DHA seeks an integrated HRIS system that includes an Applicant Tracking System (ATS), onboarding capabilities, timekeeping, benefits enrollment and administration, payroll processing, labor allocation and PTO tracking, electronic funding of bi-weekly garnishments and tax deposits, and monthly/quarterly/annual tax reporting. The organization serves over 53,500 individuals across seven counties through Section 8 vouchers and public housing, operating with 250 staff across 20 properties in the Dallas-Fort Worth metropolitan area. Proposals must be submitted electronically through DHA's online portal by 2:00 p.m. Central Time on September 23, 2025, with questions due by September 11, 2025. The anticipated contract award date is late October 2025, with a planned go-live date of January 2026.

The RFP evaluation criteria allocate 50 points for meeting feature requirements, 50 points for technical responses, 80 points for system pricing, and 20 points for references. Proposers must provide five-year pricing breakdowns covering licensing, support, customization, maintenance, and consultancy costs, detailing whether charges are per employee, payroll, or monthly. DHA currently operates without an integrated HRIS, using four separate systems for ATS, onboarding, benefits, timekeeping, and payroll, with feeds to three benefits providers. The organization requires API integration or exportable data compatibility with their accounting system and may need to replace existing physical timeclocks. As a federally-funded governmental entity, DHA has specific security requirements for cloud-based systems and must accommodate remote staff potentially located outside Texas while maintaining compliance with various federal regulations including HUD requirements.

I. INTRODUCTION

Dallas Housing Authority (DHA), Housing Solutions for North Texas is the 10th largest public housing agency in the nation. We provide affordable housing to more than 53,500 individuals across seven counties through the Housing Choice Voucher (Section 8) program and public rental housing communities. We are seeking to identify and implement an integrated HRIS system with the following tools: Applicant Tracking System (ATS), Onboarding, Timekeeping, Benefits Enrollment and Administration, Payroll Processing, Labor Allocation and PTO tracking, serving as the agent electronically funding bi-weekly garnishments and tax deposits, and filing monthly/quarterly/annual tax, unemployment and new hire reports.

II. SCOPE OF SERVICES

Proposer shall describe in detail how it will fulfill the Feature Requirement as described in each of the following sections.

Key business goals

We are seeking to gain operating efficiencies in our Human Resources and Finance departments, eliminate dual recordkeeping in different systems, automate regulatory filings and deposits, and create ease of use and transparency of data for end users, including employees, management, and applicants alike. Compliance and security are also priorities as we move forward with our vendor of choice.

Company overview

Our Mission is to provide affordable quality housing and access to supportive resources across North Texas. We strive to create housing solutions in healthy, inclusive communities that offer economic, educational and social growth opportunities. Our core market from a geographical standpoint is Dallas, Texas, but we also serve surrounding communities with our voucher program. Our main headquarters is located at 3939 N Hampton Rd, Dallas, TX 75212, with 250 staff working across 20 properties in the metro DFW area. We are currently a single state employer but must have the capability to handle remote staff in other locations beyond Texas.

Industry overview

We are a governmental state and federally funded entity. With that, there are some security requirements related to the use of personal devices for government business that we may need some assistance complying with when we move to a cloud-based HRIS system.

Project implementation timeline DHA anticipated implementation timeline includes a go-live date of January 2026

Key deliverables ATS, Onboarding, Timekeeping, Benefits Enrollment and Administration, and Payroll Processing, including tax deposits and regulatory reporting. The ability to access via an app and integration of artificial intelligence (AI) features are a plus.

Current HRIS We currently do not have an integrated HRIS, but we use four systems for ATS, Onboarding, Benefits, Timekeeping, and Payroll There are feeds set up to three benefits providers. We need the payroll data to be integrated via API or exportable from the HRIS into our accounting system for reporting purposes.

Current hardware and systems We currently have physical timeclocks, which may need to be replaced if we move to a new HRIS platform.

(b) If the termination is for the convenience of the HA, the HA shall be liable only for payment for services rendered before the effective date of the termination.

(c) If the termination is due to the failure of the Contractor to fulfill its obligations under the contract (default), the HA may

(i) require the Contractor to deliver to it, in the manner and to the extent directed by the HA, any work as described in subparagraph (a)(ii) above, and compensation be determined in accordance with the Changes clause, paragraph 2, above;

(ii) take over the work and prosecute the same to completion by contract or otherwise, and the Contractor shall be liable for any additional cost incurred by the HA;

(iii) withhold any payments to the Contractor, for the purpose of off-set or partial payment, as the case may be, of amounts owed to the HA by the Contractor.

(d) If, after termination for failure to fulfill contract obligations (default), it is determined that the Contractor had not failed, the termination shall be deemed to have been effected for the convenience of the HA, and the Contractor shall been titled to payment as described in paragraph (b) above.

(e) Any disputes with regard to this clause are expressly made subject to the terms of clause titled Disputes herein.

4. Examination and Retention of Contractor's Records

(c) The HA shall, with reasonable promptness, but in no event in no more than 60 days, render a decision concerning any claim hereunder. Unless the Contractor, within 30 days after receipt of the HA's decision, shall notify the HA in writing that it takes exception to such decision, the decision shall be final and conclusive.

(d) Provided the Contractor has (i) given the notice within the time stated in paragraph (c) above, and (ii) excepted its claim relating to such decision from the final release, and (iii) brought suit against the HA not later than one year after receipt of final payment, or if final payment has not been made, not later than one year after the Contractor has had a reasonable time to respond to a written request by the HA that it submit a final voucher and release, whichever is earlier, then the HA's decision shall not be final or conclusive, but the dispute shall be determined on the merits by a court of competent jurisdiction.
