About this file

This is a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process submitted by the Utah State Board of Education (USBE) for the procurement of Certiport certification vouchers. The procurement is intended to support CTE programs across Utah high schools by providing students, faculty, and staff access to industry-validated certification programs including Microsoft Office Specialist, Adobe Certified Associate, Intuit QuickBooks certifications, and other technology-focused credentials. The certification vouchers will fund exam delivery and access to courseware, practice tests, and learning products that align with workplace competencies requested by employers. USBE identified an estimated contract value of $500,000 and asserts this is a sole-source procurement with no standard competitive bidding process required. The document does not specify response deadlines, bidder conferences, or award dates beyond noting that USBE may award the contract following completion of the public notice period if no valid challenges are received from other qualified vendors.

USBE justifies the sole-source award by establishing that Certiport, a business of NCS Pearson, Inc., is the exclusive provider of exam delivery systems and learning products for the specified certification programs through partnerships with industry leaders including Microsoft, Adobe, Apple, and Autodesk. The procurement focuses exclusively on proprietary licenses and courseware owned by Certiport and its distribution partners, with no comparable alternatives available from competing vendors. USBE conducted market research confirming that while many generic certifications exist, only Certiport-delivered certifications carry the industry validation and partnership recognition necessary to meet educational and employer standards. The document provides no information regarding funding sources, existing contract terms, or renewal options. Vendors wishing to challenge this proposed award must submit detailed documentation through the Utah Public Procurement Place Supplier Portal during the public notice period demonstrating the availability of competing sources that meet or exceed the stated specifications.
