PURCHASE DESCRIPTION

FOR

Signal Source Analyzer

20E-177A-RF & 20E-177B-RF

1. SCOPE: AFMETCAL is seeking to purchase Signal Source Analyzers (SSA) for its Precision Measurement Equipment Laboratories (PMEL’s) and Air Force Primary Standards Laboratory (AFPSL). The Signal Source Analyzer shall be used in calibration of Phase Noise (PM, AM & Residual FM), Analog Modulation (AM, FM & PM) & Digital Modulation measurements (EVM). The Air Force is seeking a Signal Analyzer that shall uses a cross-correlation technique for the measurement of Phase Noise to achieve the lowest sensitivities. AFMETCAL is also seeking to purchase a single Alignment System and/or equipment or accessories required for periodic recertification and adjustment of the SSA.

2. PERFORMANCE REQUIREMENTS:

2.1. 50 GHz Signal Source Analyzer (20E-177A-RF)

2.1.1. Frequency Range (Carrier): 10 MHz to 50 GHz

2.1.2. Input Signal Level: To be specified at ≥ 10 dBm, but capable of operation at power levels ≥ 3 dBm (phase noise sensitivity changes expected, but accuracy to be maintained).

2.1.3. Offset Frequencies: 1 Hz, 10 Hz, 100 Hz, 1 KHz, 10 KHz, 20 KHz, 1 MHz, 10 MHz, 100 MHz

2.1.4. Phase Noise Uncertainty: ≤ 3dB

2.1.5. Phase Noise Sensitivity: The sensitivities below are based on Air Force requirements, and are to be met with 3 cross correlations.

3. FUNCTIONAL REQUIREMENTS (20E-177A-RF & 20E-177B-RF):

3.1. Automate Control: The Signal Source Analyzer shall be able to determine the frequency of the carrier for SSB measurements. The Signal Source Analyzer shall be able to set the number of correlations for each offset to be measured in some manner.

3.2. Manual Control: The Signal Source Analyzer shall be able to be operated from a front panel. This includes both hard keys & touch screen displays.

3.3. The Signal Source Analyzer shall be one piece of equipment.

3.4. Power: An assembled power cord of at least 6 feet in length for 110 to 120 volt operation shall be provided with each AC powered instrument. Each AC powered instrument shall have an AC power switch and a front panel indication when AC power is applied.

3.5. Warm-Up: The Signal Source Analyzer shall warm-up in 1 hour or less.

3.6. Hardware Interface: Shall be computer controlled thru GPIB, Ethernet, or USB connection. GPIB or Ethernet preferred.

3.7. Time Base: The timebase of the SSA shall have the capability to be adjusted at the field level. Adjustment of the timebase must be able to be accomplished with either a manual tweaker, through front panel control or through GPIB controller.

4. Commercial Warranty:

4.1. AFMETCAL is seeking a 10 year commercial warranty on the Signal Source Analyzer that will warrant the unit to be free from defects in workmanship, manufacturing, and design and will perform to or exceed specifications.

4.2. Operational Usage: The intended usage of this instrument is that it will operate in a laboratory environment. Its movement will be minimal, in that it will rarely leave the laboratory, most likely installed in a console. It will typically be powered on (possibly in standby mode) the majority of the time. The only time it won’t be powered up is during scheduled power outages.

5. Alignment System:

5.1. The Alignment System: a suite (qty: 1) of any necessary Test Measurement & Diagnostic

Equipment (TMDE), hardware, adapters & cables needed to perform alignment and maintenance shall be provided along with the SSA.

5.1.1. Standard commercial warranties for the alignment system components shall be provided.

5.2. Automated Performance Testing and Adjustment Software and License Keys.

5.2.1. If alignment system for the SSA uses any form of software for automated performance testing and/or adjustment, software and updates with all necessary license keys shall be included with the SSA.

5.2.1.1. Software will be perpetual in use, without a need to renew a subscription.

5.2.2. If software is required to nominalize the time base of the reference oscillator it shall be provided.

6. PHYSICAL/MECHANICAL REQUIREMENTS (20E-177A-RF & 20E-177B-RF):

6.1. Physical Size: W x H x D, ≤ 18.75 in x 14 in x 30 in

6.2. Weight: ≤ 70 lbs.

6.3. Operating Temperature: 73° ± 6° f

6.4. Operating Humidity: 20 to 50%

7. DISPLAY REQUIREMENTS (20E-177A-RF & 20E-177B-RF):

7.1. Front Panel Display: SSA shall have a front panel display for operation.

8. SOFTWARE (20E-177A-RF & 20E-177B-RF):

8.1. If software is used to make measurements for parameters in this purchase description, it shall be provided.

8.2. Software Identification: All software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.

8.3. All software must run under Microsoft Windows 10 (Professional operating system, (64bit, latest version release). All software must run Windows 10 as a non-elevated user.

8.3.1. AFMETCAL approval is needed if during the period of performance the operating system should change from Windows 10.

8.3.2. All software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.

9. UNCERTAINTY ANALYSIS (20E-177A-RF & 20E-177B-RF): The total Absolute Uncertainty for all functions shall be the worst case Root-Square-Sum of Reference Standard absolute uncertainty, standard-deviation, stability, temperature/power coefficients (where applicable), all other system Type A and all other system Type B uncertainties are displayed in terms of Coverage Factor of two (k=2). All sources of uncertainty/error shall be included in the analysis. Any contractor caveat conditions or requirements to meet/perform an Absolute Uncertainty Analysis shall be clearly identified and documented by the contractor.

10. Interchangeability (20E-177A-RF & 20E-177B-RF): The first system shall be the same as the last system in terms of firmware, software, functionality, and configuration control. All replaceable assemblies, subassemblies, components, and parts of designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.

11. FIRMWARE (20E-177A-RF & 20E-177B-RF): When firmware or software upgrade is anticipated by the manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all Signal Source Analyzers delivered under this contract shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.

12. LICENSING (20E-177A-RF & 20E-177B-RF): Where licensing issues apply to any part of the Signal Source Analyzer, such licensing and associated documents shall be obtained and provided by the contractor. Licenses shall not contravene federal law, federal procurement regulations, or the requirements of this acquisition.

13. TESTING (20E-177A-RF & 20E-177B-RF): This item shall be inspected and tested at destination, as specified elsewhere in this contract. This item shall be checked with test equipment with parameters equal to or better than those required to assure that specified performance requirements are met. Test equipment used shall have first echelon certification directly traceable to a National Metrology Institute or other AFMETCAL approved equivalent laboratory when required. Tests shall be performed to assure the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).
