About this file
This is a Request for Proposals (RFP) issued by Huntsville Town, Utah, for professional design services on a 12-inch HDPE/PVC transmission water line. The project involves the design and engineering for approximately 3,600 linear feet of culinary water distribution system supply line extending from the Huntsville Town Water Treatment Facility at 1800 South 9490 East westward to approximately 8900 East and 1800 South. The Town is seeking to replace a section of line experiencing an increasing failure rate due to seam failures and mechanical rock impact in rocky soil areas. The scope of work includes comprehensive surveying services (topographic survey, utility location survey, and alignment survey), control survey with a minimum of three horizontal and vertical control points, and full design services including drainage analysis, environmental analysis, pipe type determination, vertical and horizontal alignment optimization, and cost management analysis. The project must comply with AASHTO, MUTCD, and APWA design standards. Deliverables include an electronic file collaboration site with project files, permanent benchmarks and traverse points, topographic maps at 1:100 scale with one-foot contour lines, and digital ASCII files of all survey points. Proposals are due electronically through U3P by January 12, 2026, at 2:00 p.m., with an approximate notice of award on January 16, 2026. Pre-proposal site visits are strongly encouraged. Construction is anticipated to commence April 15, 2026, with completion expected in summer/fall 2026.
Pricing is to be submitted separately from the technical proposal on the provided Cost Proposal Form (Attachment E), which requires proposers to list hourly rates for personnel by name and title, anticipated percentage of project work by individual, and all expected reimbursable expenses with associated rates. The evaluation methodology for cost proposals awards 100 percent of cost points to the lowest proposed price, with all other proposers receiving points based on a formula comparing their price to the lowest price; proposers whose price exceeds double the lowest price receive no points. The evaluation criteria weight technical factors as follows: Transmittal Letter (5 percent), Work Plan and Project Approach (20 percent), Qualifications and Experience (30 percent), Key Personnel and Project Team (20 percent), and Unit Rate Evaluation (25 percent). Proposals must not exceed 10 pages single-sided, excluding transmittal letter, attachments, and resumes, and must include a Respondent Questionnaire, Conflict of Interest Disclosure Statement, and resumes of key personnel. Huntsville Town reserves the right to reject any or all proposals, divide the project between successful candidates, cancel or modify the RFP at any time, and use any ideas submitted in proposals. All proposals become the property of the Town and will not be returned regardless of selection outcome. No proposal development costs are chargeable to the Town. Proposers must certify compliance with Utah's Status Verification System (E-verify) requirements and employment non-discrimination provisions.

HUNTSVILLE TOWN
REQUEST FOR PROPOSALS
FOR DESIGN SERVICES ON 12” HDPE/PVC TRANSMISSION LINE
A. NOTICE TO PROFESSIONALS
Huntsville Town (“Town”) is seeking Proposals from qualified and experienced firms and/or teams (“Consultant”) to provide design services on the 12” Transmission Line (“Project”).
The Town intends to compare and evaluate all eligible submittals and select the most qualified firm as outlined in subsection C.7 Evaluation Criteria of this request.
This is a Request for Proposals (RFP) only and should not be interpreted as a solicitation for services or as a contract for services. Submittals should be comprehensive, concise, and directly responsive to the goals and format as outlined in this
RFP.
B. SCOPE OF WORK
1. Location of Project
The Project is located in the upper Ogden Valley on land with an easement for incorporated Huntsville Town. The line to be repaired/replaced begins at the Huntsville Town Water Treatment Facility at 1800 South 9490 East and run west on the north side of 1800 South approximately 3600 linear feet. The construction of the new line will end at approximately 8900 East and 1800 South.
2. Background
Huntsville Town has been experiencing an increasing rate of failure in its 12 inch High Density Polyethylene (HDPE) culinary water distribution system supply line. Laboratory testing of samples of failed sections of line revealed that the issue is heavily influenced by a combination of seam failures and mechanical impact of rocks in the soil in certain sections of the line that transverse very rocky ground. Evaluating the estimates of future failure rate, impacts to the customers during down times, and ever-increasing cost to repair, the Town reached the conclusion that repairing or replacing a 3,600 foot section of distribution line with the highest rate of failure, is more cost effective over the estimated remaining useable life of the distribution system than continuing the frequent repairing of the line.
3. General Scope
The following is the general scope of work.
A. Surveying Services
1) Perform a full project Basemap Survey, consisting of:
a. Topographic Survey, including but not be limited to: Physical features along the alignment i.e., buildings, fences, asphalt or concrete pavement, mailboxes, sidewalks or trails, curb and gutter, drainage structures, canal structures, etc. All breaklines including but not limited to, the roadway crown, left and right toes of roadway, shoulders, and toes of subgrade, natural or non-natural grade breaks, cross sections of ditches, stream flow areas, and water elevations if applicable at 100' intervals (breaklines shall be collected longitudinally along the alignment i.e., surveying the flowline of a ditch from end point to end point consecutively). Breaklines shall not intersect.
Huntsville Town Page 2 of 7 December 2025
b. Utility Location Survey, including but not limited to: Underground, at grade, and overhead utilities.
Research and provide the location of all existing underground and overhead utilities. Underground facilities should be identified by utility owner, type, and size, manhole rim elevations, flow lines, etc. Consultant shall budget for approximately 10 potholes to establish horizontal and vertical locations of critical underground facilities. Overhead utilities shall identify pole location, identification number and base elevation, as well as number of overhead lines.
c. Project “Alignment” Survey, including but not limited to: Research maps, deeds, ownership records, easements, record of survey, agreements and any other instrument or record necessary to define the existing right of way and property boundaries for the project area. Identify the location of all boundaries of property within or adjoining the alignment. After the project width and alignment is defined, prepare any legal descriptions necessary to establish a perpetual easement or right-of-way for the pipeline. The Town will acquire any necessary additional rights-of-way or easements for the alignment.
2) Perform a Control Survey, including but not limited to:
a. A minimum of (3) three horizontal and vertical control points to be set throughout the project at convenient locations and located off site but within 100 feet of the project limits. Within the limits of the proposed Project, establish control points as needed where estimated future work will be performed. Coordinates for control and the location of each control point relative to the Project will be published on a Survey Control sheet to be included in the Project drawings. Control points shall be published in state plane coordinates in the Utah North Zone and also published as ground coordinates with a project conversion factor from grid to ground published and shown on the plans.
Coordination with the Town Engineer will be required.
B. Design Services
1) Consultant shall provide a full complement of professional services to prepare design documents for the construction of a waterline from the Town Treatment Facility to the intersection of 8900 East and 1800 South. These services shall include, but not necessarily be limited to, those outlined below:
a. Analysis: Review the existing drainage and irrigation elements, utilize a drainage analysis and an environmental analysis, and identify any areas of concern.
b. Design: Prepare a design to identify the appropriate type of pipe, determine optimum vertical and horizontal alignment and utilize cost management analysis to meet Project goals and objective.
c. Design Criteria: The conceptual design shall comply with all current AASHTO/MUTCD/APWA design standards, specifications, rules, regulations, and practices, and follow all applicable Huntsville Town standards.
d. Project Team Meetings: Local involvement from property owners, businesses, utility companies, and canal companies is expected. Informational meetings and work sessions with Town will be required. For scoping purposes, assume three (3) Town work sessions.
e. Site Visits: The Consultant shall plan for an appropriate number of site visits to understand the nature of the Project and to be familiar with the elements of the Project that will require special attention.
4. Deliverables A. Provide an electronic file collaboration site containing the following information:
Huntsville Town Page 3 of 7 December 2025
1) Project files and deliverables. Project files shall contain the proposed design in adequate detail to be used for contracting the construction of the desired project.
