About this file

This is a Limited Competition Request submitted by the National Guard Bureau for the procurement of a specific brand-name digital piano. The requiring activity is the Funding for New Instruments/Equipment division, with CW4 Wade A. Furniss serving as the point of contact. The request is dated August 12, 2026, and is funded through O&M (Operations and Maintenance) Army appropriations.

The requirement is for one Casio Privia PX-S3100 88-Key Digital Piano, Model #PXS3100EssBn, to be acquired as a brand-name item. The justification emphasizes that the Jazz Combo Military Performance Team requires this specific instrument to deliver diverse musical programs ranging from traditional jazz and rock/fusion to classical ceremonial music. The justification highlights three critical factors supporting the brand-name requirement: the piano's 700 onboard tones engineered for high-fidelity acoustic resonances enabling instant tonal flexibility across genres; its exceptional portability at approximately 25 pounds, making it the lightest 88-key digital piano available and allowing single-soldier transport capability; and its Smart Scaled Hammer-Action Keyboard that replicates acoustic grand piano feel while remaining durable in outdoor environments without warping or damage to wooden action parts. The heavy-duty carrying case provides protection for this sensitive electronic asset during transport in GSA vehicles. This requirement has not been previously procured. CW4 Furniss certifies the accuracy and completeness of all supporting technical and requirements data as of the certification date.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements.

The Jazz Combo MPT is tasked with delivering highly diverse musical programs, ranging from traditional jazz standards and high-energy rock/fusion sets to formal classical protocol music. The PX-S3100 features 700 onboard tones specifically engineered with high-fidelity acoustic resonances. This extensive sound library allows the keyboardist to instantly toggle between warm, vintage rhodes/organs for Jazz, sharp synthesizer leads for Rock, and a rich, dynamically expressive acoustic grand timbre for Classical ceremonies. This acoustic flexibility matches the exact tonality of the MPT's live rhythm section, ensuring a balanced, professional, and authentic presentation across all genres.

Military music teams must maintain a highly mobile, "light-and-fast" operational footprint. The Casio Privia PX-S3100 is widely recognized as the slimmest and lightest 88-key digital piano in the world (weighing only ~25 lbs). This lightweight design is a critical mission asset, enabling a single soldier to carry the keyboard, folding stand, and triple-pedal assembly simultaneously.

Traditional acoustic pianos or heavier, bulkier workstations are impossible to transport and rapidly tune for outdoor environments. The PX-S3100’s robust Smart Scaled Hammer-Action Keyboard replicates the feel of an acoustic grand piano without the fragile wooden action parts that swell and warp in outdoor humidity or heat. The included heavy-duty carrying case directly protects this sensitive electronic asset from dust, moisture, and impact damage when loaded into GSA vehicles.

6a. AUTHORITY CITED

b. Reason for Authority Cited Describe how this action requires the use of the authority cited. If applicable, identify the proposed or potential contractor(s) and include a discussion of the proposed contractor's unique qualifications for fulfilling the contract requirements.

(a) The rationale used for justifying the cited authority should be consistent throughout the document as appropriate.

(b) Justifications citing FAR 6.302-1(a)(2)(ii) or (iii) as the authority for less than full and open competition on a follow-on contract must reflect (1) substantial duplication of cost that is not expected to be recovered through competition and/or (2) unacceptable delays in filling agency requirements. If the authority cited is substantial duplication of costs, then paragraph 5 should compare the duplicate costs the government would incur to create competition and the estimated savings expected to be recovered through subsequent competition. In addition, the justification must include an explanation for how the requesting office derived their estimates and why they believe they are a substantial duplication. Justifications citing unacceptable delays must identify firm schedule limitations that do not result from a lack of planning. For example, firm schedule limitations could include an approved Army campaign plan or significant loss of life or property.

(c) Justifications citing FAR 6.302-1(c) and specifying brand name or brand name equivalent descriptions, or proprietary specifications or standards shall be supported in accordance with 10 U.S.C. 2304(f) (or equivalent 10 U.S.C. renumber effective 1, Jan 2022) and in accordance with DFARS 206.302-1(c)(2).

(d) Justifications citing FAR 6.302-2 must explain how failure to limit sources would seriously injure the Government, and include a discussion of the required delivery schedule and lead-time involved. If the delay associated with the requirement for first article testing is the principal reason for not awarding the contract on a full and open basis, clearly describe the reasons why first article testing is required and why other quality assurance techniques are inadequate. Contracting officers may submit J&As citing this authority for approval after the contract has been awarded (see FAR 6.302-2(c)(1)).

(e) Justifications citing FAR 6.302-2 or 6 must request offers from as many potential sources as practicable under the circumstances.

(f) If applicable, explain why technical data packages, specifications, engineering descriptions, statements of work or purchase descriptions suitable for full and open competition were not developed or are not available.

Describe how this action requires the use of the authority cited. If applicable, identify the proposed or potential contractor(s) and include a discussion of the proposed contractor's unique qualifications for fulfilling the contract requirements.

(a) The rationale used for justifying the cited authority should be consistent throughout the document as appropriate.

(b) Describe the reason for authority cited:

FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

(c) If applicable, explain why technical data packages, specifications, engineering descriptions, statements of work or purchase descriptions suitable for full and open competition were not developed or are not available.

Describe how this action requires the use of the authority cited. If applicable, identify the proposed or potential contractor(s) and include a discussion of the proposed contractor's unique qualifications for fulfilling the contract requirements.

Describe how this action requires the use of the authority; FAR 16.505(b)(2). If applicable, identify the proposed or potential contractor(s) and include a discussion of the proposed contractor's unique qualifications for fulfilling the contract requirements.

(a) The rationale used for justifying the cited authority should be consistent throughout the document as appropriate.

(b) If applicable, explain why technical data packages, specifications, engineering descriptions, statements of work or purchase descriptions suitable for full and open competition were not developed or are not available.

c. DESCRIBE ACTIONS TAKEN, OR TO BE TAKEN, TO INCREASE COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION

b. Actions to Increase Competition When citing the authority at FAR 6.302-1 for a non-competitive follow-on to a previous award for the same supply or service, include a copy of the previous justification to assist the approval authority in determining whether the planned actions to remove any barriers that led to the restricted consideration cited on the previous justification were completed. The approval authority shall determine whether the planned actions were completed. If the actions were not completed, the justification for the follow-on action must be approved by the approval authority one-level above the approval authority for the previous justification (see FAR 6.304; DFARS 206.304(a)(4) and PGI 206.304). If the previous justification was approved by the Senior Procurement Executive (SPE), the approval remains at the SPE level.) f. PGI 206.303-2 Content. (b)(i) Justifications citing the authority at FAR 6.302-1 to permit the use of other than full and open competition, shall--

(A) Include the results of the request for information or sources sought notice posted in accordance with PGI 206.302-1 (unless the requirement to post has been waived); and

(B) For non-competitive follow-on acquisitions of supplies or services previously awarded on a non-competitive basis, include a copy of the previous justification to assist the approval authority in determining whether the planned actions to remove any barriers to competition cited on the previous justification were completed.

g. PGI 206.304 Approval of the justification. (a)(S-70) For a non-competitive follow-on to a previous award for the same supply or service supported by a justification for other than full and open competition citing the authority at FAR 6.302-1—

(i) The justification shall include a copy of the previous justification to assist the approval authority in determining whether the planned actions to remove any barriers to competition cited on the previous justification were completed; and

(ii) The approval authority shall determine whether the planned actions were completed. If the actions were not completed, the justification for the follow-on acquisition shall be approved by the approval authority one-level above the approval authority for the previous justification (see FAR 6.304). (c) Limitations. When citing the authority at 10 U.S.C. 2304(c)(4) as implemented in FAR 6.302-4 and DFARS 206.302-4(c), the contracting officer must ensure the document referred to in DFARS 206.302-4(c) is titled "International Agreement Competitive Restrictions" (IACR). The IACR describes the terms of an international agreement or treaty, or the written directions of a foreign government reimbursing the cost of the procurement, that have the effect of requiring other than competitive procedures for the procurement. The IACR may be used even when the terms of the agreement or treaty, or the written directions, do not specifically name a required source, provided the agreement or treaty, or the written directions, contain sufficient information to explain why the use of other than competitive procedures is required. The HCA may delegate authority to prepare an IACR to a level no lower than the chief of the contracting office. The contracting officer must include in the contract file the IACR and a copy of the associated Letter of Offer and Acceptance, or other international agreement, treaty, or written directions of the reimbursing foreign government.
