About this file

This is an Invitation for Bid (IFB) form issued by the State of Illinois for vendors to submit offers. The document serves as the official bidding vehicle through which vendors submit proposals to the state. The form requires bidders to complete and submit all required documents as outlined in solicitation section A.1, with failure to meet requirements resulting in disqualification. While the specific products, services, quantities, and project details are not visible in this particular document excerpt, the IFB establishes the framework for bid submission and compliance with state procurement procedures.

The document addresses several key procurement considerations including eligibility for Illinois-specific business preferences and domestic product preferences, which vendors may claim if they meet applicable criteria. Bidders must complete the relevant affidavit for Illinois Business Preference claims or designate items as "Domestic Product" in line items where applicable. The form permits bidders to submit exceptions to the Standard Terms and Conditions by providing a redline version of those terms, though the State reserves the right to accept or reject any proposed exceptions. All resulting contracts will incorporate the Standard Terms and Conditions available through the Illinois Chief Procurement Office website. By signing the form, the authorized bidder representative submits a binding offer to perform in full compliance with the solicitation requirements.
