About this file

This is a Notice of Intent to Release a Request for Proposals (RFP) from the Port Authority of New York and New Jersey, dated October 30, 2025, for design and construction of solar photovoltaic systems at Port Jersey Port Authority Marine Terminal and Port Newark. The Port Authority intends to release the RFP between November and December 2025, seeking solar developers to design, build, own, operate, and maintain solar arrays. For the Port Jersey site, the selected developer will either receive lease payments while selling electricity through New Jersey's Community Solar Energy Program or sell energy to the Port Authority via a power purchase agreement under the Remote Net Metering program. Port Newark sites are intended for on-site electricity consumption.

The procurement aligns with the Port Authority's ambitious sustainability goal of achieving net-zero greenhouse gas emissions by 2050, including a target to reduce direct emissions by 50% by 2030. Proposers will need to register on the Bonfire platform to download RFP documents once released, with further details to be posted on the Port Authority's Procurement Department website under the Alternative Project Delivery tab. The Port Authority reserves the right to withdraw or cancel the Notice of Intent at its sole discretion, and there is no assurance that a proposer will be selected for the project.

Port Newark sites are intended for electricity to be consumed on site. The selected Developer shall be responsible for all staff, design disciplines, and sub-consultants retained to perform any of the above scope of services and shall be responsible in coordinating all services with other consultants and contractors, as appropriate, and as required by the Authority.
