About this file
This Statement of Work (SOW) details inspection services for fire protection systems at Langley Air Force Base, focusing on upgrading the fire suppression system in Building 1102, Bays A & D. The project requires a licensed Professional Engineer to design and oversee replacing the existing water-based sprinkler system with a Honeywell Velociti Series 3 heat detection system for the Chaff and Flare processing bay, addressing critical safety risks associated with potential electrical ignition in the Munitions Storage Area.
The engineer must conduct comprehensive inspections, assess compliance with DoD regulations and fire protection codes, and provide detailed reporting. Qualifications include a current PE license in Hampton, Virginia, preferably with Fire Protection Engineering certification, and a minimum of 5 years of relevant experience. The project is scheduled from 31 April to 3 May 2025, with the 1st Lt Jorge Y. Ramirez Reyes serving as the point of contact. The procurement strategy anticipates a competitive small business set-aside, with the primary goal of mitigating fire hazards and ensuring personnel safety through an advanced heat detection system.

Statement of Work (SOW)
Project Title: Inspection Services for Fire Protection Systems
1. Purpose
The purpose of this Statement of Work (SOW) is to outline the requirements for hiring a licensed engineer to design and oversee the upgrade of the fire suppression system in Building 1102, Bays A & D (Chaff and Flare processing bay) at Langley Air Force Base, located at 594 Worley Rd. Hampton, VA, 23665. This upgrade is critical due to the inherent fire hazards associated with the current water-based sprinkler system and the stored Class V assets within the Munitions Storage Area. The existing system poses an unacceptable risk of igniting these materials due to the potential interaction of water with electrically initiated materials. This SOW details the necessary steps to mitigate this risk by transitioning to a "no water" fire suppression system utilizing Honeywell Velociti Series 3 intelligent addressable heat detectors. The goal is to ensure the safety of personnel working within and around Building 1102 by providing a reliable and effective fire detection and alarm system that complies with all applicable regulations. The licensed engineer will be responsible for designing the system, overseeing its installation, and ensuring its proper functionality.
2. Background
Building 1102, Bays A & D, utilized for flare storage and processing, currently employs an automatic water sprinkler system that presents a significant hazard. A semi-annual fire drill conducted on December 7, 2023, highlighted this critical safety concern. These Class V assets require a "no water" fire suppression approach due to the significant ignition hazard posed by static electricity interacting with electrically initiated materials. Since March 2024, the 1st Munitions Squadron has been working to address this issue by procuring appropriate heat detectors, but has faced challenges identifying the correct type, quantity, pricing, and a suitable contractor. This building is occupied almost daily, and the current system poses a serious risk of rapid fire spread and potential loss of life should an incident occur.
3. Scope of Work
This requirement calls for upgrading the fire protection system in Building 1102's Chaff and Flare processing bay (Bays A & D) from a water-based sprinkler system to a heat detection system. The designated system shall utilize Honeywell Velociti Series 3 intelligent addressable heat detectors with point ID capability, complete with appropriate mounting bases, and integrated into the existing fire alarm control panel. The contractor will be responsible for conducting a comprehensive site survey to determine the necessary quantity and placement of detectors for complete regulatory compliance. Following the survey, the contractor will procure and install the specified heat detectors, setting individual detector addresses for precise location identification. Full system testing and verification will be required to ensure proper communication with the fire alarm control panel and accurate temperature monitoring. Finally, the contractor will deactivate the existing water-based sprinkler system upon successful heat detector system installation and testing. All work must adhere to applicable state and federal regulations. Interim fire watch will be maintained by Conventional Maintenance personnel until the new system is fully operational.
The licensed engineer will perform the following tasks:
3.1 Inspection Services
Conduct inspections of the fire protection systems, focusing on thermal detectors, in accordance with DoD directives and applicable federal, state, and local codes.
Assess compliance with the Unified Facilities Criteria (UFC) and National Fire Codes.
3.2 Documentation and Reporting
Prepare detailed inspection reports that outline the findings and recommendations for any necessary corrective actions.
Submit inspection reports to the designated DoD point of contact within 5 business days of completing each inspection.
3.3 Meetings and Coordination
Attend project kickoff meetings and ongoing coordination meetings as required to discuss inspection schedules, findings, and any emergent issues.
Coordinate with installation personnel to ensure the facilitation of inspections with minimal disruption to operations.
4. Qualifications
The following qualifications are required for the licensed engineer:
Must hold a current Professional Engineer (PE) license in Hampton, Virginia.
Certification as a Fire Protection Engineer or similar designation is preferred.
Minimum of 5 years of relevant experience in fire protection engineering and safety inspections.
Familiarity with DoD regulations and fire protection codes.
5. Deliverables
The licensed engineer will provide the following deliverables:
A detailed inspection report for each assessment conducted, including findings, photographs, and recommendations for compliance to include scope of work and materials needed.
A summary report at the conclusion of the inspections, consolidating key findings and suggested action items.
6. Period of Performance
The services outlined in this SOW will commence on 31 April 2025 and are expected to conclude by 3 May 2025, unless extended by mutual agreement.
7. Location
Inspections will be performed at Bldg. 1102 Bays A and D inside Langley Air Force Base’s Munitions Storage Area.
8. Point of Contact
1st Lt Jorge Y. Ramirez Reyes Materiel Flight Commander Jorge.ramirez_reyes.1@.us.af.mil 939 484 7083
9. Security
The engineer must adhere to all security protocols and access requirements outlined by the DoD.
All work performed under this SOW shall comply with applicable laws, regulations, and DoD instructions.
