Unit prices shall include all labor, prevailing wage costs, supervision, materials, equipment, traffic control, mobilization, overhead, profit, insurance, and all incidentals necessary to complete the work. Award will be made to the lowest responsive and responsible bidder based upon the total aggregate bid for Categories A, B, and C utilizing the estimated quantities provided. The contractor must comply with all applicable provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.) and shall be solely responsible for payment of prevailing wages, maintenance of certified payroll records where required, and compliance with all federal and state labor laws. For as-needed unit-price bids, the hypothetical total used to determine the lowest bid shall not be construed as the value or expected value of the awarded contract, and the County shall not be bound to any minimum or maximum amount. Estimated quantities are provided solely for bid evaluation purposes and are not guaranteed; actual quantities may increase, decrease, or not be utilized at all depending upon operational needs and available funding. Respondents must provide a list of major equipment, information regarding similar projects completed within the past five years with references and contract values, and a description of available staffing and operational capacity.
