About this file
This is a Request for Statement of Qualifications (SOQ) document issued by Mountain Regional Water Special Service District for the Signal Hill Water Treatment Plant Optimization Project, seeking to prequalify General Contractors and Electrical Contractors for subsequent competitive bidding. The project encompasses construction of a water treatment plant expansion including rerouted raw water piping, a pumped flash mix system, vertical flocculators, dry-pit membrane feed pumps, replacement of membrane filtration skids, a granular activated carbon (GAC) building extension with additional contactors, solids handling improvements (equalization basin conversion, new solids holding tank, belt filter press, and belt conveyor), and a new chemical building for storage and feed systems. A temporary membrane filtration system will maintain potable water production during construction. Prospective contractors must submit electronic SOQs in searchable PDF format via the Utah Public Procurement Place (U3P) website with a deadline of August 14, 2026, at 3:00 p.m. Mountain Standard Time. Questions regarding the solicitation must be submitted by August 7, 2026, at 5:00 p.m. MST. The District will notify pre-qualified contractors by August 21, 2026, with a pre-bid meeting and site visit scheduled for September 23, 2026, and bid opening anticipated for October 16, 2026, with contract award and notice to proceed in November 2026.
General Contractors must demonstrate successful completion of at least three municipal water or wastewater treatment projects within the past ten years, each with a minimum value of $30 million and self-performed work of at least 40 percent, with experience in keeping plants operational during construction, membrane filtration systems, chemical feed systems, and GAC or media filters. General Contractors must possess bonding capacity of at least $100 million and maintain a current E-100 license in good standing from the State of Utah. Proposed Project Managers must have minimum ten years of construction experience including cold weather construction, with at least five years in the Project Manager role on three municipal water or wastewater treatment projects. Proposed Superintendents must have minimum ten years of construction experience with at least five years in the Superintendent role on three municipal water or wastewater treatment projects with cumulative value of at least $50 million, demonstrated cold weather construction experience, and at least two projects constructed in areas with consistent winter snow and freezing temperatures. Electrical Contractors must demonstrate successful completion of at least three comparable municipal water or wastewater treatment projects in the past ten years, possess a current E-100 license in good standing from the State of Utah, and designate a Project Manager and Superintendent with minimum ten years of construction experience and significant roles on three similar projects. Prequalification scoring requires a minimum of 70 points on a 100-point scale evaluating general qualifications (10 points), relevant experience and performance (55 points), project team qualifications (25 points), and financial condition (10 points). All SOQs must include company background information, completed prequalification questionnaires, key personnel resumes, three project references demonstrating successful completion without liquidated damages or litigation, certified financial statements, and surety bonding capacity documentation.
