About this file

This Request for Proposals (RFP) is issued by the Wasatch County School District (WCSD) in Utah to solicit proposals from qualified publishers and curriculum providers for an elementary K-5 mathematics primary instructional resource aligned to Utah Core Standards for Mathematics. The District seeks a comprehensive instructional resource that supports conceptual understanding, procedural fluency, mathematical reasoning, and coherent learning progressions across grades K-5. WCSD serves approximately 3,200 K-5 students across six schools, including an online school and Spanish Dual Language Immersion settings. The solicitation requires proposals to include student materials for grades K-5, teacher materials with lesson guidance and planning supports, print and digital components, assessments and progress-monitoring tools, differentiation and intervention resources, professional learning for teachers and administrators, implementation support, and Spanish-language materials. The District plans a phased implementation approach with pilot testing during the 2026-2027 school year across two grade levels at each school site, followed by broader implementation in 2027-2028. The questions deadline is April 23, 2026, by 2:00 PM MST, and proposals are due April 27, 2026, by 2:00 PM MST. The evaluation period runs April 27 through May 8, 2026, with potential demonstrations or presentations scheduled for May 18-22, 2026, and Board approval anticipated by May 26, 2026.

Pricing proposals must be submitted separately from narrative materials and will be scored as a distinct component representing 10 percent of the total evaluation weight. Proposers must provide pricing for pilot implementation during 2026-2027 and projected pricing for broader rollout in the following school year, with pricing options for both three-year and five-year contract terms. Pricing must be clearly identified by grade level, school, student, teacher, or license structure, with separate identification of print materials, digital licenses, professional learning costs, implementation support costs, and optional or supplemental costs. The District reserves the right to terminate the contract at the end of any contract year upon 30 days' written notice and may extend the contract for additional years by mutual written agreement. All pricing must be guaranteed for the duration of the contract term, and if the successful proposer offers lower pricing to another school district during the contract term, WCSD must receive the benefit of that pricing. The evaluation criteria emphasize instructional quality with standards alignment and curriculum quality weighted at 35 percent, instructional design and usability at 20 percent, assessment and data use at 20 percent, implementation and training at 10 percent, vendor qualifications and references at 5 percent, and cost at 10 percent.

The District may also conduct reference checks, sample reviews, demonstrations, interviews, or clarifications as part of the evaluation process, provided those steps are administered consistently and in accordance with the process described in the solicitation or any addendum.

8.1. Discussions with Potential Provider

The District may request oral presentations or demonstrations from finalists to clarify proposals. The District reserves the right to award a contract based on initial proposals received without further discussion with any proposer.

9. Evaluation Criteria

Proposals meeting mandatory requirements will be evaluated using the following weighted criteria:

Criterion Weight

Standards alignment and curriculum quality 35%

Instructional design and usability 20%

Assessment and Data Use 20%

Implementation and training 10%

Vendor qualifications and references 5%

Cost 10%

This weighting emphasizes instructional quality while preserving a defined and transparent cost component, which is consistent with Utah best-value RFP practice.

9.1 Scoring Method

The District will use a 0-5 scale for each criterion:

• 0 = Does not meet requirements.

• 1 = Poor.

• 2 = Fair.

• 3 = Satisfactory.

• 4 = Good.

• 5 = Excellent.

Each evaluator score may be converted to weighted points according to the criterion weight. The proposal with the highest total weighted score may be recommended for award, subject to completion of the procurement process and District approval.

9.2 Cost Scoring

Cost will be scored separately from technical criteria. The lowest responsive total evaluated cost will receive the maximum cost points. Other responsive proposals will receive cost points proportionally based on the following formula: lowest responsive cost divided by proposer cost, multiplied by the available cost points for the cost criterion.

10. Pilot Expectations

The District anticipates a phased approach:

• Pilot implementation during the 2026-2027 school year.

• Two grade levels per school site participating in the pilot.

• Review of pilot outcomes to inform and strengthen broader implementation.

Proposers shall provide pricing in a format that clearly identifies:

• Pilot costs for 2026-2027.

• Projected full rollout costs for the following school year.

• Pricing for both a three-year and a five-year contract term.

• Costs by grade level, school, student, teacher, or license structure, as applicable.

• Print material costs.

• Digital license costs.

• Professional learning costs.

• Implementation support costs.

• Optional or supplemental costs.

• Assumptions used to calculate projected rollout pricing.

All pricing information must be submitted separately from narrative proposal materials and will be scored separately from technical criteria.

12. Terms and Conditions

The District intends to include terms and conditions addressing, at minimum, contract formation, student data privacy and security, accessibility for digital content and tools, technology compatibility, records retention, audit rights where applicable, and termination rights.

The District reserves the right to terminate the contract at the end of any contract year upon 30 days' written notice. The contract may be extended for additional years by mutual written agreement of both parties. Proposers shall state pricing for each contract year and may include pricing for any extension years. All pricing must be guaranteed for the duration of the contract term. No adjustment or amendment to the contract shall be effective unless approved in writing by the District. If the successful proposer offers a lower price or additional discount to another school district for the same materials and services during the contract term, the District shall receive the benefit of that pricing.

Proposers shall submit a contract exceptions form identifying any requested deviations from the District's proposed contract terms.

13. Public Records and Confidentiality

Proposals submitted to the District are subject to the Utah Government Records Access and Management Act (GRAMA), including Utah Code provisions governing protected records and business confidentiality claims.

Any proposer asserting a business confidentiality claim must comply with the District's instructions and Utah law by providing a written claim with supporting reasons and a redacted copy when required. An entire proposal may not be designated protected, and pricing and service elements generally may not be protected.
