A. The Bristol Bay Borough is soliciting bids from contractors to supply and deliver, to up to two Borough material storage areas, 1000 cubic yards (CY) of E-1 Surface Course (road topping material) in accordance with the following definition:
• Crushed Aggregate Surface Course: Crushed stone or crushed gravel, consisting of sound, tough, durable pebbles or rock fragments of uniform quality. Free from clay balls, vegetable matter, or other deleterious matters. The fractured particles in the finished product shall be as uniform as practicable. At least 70% by weight of material retained on the No. 4 sieve shall have one or more fractured faces, when tested according to Western Alliance for Quality Transportation Construction (WAQTC) Field Operating Procedure (FOP) for American Association of State Highway and Transportation Officials (AASHTO), T 335 as published in the Alaska Department of Transportation and Public Facilities Alaska Test Methods Manual, dated May 9, 2025, Section 300, ATM 305. All Alaska DOT&PF Standard Specifications for Highway Construction, 2020 edition, Section 703-2.03 shall apply.
• Aggregate material must meet the following gradation standards for E-1:
SIEVE Percent passing by weight
1 in. 100
3/4 in. 70-100
3/8 in. 50-85
No. 4 35-65
No. 8 20-50
No. 50 15-30
No. 200 8-15
B. The delivery location is Borough Pit, on the south side of Alaska Peninsula Highway, approximately mile 6. An alternate delivery location may be provided if space is limited within the pit.
C. Material delivery is required no later than September 19, 2025.
D. Hauling shall be limited to the hours of 8:00 am – 7:00 pm.
E. Measurement for payment will be by cubic yard as determined by a Borough-provided professional licensed surveyor (PLS). Should the contractor disagree with the quantity determined by the Borough, the contractor shall notify the Borough Director of Public Works of the discrepancy by email, at publicworks@bbbak.us, within two working days of notification. The contractor may review all data collected and calculations made by the Borough PLS. The contractor may re-measure the quantity using a PLS at their own expense within 5 working days of notifying the Borough of the discrepancy. Should the measured difference in quantities be less than 5%, the Borough will pay for the amount calculated by averaging the two measurements. Should the measured difference in quantities be 5% or more the Borough will engage a third PLS to measure the amount and pay the average of the two closest measurements. Failure to notify the Borough of a quantity discrepancy within two working days of notification of the results of the Borough measurement or failure to re-measure using a PLS at the contractor’s expense within 5 working days of notifying the Borough of the discrepancy authorizes the Borough to pay for the Borough-measured quantity and begin using the material.
