About this file
This document is a Statement of Work (SOW) for an Exciter Digital Front End Upgrade for the Lower Colorado Dams Office at Parker Dam. The Bureau of Reclamation is looking to replace the existing Basler ECS-2100 voltage regulators on four 30MW hydrogenator units with the current Basler DECS-2100 voltage regulators. The scope of work includes a turnkey installation, commissioning, and training. Key requirements include providing the latest Basler configuration software, ensuring auto-tuning of control loops, utilizing the existing rectifier bridge, and ensuring compatibility with the existing analog/digital I/O boards. The work must fit within the existing equipment footprint. The contractor will be required to remove the existing equipment, install the new systems, interface with the existing generator control and protection systems, and provide comprehensive testing and startup services. The work is targeted to align with the FY26 maintenance outage schedule at Parker Dam, with a desired completion at least 4 days prior to the end of the outage period. Award will be made to the contractor providing the best value to the government based on technical, warranty, delivery, and past performance factors.

General Information The Bureau of Reclamation, Parker Dam and Power Plant is located at 2001 Parker Dam Rd. Parker CA, 92267 in San Bernardino County California, Latitude: N 34° 17' 41.3844" Longitude: W 114° 8' 24.9684".
Background
The Bureau of Reclamation (BOR) Parker Dam has 4- 30MW Francis style turbine hydrogenators equipped with Eaton/ Basler static excitation cabinets. These excitation cabinets were installed between 2005 and 2011 and require the voltage regulators on all (4) generator units to be refurbished. The current voltage regulators are Basler ECS-2100. The main processor chip on the Basler ECS-2100 is obsolete and cannot be repaired, replaced nor is it supported anymore and is a known point of failure. Reclamation is looking to replace the Basler ECS-2100 with the current Basler Regulator DECS-2100 as well as the other associated components included in the BASLER DECS-2100 digital exciter controller upgrade.
