About this file
This is a contract documents package for a re-bid solicitation issued by the Manasquan River Regional Sewerage Authority (MRRSA), a New Jersey regional entity serving the Borough of Farmingdale, Borough of Freehold, Township of Freehold, Township of Howell, and Township of Wall, for furnishing and delivery of hydrogen peroxide to two existing facilities. The Authority seeks a single overall contract to supply hydrogen peroxide product to its Upper H2O2 Facility located on West Farms Road near Route 9 in Howell Township and its Lower H2O2 Facility located on Route 547 in Howell Township. The solicitation is for estimated quantities of 20,000 gallons annually for the Upper facility and 5,000 gallons annually for the Lower facility over a two-year contract period (May 1, 2026 through April 30, 2028). Electronic bids are due on Thursday, April 9, 2026 at 10:00 a.m. prevailing time through the Bonfire electronic procurement platform. No pre-bid conference is being held. The Authority reserves the option to extend the contract subject to New Jersey statutes and may cancel the contract at any time without penalty. Award is anticipated to be made within sixty days of bid receipt to the lowest responsible and responsive bidder based on total bid cost (sum of Year 1 and Year 2 pricing).
The hydrogen peroxide product must be a stabilized 50% solution meeting specific chemical and physical properties, including 50.0% to 51.0% H2O2 content and 23.5% active oxygen. Pricing shall be submitted on a unit price basis per gallon of product delivered, with the Authority making no guarantee to purchase the estimated quantities and reserving the right to increase or decrease quantities without notice or compensation to the contractor. All delivery costs, including transportation, shall be fully prepaid by the bidder, F.O.B. destination. The contractor must coordinate all deliveries at least 48 hours in advance, deliver in the presence of an Authority representative, and utilize electronic transducers or delivery vehicle meters to measure product volume. Payment will be based on actual gallons delivered as documented on delivery tickets initialed by both the driver and Authority representative. The successful bidder must submit evidence of compliance with New Jersey affirmative action requirements, business registration certification, insurance certificates meeting specified limits (including $2,000,000 commercial general liability, $1,000,000 pollution liability, and $3,000,000 umbrella liability), and various statutory certifications regarding non-collusion, ownership disclosure, and prohibited investment activities.
