About this file

This document is a Justification and Request for Approval for an Award of Contract Without Competition from the Fulton County Board of Health (FCBOH), dated September 16, 2025. The request is for Grantee Payer Services, Inc. to provide access to their proprietary insurance and eligibility management system to support a Patient Insurance Services program for FCBOH patients. The contract is specifically designed to help clients transitioning from the AIDS Drug Assistance Program (ADAP) to private insurance coverage, with a critical implementation date of October 15, 2025, which aligns with the start of the Open Enrollment period for health insurance plans.

The total contract value is $542,300.00, and the award is being sought without competitive bidding due to the emergency nature of the service and the time-sensitive requirements of the ADAP phase-out. The justification emphasizes the need to protect the individual welfare of ADAP clients and broader public health by ensuring a seamless transition to new insurance coverage. The contract aims to prevent potential disruptions in care, coverage gaps, and negative health outcomes for vulnerable HIV patients by engaging a provider with specialized expertise and existing infrastructure to support the insurance transition process.

Reason for issuing award without competition (Select any that apply):

☒ Emergency

Describe the threat to public health, welfare, or safety:

By ensuring a seamless transition to new insurance coverage through a specialized provider, the Fulton County Board of Health can protect both the individual welfare of ADAP clients and the broader public health, preventing avoidable harm and ensuring continuity of care for patients with HIV. Delays from a competitive process could disrupt care, risking coverage gaps and negative health outcomes for vulnerable clients.

If rapid provision of the goods or services is required, describe what caused the time pressure:

The Fulton County Board of Health (FCBOH) is requesting to issue this award without a competitive bidding process due to the specialized and time-sensitive nature of the services required, as well as established expertise and existing infrastructure to support clients transitioning from the AIDS Drug Assistance Program (ADAP) to private insurance coverage. Due to the urgency of the ADAP phase-out, it is in the best interest of public health to engage a provider with the expertise and capacity to deliver services immediately.

What is the target/critical date for having the goods or services in place, and why:

The critical date for having insurance enrollment and navigation services in place is October 15, 2025, which aligns with the start of the Open Enrollment period for health insurance plans. Delaying service implementation beyond this date would significantly limit the time available to complete the enrollment process, risking disruptions in care for vulnerable clients and placing public health at risk.
