About this file

This Letter of Interest pertains to architectural and engineering services for Malcolm X College (MXC), a City of Chicago facility, to assess the feasibility and cost of converting existing storage space in the basement into occupiable space. The scope of work requires the selected architect and engineer to conduct a comprehensive facilities condition assessment of the lower level, including structural evaluation, mechanical and electrical systems review, code compliance analysis, and preliminary design concepts for the buildout. The assessment must determine the viability of the conversion project and provide detailed cost estimates for implementation. The letter of interest serves as the initial solicitation phase to identify qualified design professionals interested in pursuing this potential engagement with the Chicago Public Schools or related City administrative entity.

The document does not specify explicit pricing terms, bid submission deadlines, site visit schedules, or formal award dates within the letter of interest format. No set-asides, incumbent contractors, or specific funding amounts and sources are identified in the available documentation. The engagement is contingent upon administrative approval and formal procurement procedures that would follow the letter of interest phase. Further details regarding contract terms, professional qualifications required, project budget parameters, and formal solicitation timelines would be communicated through subsequent procurement documents and official bid solicitations.

RE: Request for Letters of Interest and Statements of Qualifications

LOI- #MWJ-DW2519- District Wide Facilities Condition Assessment

On November 5, 2020, the Board of Trustees for the City Colleges of Chicago (CCC) approved Board Report #34097, which allows CCC to procure architectural and engineering services from a pool of firms pre-qualified by the Public Building Commission of Chicago (PBC). A copy of Board Report 34924 that renewed the pre-qualified architectural and engineering firms is attached hereto as Attachment A. Your firm is included in the pool of pre-qualified professional Architectural and Engineering Design Firms.

The City Colleges of Chicago (CCC) hereby requests Letters of Interest and Statements of Qualifications, from the pre-qualified firms listed in Board Report #34924 to provide architectural and engineering services for the District Wide Facilities Condition Assessment.

Scope of Work A comprehensive facilities condition assessment of all City Colleges of Chicago (CCC) to support the effective management of its facilities and prioritize capital investments over the next five (5) or more years. CCC is made up of seven colleges with five satellite locations totaling more than 4 million square feet of facilities on 205 acres of land. Our oldest buildings were built in the 1970s and our two newest, the Olive-Harvey College Transportation Distribution and Logistics (TDL) Center and the Daley College Manufacturing Technology and Engineering Center (MTEC) both opened in 2019.

The facilities condition assessment should consider the recommendations and guidelines of ASTM E2018-01, Standard Guide for Property Conditions. The scope of work may include but not be limited to the following

• physical assessment and documentation of facilities and building systems and evaluation of their condition.

• Identification of deferred maintenance requirements and related costs

• Recommendations for Capital Planning and Management System software, initial setup and document upload.

• Updating CCC baseline CAD files

• Targeted ADA assessments

The project will be funded by CCC. CCC reserves the right to award a contract or multiple contracts herein or reject any or all submissions when, in its opinion, is in the best interest of the City Colleges of Chicago. Following approval by the CCC Board of Trustees, a Professional Services Agreement for Architectural and/or Engineering Services (A/E Contract) will be executed between the firm(s) and CCC.
