About this file

This is a Request for Qualifications (RFQ) issued by the Johnson Water Improvement District (JWID) in Roosevelt, Utah, for contractor pre-qualification on the East System Waterline Improvements Project. The project involves the installation of approximately 13,070 linear feet of new 8-inch HDPE waterline across two schedules along 1500 E and 3000 S, including associated infrastructure such as fire hydrants, air valves, gate valves, pressure reducing valves, bores, and utility crossings. The work encompasses tribal and private land crossings and requires contractors to hold current Utah business licenses, Tribal Business Licenses (UTERO), and access permits. Statements of Qualifications are due by June 17, 2026, at 10:00 a.m. at the JWID office located at 3748 W UT-87, Roosevelt, UT 84066. A pre-bid meeting for pre-qualified contractors is anticipated for the end of June 2026. Construction is expected to begin as early as weather and materials availability permit, with project completion targeted by September 1, 2027, under a 120-calendar day contract with potential winter shutdown provisions.

Qualification evaluation is based on a 100-point scoring system: Company History and Bonding Status (20 points), Relevant Experience and Local Presence (30 points), Workforce and Availability (30 points), and References (20 points). Minimum pre-qualification requirements include sufficient bonding capacity to complete the project and demonstrated ability to meet the November 1, 2025 completion deadline. Contractors must provide bonding capacity exceeding $1 million per project and $5 million aggregate bonding capacity to receive maximum points. The project is funded by the Community Impact Board (CIB). All pre-qualification packets become the property of JWID upon submittal and will not be returned. Six copies of the SOQ must be submitted in sealed packages with proposal page limits of 12 pages excluding cover and appendices. Questions regarding the RFQ should be directed to Sunrise Engineering, LLC, the project's engineering firm.

Introduction The Johnson Water Improvement District (JWID) is requesting statements of qualification (SOQ) from qualified contractors for the construction of the East System Waterline Improvements Project, 2025. This phase is to pre-qualify contractors based upon statements of qualifications. Contractors that are pre-qualified will be invited to participate in a subsequent cost bidding phase where the project will be awarded to the lowest responsible, responsive bidder.

Project Description Schedule A: On 1500 E, a new 8-inch HDPE line will be installed along the road about 1 mile from the intersection of 3750 S and 1500 E by connecting the existing lines on 5000 S to the line at about 4000 S, along 1500 E. This portion of the pipeline will begin by connecting to the existing 8-inch line on 5000 S and run north on 1500 E to about 4000 S where it will tie into the other existing 8-inch line. That section of pipe will be approximately 5,520 ft and will include the installation of fire hydrants, air valves, gate valves, a bore, and connections as well as several utility crossings as shown in the plans. Also included;

on 1500 E, north of 3750 S, a new 8-inch HDPE line will be installed along the road from about 3500 S to 3000 S and then along 3000 S to about 536 E and north again through private line to the end of 450 E.

This portion of the pipe will tie into the existing 8-inch line at 3500 S and then run north on 1500 E to 3000 S and then run along 3000 S to about 536 E where it will turn north again and run through private land until it ties into an existing 8-inch line at the end of 450 E. This will all be a total of approximately 7,550 ft and includes hydrants, air valves, a prv, bore, and connections as well as several utility crossings and tribal and private land crossing.

Funding for the project will be provided by the Community Impact Board (CIB).
