About this file
This Statement of Work (SOW) details portable toilet rental and service requirements for the Mt. Pinos Snowplay area in Los Padres National Forest during winter months. The United States Department of Agriculture (USDA) is seeking a contractor to provide and service portable toilets at five specific locations from December 1st through April 30th, including Chula Vista Parking Lot, The "Y", Snowbunny Hill, McGill Campground Entrance, and Mt. Pinos Campground Entrance. The contract includes a base year (2/16/2026 - 11/30/2026) with four option years, covering locations with a mix of ADA and standard portable toilets that require weekly servicing, which includes pumping, stocking with toilet paper, and routine cleaning. The service is weather-dependent, with up to four additional pumps per month potentially required, and the contractor must be prepared to navigate potentially challenging winter road conditions and county gate closures in the Mt. Project Mt. Pinos Snowplay Portable Toilet Rental
General Information
1.0 Scope of Work
Provide a brief statement of the overall project, including goals and objectives.
The purpose of this contract is for the contractor to supply and service portable toilets at specific locations on the Mt.
Pinos Ranger District of the Los Padres National Forest during the winter when snow is present on the ground. The Mt.
Pinos district headquarters are in Frazier Park, CA. During snowfall events, there is a large increase in visitation that exceeds the capacity of existing facilities. These sanitation services need to be provided to the public to mitigate environmental impacts from human waste. Road conditions are subject to change on an hourly basis due to winter driving conditions. Contractor shall furnish all labor, materials, equipment, transportation, and incidentals necessary to provide and service portable toilets for the Mt. Pinos Ranger District.
We are requesting a base year with four option years.
Base Year 2/16/2026 through 11/30/2026 (2/16/2026 - 04/30/2026 Service Date) Year One 12/01/2026 through 11/30/2027 (12/01/2026 - 04/30/2027 Service Date) Year Two 12/01/2027 through 11/30/2028 (12/01/2027 - 04/30/2028 Service Date) Year Three 12/01/2028 through 11/30/2029 (12/01/2028 - 04/30/2029 Service Date) Year Four 12/01/2029 through 11/30/2030 (12/01/2029 - 04/30/2030 Service Date)
2.0 Background
Mt. Pinos Ranger District Snowplay area has been a Recreation Enhancement Act fee area for over 20 years. Dumpsters and toilets are provided for the recreating public due to the increase in volume of visitors to the district during the winter months. These toilet services are essential for maintaining the health of the surrounding community and mitigating the impact of human waste on wildlife and visitors to the area. California Highway Patrol has recorded 10,000 visitors to the mountain in a single weekend, which far exceeds the capacity of the local town with a population of 3,000. Managing visitors during snowplay is a collaborative effort between USFS, CHP, Kern County and local Sheriff’s Office. All paved roads in the area of the contract are maintained by Kern County Roads, including intermittent closures of snow gates on Mt. Pinos. Status of snow gates and roads through Cuddy Valley are subject to change each day and toilet services could be impacted due to road closures or chain-up restrictions. Drivers in the area are advised to carry chains and be prepared for icy roads, chain-up restrictions and CHP roadblocks allowing only locals through during extreme winter events.
Contractor Requirements
3.0 Technical Requirements / Tasks
Servicing requirements will be once per week between December 1st and April 30th for each toilet (22 pumps total per location) and will include pumping, stocking with toilet paper and regular routine cleaning of portable toilets. Option services may be requested by district staff around holiday weekends or during peak visitation. For accountability, contractor will document the date of service in the log located inside the portable toilet and provide a copy of services rendered including date and location to district point of contact. Any change in services due to inclement weather will be reported to district point of contact. Access to toilets may be limited due to berms created by county snowplows even when roads are open. Contractor is required to look up local county gate closures on Kern County’s website to ensure services can be rendered at that date and time. USFS is not responsible for gate closures or snowplow efforts on Mt. Pinos and will not notify contractor when road conditions or gate status changes.
