SECTION III – SCOPE OF WORK
Introduction
The purpose of this work is to evaluate the current conditions of the King Salmon service area sewer system by identifying structural defects and maintenance concerns, and to support future repair or rehabilitation planning. This inspection is intended to provide the Borough with a clear understanding of the existing infrastructure conditions to inform cost-effective decision-making.
The objectives of this project include performing remote operated vehicle (ROV) closed-circuit television (CCTV) inspection of sewer mains; conducting inspections of manholes, lift stations, and other associated collection system infrastructure to evaluate structural and operational conditions; accurately documenting all findings and identifying areas requiring repair or maintenance; locating all system assets for surveying; and providing digital video, still images, and condition reports for all inspected assets.
Cleaning of sewer mains, manholes, and lift stations, as directed, where necessary to facilitate complete and accurate inspection is included.
Overview maps showing the sewer system layout and asset ID’s are attached. The Owner will provide access to rights-of-way and public easements, and assistance with opening manholes lift station enclosures and operating lift stations as required. The Contractor is responsible for locating all system assets, implementing traffic control and public safety measures, maintaining clean and secure work zones, and ensuring compliance with local and OSHA safety standards.
Project Location and Access
Work will be performed within the community of King Salmon, located in the Bristol Bay Borough in
Southwest Alaska. Access to King Salmon is limited to year-round commercial air services and a seasonal barge, available only during the summer months. The Contractor shall plan logistics, equipment mobilization, and material deliveries accordingly.
The Owner will provide available maps depicting the sewer system layout and asset identification numbers to assist the Contractor in completing the work. The Owner will also provide access to rights-of-way and public easements as necessary for project activities and will assist the Contractor with locating and opening manholes, lift station enclosures, and other system access points as required.
The Contractor shall be responsible for implementing and maintaining appropriate traffic control and public safety measures throughout the duration of the project. The Contractor shall maintain clean, orderly, and secure work zones at all times and shall be solely responsible for compliance with all applicable local, state, and federal safety regulations, including those established by the Occupational Safety and Health
Administration (OSHA). The Contractor shall perform all work in a manner that minimizes disruption to the public and protects the safety of workers, residents, and visitors within the project area.
Scope of Services
Sewer Main CCTV Inspection
The Contractor shall perform CCTV inspection of all sanitary sewer mains within the project area following sufficient cleaning, where necessary, to ensure clear and accurate video capture. Inspections shall be conducted from manhole to manhole and shall produce high-resolution, pan-and-tilt color video capable of identifying cracks, fractures, collapses, joint separation, root intrusion, sediment accumulation, and signs of inflow and infiltration. All footage shall include a visible overlay indicating pipe identification, date and time stamp, footage counter, and direction of camera travel. The ROV used for inspection shall be equipped with the necessary capabilities to inspect laterals and service connections, ensuring documentation of all accessible pipe features.
As part of the inspection and mapping effort, the Contractor shall identify mainline routing and associated services connections. To support this, a wood stake or lath shall be placed at 100-foot intervals along the sewer main and at each service connection, lateral, bend, and fitting. Each lath shall be marked with high-visibility flagging and clearly labeled to denote the corresponding feature and stationing, including the pipe segment and 100-foot interval. This field marking will aid in asset identification, future locating, and potential repair activities.
Where necessary and only as directed in writing by the Borough, the Contractor shall clean the sewer mains using high-pressure water jetting, mechanical rodding, or other approved techniques. In areas where cleaning is necessary, the work will be performed on a time and materials basis. Cleaning must be thorough enough to ensure clear, unobstructed CCTV footage for accurate assessment of the pipe condition and identification of areas requiring repair. All debris, roots, grease, and other obstructions must be removed to facilitate a full visual inspection. Any debris removed from the sewer system shall be captured and disposed of legally. Solid waste generated during the project shall be disposed of at the Naknek landfill.
Liquid waste shall be discharged to the King Salmon Lagoon; all effluent must be screened prior to release.
The Contractor is responsible for taking appropriate precautions to prevent backups, surcharging, or structural damage during the cleaning process.
Inspections shall conform to the standards set forth in the National Association of Sewer Service
Companies (NASSCO) Pipeline Assessment and Certification Program (PACP), or an owner approved equivalent standard. If the resulting video is unclear due to inadequate cleaning, the Contractor shall reclean and reinspect the pipe segments at no additional cost to the Owner.
Manhole Cleaning and Inspection
The Contractor shall perform cleaning where necessary and only as directed in writing by the Borough and inspect all designated manholes within the project area (see utility map). Each manhole shall be cleaned to remove accumulated debris, sediment, and grease as needed to allow for inspection only as directed by the Borough. Visual inspections shall be conducted to assess the condition of key structural components, including the frame and cover, cone and chimney sections, barrel, and benching and invert channels. The inspection shall identify any visible structural deficiencies such as cracks, corrosion, infiltration, or misalignment. Digital photographs of each manhole shall be taken and used to document the condition in accordance with the NASSCO Manhole Assessment and Certification Program (MACP) standards or owner approved equivalent methodology.
Several manholes within the project area have not been accessed or located in years, and some are situated in areas not accessible by vehicle. As part of the scope of work, the Contractor shall be responsible for locating all existing manholes. A wood stake or lath shall be installed adjacent to each manhole. Each lath shall be marked with high visibility flagging and clearly labeled to denote the corresponding manhole
ID. These markers shall remain in place for subsequent survey activities, future locating, and potential repair activities.
Lift Station Wet Well Inspection
The Contractor shall perform cleaning and inspection of all designated lift stations within the project area. Cleaning, if directed by the Borough, shall include removal of debris and sediment from wet wells, sumps, and internal piping to the extent necessary for inspection. Inspections shall assess the condition of each lift station’s wet well structure—including walls, floor, and access hatches. The inspection shall also include floats, valves, and any associated ventilation equipment within the wet well. Observations of visible damage, corrosion, or functional deficiencies shall be documented in a written report accompanied by clear photographs illustrating the current condition of each lift station. Isolation and bypass pumping are incidental to this work. The contractor shall develop a bypass pumping plan for review and approval by the
Owner prior to beginning cleaning and inspection work.
Documentation and Report
The Contractor shall provide the Owner with a comprehensive documentation package that includes high-resolution digital video footage of all sewer main inspections, still images highlighting defects in sewer mains, manholes, and lift stations, and individual inspection reports for each asset. These reports shall include asset identification or location, material, dimensions, and access details, observed defects with severity ratings, and recommended maintenance or repair actions. Additionally, a summary report shall be provided, containing condition ratings and prioritized repair recommendations. All deliverables will be submitted digitally via a USB drive or secure file share.
Project Management
In addition to general project management and administrative activities, the Contractor shall identify an onsite Project Manager who will be the single point of contact for this work. The Project Manager will be required to conduct a minimum of one coordination meeting per week while the work is taking place to discuss current and upcoming work. The Contractor shall maintain means of communication while on site including cellular and internet. Note that cellular and internet services are limited in King Salmon and shall be considered carefully.
Schedule and Deliverables
The Contractor shall submit a complete work schedule and a work plan prior to mobilizing.
The Contractor shall coordinate daily with Owner’s representative to track progress. Submittals and deliverables shall include a work schedule and equipment list, daily progress logs, final video files, inspection reports, and defect documentation. Additionally, the Contractor shall provide repair and maintenance recommendations, as well as a summary condition assessment and a repair priority list for all system components inspected.
