted to provide a smooth transition from the manhole to the liner.
K. All later connections shall be “cut out” and deburred such that the lateral may return to normal operation
L. A final videotape inspection of the line shall be performed by the Contractor. One (1) copy of the video shall be provided to the Engineer for review. Should any defects, flaws, or deformities be found, they shall be remedied by the Contractor at no additional cost to the Owner.
2. Bypass Pumping
A. Maintain commercial and residential sewer service during the installation process, if necessary to properly complete the work, the Contractor may interrupt flow from services. The Contractor has the sole responsibility of notifying the public of the work to be done. Each home or business connected to the sewer must be informed via written notice a day prior (24 hours) to work being commenced. The
Contractor must also leave contact information so the public may call with questions or concerns about the project. Upon completion of the work, immediately reinstate all services and notify the property owner(s) that service is again available. The Contractor also assumes all responsibility for blockages, back-ups or damages caused to public or private property as a result of the interruption of service called by the Contractor’s actions.
B. Bypass pumping systems shall be used and operated in accordance with NASSCO Specifications. The bypass pumping system capacity must be sized to meet all potential flows. The Contractor will be held solely responsible for any damage caused by flooding and will take care to avoid this occurrence. The system must be kept in service for each section until that section is completed and ready to return to service. The Contractor is responsible for all installation, operation and maintenance of the system.
Manpower, fuel, and necessary utilities required by the systems must be provided and paid for by the
Contractor. Standby pumping must be available and achieved by backing pumps size for size. This will allow for one hundred percent (100%) backup capacity in case of emergency situations or equipment malfunction. Bypass sewage from individual laterals if needed.
3. Clean Up
A. The Contractor shall, at all times, keep the work area free from accumulation of waste material or rubbish caused by employees or work. Before the work will be considered as having been completed, the
Contractor shall clean and remove from the work areas and adjacent property, all surplus and discarded material, equipment and temporary structures and shall leave the project “Broom Clean”.
4. Testing
A. The Contractor shall, at his expense, provide a pipe “coupon” specimen from each run of pipe for testing by an approved laboratory.
B. The Contractor shall, at his expense, within 14 days of completion, provide a closed circuit television camera videotape of each of the new liner pipelines.
C. Correct all defects discovered during the television inspection before Conditional Acceptance. After the defects are corrected, repeat the post-construction inspection for that sewer line.
PART 4 – PAYMENT
1. General
A. All work shall be paid for at the contract lump sum price specified in the proposal, for each lined sewer pipeline, complete in place, as specified, which price will include all work, materials, equipment and testing thereto and the satisfactory disposal of all unsuitable and surplus materials.
B. Removal of protruding service connections shall be paid for at the contract unit price specified in the proposal, for each connection, which price shall include any additional close circuit T.V. inspections required and the satisfactory removal of the protruding pipe materials.
C. Reconnections of active service connections shall be paid for at the contract unit price specified in the proposal, for each reconnection, which price shall include the satisfactory removal of the pipe materials.
D. Heavy duty cleaning shall be paid for at the contract unit price specified in the proposal upon acceptance by the Engineer.
2. ACCEPTANCE
A. Acceptance of the CIPP shall be based on the Engineer’s evaluation of the post-construction inspection video, and laboratory test results for the installed pipe samples, which shall demonstrate:
1. Compliance with the required CIPP physical properties and thickness.
2. Observed groundwater infiltration of the liner is zero.
3. All active service connections are open and clear.
4. There is no evidence of excessive wrinkles, splits, cracks, breaks, lifts, kinks, scalds, blisters, delaminations, crazing or other defects in the linear.
B. If any device liner is discovered after it has been installed, it shall be removed and replaced with either a sound liner or a new pipe at no additional cost to the Owner. The Contractor shall be responsible for costs of additional testing required to confirm compliance with these requirements. Obtain approval of the Engineer for method of repair, which may require field or workshop demonstration.
C. For liners with defects, if the Contractor elects to excavate and repair defects in the liner, cut and remove the defective section of liner plus the host pipe to a minimum of two feet beyond each end of the defective liner. Use SDR 35 PVC, or approved equal, to replace the removed liner and host pipe. Align invert of point repair with invert of CIPP. On either side of the proposed repair, carefully remove the host pipe from around the existing sound liner to expose a minimum of five inches of sound liner or as needed for repair coupling. Use stainless steel shielded flexible repair couplings custom-fabricated specifically to fit the outside diameter of the host pipe and CIPP to assure a watertight connection. Haunch all exposed liner and new PVC pipe to the springline with pipe bedding material. Cover with concrete all exposed liner and repair couplings a minimum of six inches on either side of the pipe from the springline to six inches above the pipe. Place AASHTO #57 bedding, as approved by the Engineer a minimum of eight inches on either side of pipe from the springline of new PVC pipe to eight inches above the pipe.
D. If the Contractor elects to repair defects in the liner using trenchless methods, remove the defective sections of liner for the full circumference to a minimum of six inches beyond each of the defective liner or as approved by the Engineer. Install a cured-in-place point repair that is comparable to the short and long-term material properties of the existing liner and must have the appropriate thickness to withstand the criteria for that particular liner. A minimum of twelve inches of overlap is required on either end of the repair. Should the proposed cured-in-place point repair reduce the inside diameter of pipe to an unacceptable diameter
