About this file

This is an Affirmative Steps Form (2 CFR 200.321) issued by McLean County Fiscal Court in Kentucky for a Floodplain Acquisition Project requiring appraisal review services. McLean County is seeking a Kentucky Certified Appraisal Reviewer to provide desk technical reviews of approximately twenty (20) residential properties in support of the project. The form outlines the county's commitment to contracting requirements and subcontracting obligations under federal regulations.

The document establishes mandatory affirmative steps that the county and any contractors or subcontractors must implement to ensure maximum participation by small businesses, minority-owned businesses, women's business enterprises, and labor surplus area firms. Required actions include placing qualified enterprises on solicitation lists, actively soliciting such enterprises whenever they are potential sources, dividing total requirements into smaller tasks or quantities when economically feasible, establishing delivery schedules that encourage participation, and utilizing services from organizations such as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. These provisions apply to all contractors, including engineers, who utilize subcontractors on this engagement.
