About this file

This Invitation for Bid (IFB 58000-261) issued by Wicomico County Public Schools' Purchasing Department solicits sealed bids for the furnishing and delivery of musical instruments and pianos. Bids are due by June 5, 2026, at 2:00 PM EST and must be submitted via the Euna/Bonfire Procurement Portal. The solicitation covers a comprehensive range of instruments including digital and acoustic pianos, woodwind instruments (piccolos, flutes, oboes, clarinets, saxophones, bassoons), brass instruments (trumpets, trombones, French horns, tubas, euphoniums), percussion instruments (timpani, cymbals, drums, marimbas, xylophones), and string instruments (violins, violas, cellos, basses, guitars). The pricing sheet lists 85 line items with specific brand and model requirements, though substitutes of equal or superior quality may be accepted at WCPS's discretion. No pre-proposal conference or site visit is required as this is a unit price contract. The contract period will begin July 1, 2026, and run through June 30, 2027, with two optional one-year renewal periods. WCPS plans to award to multiple vendors based on the lowest responsive and responsible bids. Bidders may submit on all or part of the items listed and must provide specification sheets for any alternate or substitute items.

Pricing must be submitted on a unit price basis with all prices quoted as FOB destination, including delivery costs to Wicomico County Public Schools locations. Prices shall exclude Federal Excise Tax and State Sales and Use Tax, from which WCPS is exempt. In addition to fixed unit pricing for the specified instruments and pianos, bidders must provide a fixed percentage discount applicable to all other items in their full musical instrument and accessory catalog, with options for tiered discounts by category (general catalog, sheet music, accessories/parts). All deliveries must be completed within 45 days of purchase order issuance. Bidders must submit a Certificate of Insurance with their proposals, including Workers' Compensation coverage and Commercial General Liability insurance of $2,000,000 per occurrence. A minimum of three current or past client references with complete contact information is required. All required documentation—pricing sheet, Certificate of Insurance, and Certificate of Good Standing from the State of Maryland—must accompany the proposal submission, with failure to provide these items resulting in a non-responsive designation. Bids become binding for 90 days following submission and cannot be withdrawn during this period. The successful vendor will provide one year of full replacement warranty support at no additional charge to WCPS.
