GENERAL

The purpose of these specifications is to receive bids for the purchase of janitorial supplies for use by all Reeves County Departments.

CONTRACT PERIOD

Contract will be awarded by line item. Successful vendor(s) will be awarded a one (1) year contract beginning on January 1, 2026 through December 31, 2026. The duration may be extended should there be any issues with the future bid.

AWARD

Award must be made to the lowest responsible bidder that provides the lowest cost per line, meeting the specifications. The County reserves the right to award a contract to more than one bidder. Lowest bidder must include, but is not limited to the following:

a. Unit Price

b. Delivery shall be within five business days.

c. Quality of Products – evaluation of alternates or equivalents.

Any catalog, brand name or manufacturer’s reference used is considered to be descriptive—not restrictive—and is indicative of the type, QUALITY and PACKAGING the County desires to purchase for most items. Bids on similar items of like quality will be considered if the bid is noted, full description is provided AND IS PACKAGED EXACTLY THE SAME AS REQUESTED. If notation of substitution is not made, it is assumed vendor is bidding on the item specified. Successful vendor will not be allowed to make unauthorized substitutions after award.

If alternate brands are bid, samples may be requested by the Purchasing Department. The County has the right to examine all products and determine if they are of equal quality as the item specified.

SOAP, SANITIZERS, DISPENSERS

To proceed with the evaluation of these specific products, we kindly request that you provide a sample of each product for review. Please feel free to issue an invoice for the full order with your bid. Payment will be made promptly upon receipt of the invoice. As we evaluate bids, please note that we may award multiple vendors for the same item. This approach allows us to ensure that each product fits the unique needs and technical requirements for current dispensers throughout the County.

Our goal is to select the most suitable offerings based on performance, compatibility, and overall value— not just price alone. We appreciate your understanding and encourage you to submit your most competitive bid.

DELIVERY

Orders shall be shipped so they will arrive within five (5) days after they are ordered. If items are backordered, the vendor must inform the County of such backorder within one (1) business day of order.

The County may elect to cancel the order and/or utilize its options with other vendors.

Any back-ordered items must be made available within three (3) days of the time of back-order (original date of receipt). If the back-order cannot be filled within the time frame of this requirement, then the County is to be notified, in writing, thus permitting the County to obtain the required materials with another supplier.

BIDDER RESIDENCY CERTIFICATION

Government Code 2252.002 provides that, in order to be awarded a contract as low bidder, a non-resident bidder must bid projects for construction, improvements, supplies or services in Texas at an amount lower than the lowest Texas resident bidder by the same amount that a Texas resident bidder would be required to underbid a non-resident bidder in order to obtain a comparable contract in the state in which the non-resident’s principal place of business is located. A non-resident bidder is a contractor whose corporate offices or principal place of business is outside of the state of Texas. This requirement does not apply to a contract involving Federal funds. The appropriate blanks in Section A must be filled out by all out-of-state or non-resident bidders in order for your bid to meet specifications. The failure of out-of-state or non-resident contractors to do so will automatically disqualify that bidder. Resident bidders must check the blank in Section B.

A. Non-resident vendors in ________________________ (give state), our principal place of business, are required to be __________ percent lower than resident bidders by state law.

A copy of the statute is attached.

Non-resident vendors in ______________________ (give state), our principal place of business, are not required to underbid resident bidders.

B. Our principal place of business or corporate offices are in the State of Texas: ________.
