About this file
This is an Invitation for Bids (IFB) package issued by the City of Nashua, New Hampshire, Division of Public Works, for the long-term management of wastewater biosolids generated at the Nashua Wastewater Treatment Facility located at 2 Sawmill Road. The City seeks qualified vendors to provide removal, transportation, and disposal services for dewatered biosolids in an environmentally sound manner compliant with all federal, state, and local regulations. The facility generates approximately 8,000 to 9,000 wet tons of biosolids annually, with typical removal of 30 to 32 wet tons per day occurring four to six times weekly during regular operating hours (Monday through Friday, 7:00 AM to 2:00 PM) and weekends as necessary. All biosolids must be removed within 24 hours of notification. An optional virtual pre-bid meeting is scheduled for Wednesday, April 29, 2026, at 10:00 AM via Zoom. The deadline for bidder questions is Tuesday, May 5, 2026, at noon, with answers and clarifications posted by Thursday, May 7, 2026, at 3:00 PM. Bids are due on Wednesday, May 13, 2026, at 2:00 PM in the City Hall Purchasing Department, with public bid opening at that date and time. The initial contract term is three years, commencing July 1, 2026, and terminating June 30, 2029, with the City holding the discretion to extend the contract for up to three additional one-year terms contingent upon satisfactory contractor performance.
Pricing must be provided on a per-wet-ton basis for Class B biosolids, non-Class B biosolids (for emergency conditions when the anaerobic digester is offline), and Class A biosolids (if the City's planned upgrade to achieve Class A standards is completed during the contract term). The contractor shall base pricing on a diesel fuel cost of up to $4.00 per gallon, with a fuel surcharge permitted if prices exceed this threshold based on the U.S. Department of Energy's weekly diesel price index for the New England region. The contractor must clearly define the basis and methodology for any fuel surcharge in the bid submission. All biosolids become the contractor's property upon removal, and the contractor is responsible for all handling, transportation, reuse, and disposal methods in compliance with applicable laws and permits. The contractor must obtain and maintain all permits, complete all required regulatory reporting, and provide weekly weight reports (daily preferred). The City requires the successful bidder to provide proof of General Liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Motor Vehicle Liability insurance ($1,000,000 Combined Single Limit covering all owned, non-owned, and hired vehicles), and Workers' Compensation coverage in compliance with New Hampshire statutes ($100,000/$500,000/$100,000). The contract will be awarded to the lowest responsive and responsible bidder based on the unit price per wet ton over the three-year period, with an estimated annual quantity of up to 9,000 wet tons provided for bidding purposes only and not guaranteed.

CITY OF NASHUA, NEW HAMPSHIRE
LONG-TERM MANAGEMENT OF WASTEWATER BIOSOLIDS
IFB1088-051326 Page 1 of 5
SCOPE of WORK
I. GENERAL
The City of Nashua, Division of Public Works, is soliciting bid proposals from an Independent
Contractor for the long-term management of wastewater biosolids generated at the Nashua
Wastewater Treatment Facility (WWTF), located at 2 Sawmill Road, Nashua, NH. Biosolids management shall be conducted in an environmentally sound manner and in accordance with all applicable federal, state, and local laws, rules, and regulations.
II. BACKGROUND
The City of Nashua owns and operates a wastewater treatment facility located at 2 Sawmill Road in
Nashua, NH. This facility is permitted by the Environmental Protection Agency (EPA) and regulated under a National Pollutant Discharge Elimination System (NPDES) permit.
The NWTF is a secondary treatment facility with an average daily flow of 11.0 million gallons per day (MGD) and a design capacity of 16.0 MGD. The facility includes an anaerobic digester, which has been in operation since November 2000 and processes both primary and secondary sludge.
Following anaerobic digestion, the biosolids meet Class B standards as defined under USEPA 40 CFR
Part 503 regulations.
Biosolids are dewatered seven days per week using Huber inclined screw presses. The dewatered sludge has an average solids concentration of 26–28%.
The facility includes two garage bays with the following constraints:
Maximum trailer/vehicle length: 44 feet (from loading dock to roll-up doors)
Floor-to-overhead conveyor clearance: approximately 11 feet
All trailers must fit within the enclosed garage bays with doors fully closed. It is the responsibility of the Independent Contractor to ensure equipment compatibility with these constraints.
The NWTF generated 8,428 wet tons of biosolids in 2023, 7,350 wet tons in 2024, and 8,607 wet tons in 2025. Annual production is expected to remain within the range of approximately 8,000 to
9,000 wet tons.
IFB1088-051326 Page 2 of 5
III. CONTRACT LENGTH:
The contract term shall be for an initial period of three (3) years, commencing on or about July 1, 2026, and terminating on June 30, 2029. The City may, at its discretion, extend the contract for up to three (3) additional one-year terms, contingent upon satisfactory performance by the contractor.
A separate/amended purchase order shall be issued for each year of the contract.
All contract years, including any extensions, are subject to annual budget appropriations.
IV. DESCRIPTION OF THE WORK:
The Independent Contractor shall provide appropriate containers for loading and transporting dewatered sludge cake from the NWTF.
The Contractor shall remove all dewatered wastewater biosolids (approximately 30–32 wet tons per day) generated at the facility during regular operating hours (Monday through Friday, 7:00 AM to 2:00 PM), and on weekends as necessary. There is no guarantee of quantities.
All biosolids shall be removed as soon as practicable following dewatering, and no later than 24 hours after notification. Typically, 4 to 6 loads are removed per week, depending on production.
Non-Class B (Emergency Conditions)
The City requests pricing for sludge removal in the event that biosolids do not meet Class B standards under emergency conditions.
For estimation purposes, if the anaerobic digester is taken offline for approximately one month for repairs or maintenance, it is anticipated that approximately 1,200 wet tons of non-Class B biosolids would be generated and require disposal at a landfill selected by the Contractor.
Under these conditions, the Contractor shall be capable of removing up to three (3) truckloads per day. All associated costs, including additional trailers and logistics, shall be included in the unit price for non-Class B biosolids.
Such conditions are expected to occur only during maintenance or repair activities. At present, the
City anticipates dewatering the digester in 2028 as part of scheduled 10-year maintenance.
IFB1088-051326 Page 3 of 5
Class A Biosolids (Bid Alternate)
The City also requests alternate pricing for the removal of Class A biosolids.
The City is currently in the design phase of an upgrade to achieve Class A biosolids standards, as defined under USEPA 40 CFR Part 503, utilizing drying technology. Should this project be completed during the contract term, and Class A standards be achieved, the City will require a revised disposal option.
Based on current projections, the City estimates annual production of approximately 2,500 tons of
Class A biosolids, with a minimum solids content of 90%.
All pricing shall be provided on a per wet ton basis for:
Class B biosolids
Non-Class B biosolids
Class A biosolids (alternate)
The basis and methodology for any proposed fuel surcharge must be clearly defined in the Bid
Summary (see Section VI – Fuel Surcharge).
V. TRANSPORTATION
All biosolids shall become the property of the Independent Contractor upon removal.
All handling, transportation, reuse, and disposal methods must comply with all applicable laws and be conducted under appropriate state permits. Biosolids shall not be managed, transported, or disposed of in any unlawful or unapproved manner.
Failure to comply with these requirements shall constitute a breach of contract.
VI. TRANSPORTATION FUEL SURCHARGE
The Contractor shall base pricing on a diesel fuel cost of up to $4.00 per gallon.
A fuel surcharge may be applied if diesel fuel prices exceed $4.00 per gallon, as determined by the
U.S. Department of Energy’s weekly diesel price index for the New England region:
http://www.eia.gov/petroleum/gasdiesel
IFB1088-051326 Page 4 of 5
The proposal must include detailed supporting documentation outlining the methodology and calculations used to determine any fuel surcharge. Any fuel escalator provisions must be clearly defined in the bid.
VII. CHEMICAL AND UTILITY COSTS
Any anticipated chemical or utility costs shall be clearly identified and detailed in the proposal.
VIII. WEIGHTS
The Independent Contractor shall be responsible for all costs associated with weighing vehicles, as well as maintaining calibration and regulatory compliance of all weighing devices.
The Contractor shall provide weight reports to the City at least weekly. Daily reporting is preferred to assist in operational coordination.
The NWTF does not have an on-site truck scale. In the event of a dispute regarding load weight, the
City reserves the right to require verification using the truck scales located at the Four Hills Landfill, 840 West Hollis Street, Nashua, NH.
All weights for self-managed material shall also be obtained at the landfill.
IX. REPORTS/PERMITS
The Independent Contractor shall be responsible for obtaining and maintaining all permits and completing all reporting necessary to conduct biosolids management activities in compliance with all applicable federal, state, and local regulations. All associated costs shall be borne by the
Contractor.
The City currently maintains permits in both New Hampshire and Massachusetts. Any additional testing beyond the following shall be the responsibility of the Independent Contractor:
NH sludge quality certification requirements, and
MA suitability certification requirements
The Contractor shall also be responsible for all required testing and reporting in accordance with applicable regulations.
IFB1088-051326 Page 5 of 5
Both the Contractor and the City shall promptly share all laboratory analyses and relevant information necessary for regulatory compliance and fulfillment of contractual obligations.
X. INDEPENDENT CONTRACTOR SELECTION
The selected Independent Contractor shall be a professional firm regularly engaged in biosolids management. The contract will be awarded to the lowest responsive and responsible qualified bidder.
Selection will be based on the bidder’s demonstrated experience, organizational capacity, technical and professional qualifications, available resources, project understanding, proposed approach, ability to meet required schedules, and record of past performance and cost control.
The City of Nashua reserves the right to reject any or all bids without providing a reason. Failure to provide such explanation shall not give rise to any claim, right, or cause of action by any unsuccessful bidder against the City.
Bidders may be required to submit additional information and may be requested to participate in interviews during the evaluation process.
The City reserves the right to accept the bid that offers the greatest overall benefit, to accept or reject any or all bids, and to waive any informalities or irregularities in the bidding process, as deemed to be in the best interest of the City.
The initial contract award value will be based on the unit price per wet ton over a three (3) year period, assuming an estimated annual quantity of up to 9,000 wet tons. This quantity is provided for bidding purposes only and is not guaranteed.
