About this file
This is a Request for Proposals (RFP) issued by Nephi City, Utah for the procurement of Enterprise Resource Planning (ERP) software to support the municipality's financial, administrative, utility, and operational functions. Nephi City seeks an integrated ERP solution capable of managing operations for approximately 50 full-time and 100 part-time employees serving a population of 7,200 residents. The proposed software must support financial management including general ledger, accounts payable/receivable, budgeting, fixed assets, and financial reporting; payroll and human resources functions; utility billing across six utility types (electric, natural gas, solid waste, stormwater, water, and sewer); and purchasing and inventory management. The system must integrate with third-party vendors including Civic Review and Xpress Bill Pay, and support benefits administration through PEHP and URS compliance. The RFP emphasizes the City's biennial budget cycle and requests vendors demonstrate experience with local government ERP implementations, particularly those serving Utah municipalities with utility operations. The proposal submission deadline is 1:00 p.m. Mountain Time on September 23, 2026, with questions due by 5:00 p.m. Mountain Time on September 18, 2026. Proposals must be submitted as two separate documents—one for technical proposal and one for cost proposal—to Sara Samuelson, Finance Director, either by email at ssamuelson@nephi.utah.gov or by physical delivery to 21 East 100 North, Nephi, UT 84648. The target go-live date is November-December 2026.
Proposals will be evaluated on a weighted scoring system with maximum points allocated as follows: Functional Fit (30 points), Vendor Experience and Qualifications (30 points), Implementation Approach (10 points), and Cost (30 points). Award will not be made solely on lowest cost; rather, the contract will be awarded to the highest-scoring responsive and responsible offeror providing the best overall value. Vendors must achieve a minimum threshold score of 85 points to be invited for demonstrations or interviews. The RFP requests detailed information on pricing structure including software licensing or subscription costs, implementation services, data conversion, training, annual maintenance and support, optional modules, and contract term length with renewal options. Vendors must also provide implementation timelines detailing data conversion requirements and necessary system downtime. The City reserves the right to reject any or all proposals and award in its best interest.
