SECTION 1

1. DESCRIPTION OF SERVICES

This Performance Work Statement (PWS) is being generated to obtain corrosion repair, painting, maintenance, prevention, and undercoating of vehicles consolidated at Lajes Field, Portugal. These vehicles will be delivered to the contractor’s facility by government personnel.

Vehicle Corrosion Control and Repair, Painting, maintenance, prevention, and undercoating will be performed at the Contractor’s facility.

The Contractor shall furnish all parts, labor, tools, materials, equipment, supervision, facilities and transportation necessary to accomplish corrosion control, repair, painting, prevention, and frame undercoating of vehicles. Corrosion control, repair, prevention, and painting consists of, but not limited to, repairing damaged metal or other materials due to corrosion, treating bare metal, priming/sealing and painting the entire vehicle. Upon completion, each vehicle's finish and appearance shall be free of deficiencies and of a quality that meets safe, serviceability, and appearance standards as outlined in T.O.

36-1-191.

The schedule and tasks for the corrosion control prevention plan will be added to this PWS upon completion of initial overhaul of all vehicles. At that time the Basic Ordering Agreement (BOA) will also be modified to incorporation this plan.

1.2. SPECIFIC TASKS (CORROSION CONTROL MAINTENANCE, REPAIR, PREVENTION,

AND PAINTING)

1.1.1 Washing/Cleaning: Contractor shall service all surfaces which shall be cleaned of foreign material prior to surface preparation, corrosion control, corrosion repair, and painting.

1.1.2 Surface Preparation: Contractor shall ensure all removable parts on this equipment are removed and sandblasted. Also, all corrosion is to be removed before any paint covering is applied.

1.1.3 Repairing Damaged Material: All metal surfaces components identified for repair shall be restored to meet or exceed original equipment manufacturers fit and appearance. If corrosion exists adjacent to glass and/or rubber, the glass and/or rubber shall be completely removed and metal repaired. If glass is damaged from metal deterioration/corrosion, glass and window components will be replaced as well.

1.1.4 Prime/Seal: The Contractor shall apply primer and other necessary applications to prevent future deterioration of metal.

1.1.5 Masking Requirements: The Contractor shall protect, cover and mask all parts which should not be painted, including but not limited to, windows, rubber, chrome hydraulic cylinders, moldings, gauges, safety switches, lubrication fittings, data plates, instruction plates, reflectors and manufacturer decals.

1.1.6 Paint: The Contractor shall refinish metal surfaces completely using an industrial acrylic coating of the same color of vehicle in all areas and each vehicle will be painted in accordance with T.O.

36-1-191 specific color. If exact color paint cannot be obtained due to location limitations, the best possible color match will be done and all areas will be painted to match. Contractor will use highest quality paint available to accomplish the job.

1.1.7 Weather stripping: The contractor shall replace any worn/damaged weather stripping to prevent future corrosion.

1.1.8 Warranty: The Contractor shall provide a standard commercial warranty for 12 months on all repairs, materials, and workmanship.

1.3. SPECIFIC TASKS (UNDERCOATING)

1.1.9 Masking Requirements: The Contractor shall protect or cover any parts which should not be undercoated.

1.1.10 Undercoating: Contractor shall apply undercoat to fenders, frames, fuel tanks, brake lines and fuel lines.

1.1.11 Warranty: The Contractor shall provide a standard commercial warranty for 12 months on all materials, repairs, and workmanship and results should last up to 5 years before touch ups required.

3. GOVERNMENT PROPERTY

Government Furnished Property supplied will be the vehicle to be repaired for the performance of this contract.

4. GENERAL INFORMATION

4.1. Vehicle Pick-up/Drop-off Procedures

Vehicles will be made available to the Contractor per their predetermined business hours unless USAF mission dictates otherwise. Pick-up and delivery will normally occur between 0800 - 1600 hours, Monday

- Friday. Vehicles may not be picked-up or delivered if a designated Contractor representative is not available at business location or if vehicle maintenance personnel cannot pick up at original designated time due to mission requirements or manning unavailability. Servicing of each vehicle will have a turnaround period of no more than 30 calendar days for lightweight trucks and sedans and for heavy duty trucks and equipment 60 calendar days, not including wait time for a servicing appointment. Some cases may be granted an extension for the service depending on the situation. Extensions, if necessary, will be negotiated between the Contractor and Contracting Officer.

4.2. Vehicle Assembly/Disassembly

The Contractor will be responsible for taking apart, disassembling, any required vehicle components while in the performance of corrosion control, repairs, maintenance, and painting procedures. After required services have been properly performed, the Contractor will be responsible for putting the vehicle back together, reassembling, all vehicle components to their original state.

4.3. Delivery and Inspection

4.4. Vehicles will be taken to the vendors shop due to the reason of vendors not being licensed to operate government vehicles.

4.4.1. Upon completion of repairs, vehicles will be inspected at pick up time for any errors or questionable workmanship as identified in Section 2, Method of Assessment. Vehicles will be corrected in accordance with Section 2, Remedy- Re-performance scheduling within 24 hours of notification with an estimate of how long the repair will take if can’t be fixed on the spot. There will be no re-charge to the customer because correct work should have been done in accordance during repair first time.
