About this file

This document is a Bid Specification and Project Advertisement for the City of Dallas Department of Transportation and Public Works, involving the Longhorn Ballroom Redevelopment Project's Infrastructure Component. The project consists of landscape improvements on Corinth Street from South Riverfront Boulevard to UPRR, including constructing new planting areas, installing trees, shrubs, ornamental grasses, sod, and a new irrigation system, with a one-year landscape maintenance period. The project is located in Council District 2 and has a total contract time of 90 calendar days. Electronic bids will be received until 1:00 PM on Friday, November 21, 2025, with a public bid opening at 2:00 PM the same day. A pre-bid conference will be held online on November 13, 2025, at 11:00 AM, and the project is scheduled for completion in Summer 2026.

The contract requires contractors to comply with equal employment opportunity regulations, Davis-Bacon Wage Rates, and the City of Dallas 2021 Addendum to the North Central Texas Public Works Construction Standards. Contractors must maintain specific insurance requirements, with an Umbrella Liability Limit of $2,000,000 and perform at least 25% of the work with their own workforce. The wage rate will be the higher of the Davis-Bacon Rates or the City's living wage of $23.06 per hour, with a penalty of $60 per day for each worker paid less than the stipulated rates. Funding and specific financial details are not explicitly stated in the document, but the project appears to be a municipal infrastructure improvement initiative.

A16. VALUE ENGINEERING INCENTIVE

This Special Provision applies to a CONTRACTOR developed and documented Value Engineering Change Proposal (VECP) which:

(i) requires a change to this Contract to implement the VECP, and

(ii) reduces the contract price without impairing essential function or characteristics, provided that it is not based solely on a change in deliverable and item quantities.

As a minimum, the following information shall be submitted by the CONTRACTOR with each VECP:

(i) a description of the difference between the existing Contract requirement and the proposed change, and the comparative advantages and disadvantages of each;

justification where function or characteristics of a work item is being altered; and the effect of the changes on the performance of the end item;

(ii) an analysis and itemization of the requirements of the Contract which must be changed if the VECP is accepted and a recommendation as to how to make each such change (e.g., a suggested specification revision);

(iii) a separate detailed cost estimate for both the existing Contract requirement and the proposed change to provide an estimate of the reduction in costs, if any, that will result from acceptance of the VECP;

(iv) a statement of the time by which a change order adopting the VECP must be issued so as to obtain the maximum cost reduction during the remainder of this Contract, noting any effect on the Contract completion time or delivery schedule;

(v) if the VECP alters plans and specifications, the VECP must be reviewed and approved by signature, seal and date by a Professional Engineer currently registered to practice Engineering in the State of Texas with expertise in the area of engineering concerned.

The CONTRACTOR has the right to withdraw, in whole or in part, any VECP at any time prior to acceptance by the ENGINEER.

All VECPs shall be reviewed by the ENGINEER and his design consultant. The CONTRACTOR shall bear all costs for engineering review and approval and such costs may be included in the cost savings estimate for the VECP. No compensation shall be provided by the OWNER for engineering evaluation costs if the VECP is not approved by the ENGINEER.

The ENGINEER may accept, in whole or in part, by contract modification any VECP submitted pursuant to this Special Provision. Until a Contract modification is approved for a VECP, the CONTRACTOR shall remain obligated to perform in accordance with this Contract. Contract modifications made pursuant to this clause will so state. The decision of the ENGINEER as to the acceptance of any VECP under this contract shall be final.

If a VECP submitted by the CONTRACTOR pursuant to this Special Provision is accepted, the Contract price shall be adjusted by one-half of the detailed VECP cost estimate savings upon formal approval by the City (normally within 60 days of the approval of the ENGINEER).
