About this file
This is an Oregon Statutory Certifications exhibit for the City of Bend's Municipal Court Bailiff and Related Security Services contract opportunity. The City of Bend seeks to procure an Oregon-certified armed security officer to serve as bailiff for municipal court proceedings scheduled every Thursday and every other Tuesday throughout court sessions, typically lasting six to eight hours per session. The bailiff will maintain courtroom order and decorum, enforce courtroom rules, provide court security services, and respond to emergencies while ensuring the safety of the judge, court staff, and the public.
Proposers must certify compliance with multiple statutory and regulatory requirements, including Title VI of the Civil Rights Act of 1964, the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990 as amended, ORS 659A, and the City of Bend's non-discrimination policy. Contractors and their subcontractors must provide Oregon Workers' Compensation coverage for all subject workers in compliance with ORS 656.017, demonstrate compliance with state tax laws, and accept the contract as an Intergovernmental Cooperative Agreement. Proposers must indicate whether they qualify as "Resident Bidders" under ORS 279A.120 by certifying they have paid unemployment or income taxes in Oregon during the twelve calendar months preceding bid submission and maintain a business address in the state. All certifications must be signed and submitted with the proposal, and proposers must document receipt of any addenda and disclose exceptions to the required certifications with supporting explanations.
