Statement of Work
3/4/2021
1. Project: Accurpress (Press Brake) Preventive Maintenance, Emergency Repair and Repair Parts
2. Scope: Provide onsite preventative maintenance, emergency repair service and repair replacement parts necessary to maintain performance and operational readiness of Government owned Accurpress Machines as specified herein. All services, maintenance and emergency repairs shall be performed by trained, certified and warranted repair technicians. All replacement parts shall be from the original equipment manufacturer (OEM) or equal and be warranted for a period of not less than 90 days for manufactured defects or inferior workmanship. All requests for service and replacement parts placed against this contract shall be requested by the Equipment Support Division (ESD) Chief or a designated Equipment Support Division (ESD) appointee and initiated by the Directorate of Contracting, Contracting Officer (KO) located at the Anniston Army Depot
(ANAD).
3. Period of Performance: The proposed contract shall be for a period up to one (1) year from the contract award date with the option to extend for up to four (4) years. The base period of performance (POP) shall begin from the date of contract award acceptance.
4. Service Requirements:
a. Provide onsite service and repair parts on an as needed basis to perform preventive maintenance and emergency repair of government owned Accurpress equipment.
b. Provide information to support recommended fluid types and quantities required and notification of all services that require fluid installation and removal.
c. Provide cost estimates based on request for service and replacement/repair parts.
d. Provide warranty on all workmanship and durable parts in accordance with the manufacturers stated terms and conditions.
e. Provide detailed trip reports for onsite service calls.
f. Respond to requests for emergency service within 2 working days
g. Furnish all tools, equipment, materials and components necessary to make the Accurpress equipment operational.
h. Upon completion of preventive maintenance, calibration or emergency repairs the contractor will demonstrate that the Accurpress equipment is operational for acceptance purposes.
i. Provide detailed service reports to describe the services performed to restore machine to operational status.
5. Annual Preventive Maintenance: The contractor’s certified technician shall perform the necessary tasks to complete the preventive maintenance as required and backup machine parameters and apply software updates. The following shall be accomplished during the specific preventative maintenance (PM) visit.
6. Requirements: The contractor’s certified personnel shall as a minimum perform complete preventative maintenance (PM) on each Accurpress Press Brake Machine once per calendar year in accordance with the machine classification.
These services shall be accomplished within ANAD’s normal duty hours. The contractor shall coordinate planned arrival dates with ANAD Contracting Officers Representative (COR). All PMs shall be accomplished in a total of six (6) weekly visits occurring over a 12 month calendar period.
6.1 Mechanical System: The contractor shall perform the following, at a minimum, preventative maintenance tasks:
Check to ensure machine is level. Level machine if required
Verify base is square with machine axes.
Check machine operation.
Check lubrication and air systems.
Check machine alignment.
Check backlash.
Inspect drive belts.
Inspect and adjust tool bar.
Inspect tool bar condition.
Inspect encoder operation.
Inspect lines, hoses, and cables.
6.2 Lubrication System: The contractor shall perform the following, at a minimum, preventative maintenance tasks:
Clean filters
Inspect lines and fittings
Check operation.
Verify way lubrication and pump operation.
Inspect each axis ways for indications of wear.
6.3 Hydraulic System: The contractor shall, at a minimum, remove/check pump and motor. The Government will provide containers for the collection and disposal of all hydraulic oil to be removed from Government own Accurpress equipment. The COR or ANAD Maintenance Point of Contact (POC) shall be notified to coordinate the removal of any oils and fluids. The Government will be responsible for the disposal of any used fluids generated from the Preventive
Maintenance of the Accurpress Equipment.
6.4 Air System: The contractor shall perform the following, at a minimum, preventative maintenance tasks:
Replace filters.
Check pressure/adjust regulator.
Inspect system for leaks.
6.5 Electrical System: The contractor shall perform the following, at a minimum, preventative maintenance tasks:
Check voltages.
Inspect connections/terminals.
Replace tool change relays.
Inspect ground cable connections.
Check limit switches/safety locks.
Clean electrical motor brush dust build up where applicable from electrical brushes.
6.6 Back Gauge Calibration: The contractor shall at a minimum, test and verify the position accuracy.
7. Reactive Maintenance Service: The contractor shall provide reactive maintenance services through technical support via telephone or email, onsite certified maintenance technicians and replacement parts delivery. The contractor’s certified personnel shall arrive on site within forty-eight hours (two calendar days), after notification that onsite emergency repairs are required. The contractor shall coordinate planned arrival dates with the ANAD (COR). The technician shall notify the COR or ANAD Maintenance POC upon arrival at ANAD.
The contractor shall provide a budgetary estimate for the proposed repairs based on the symptoms presented at the time the service to repair is requested. The contractor shall make every attempt to have the necessary repair parts needed to complete the repairs onsite upon arrival of the service technician. Repair parts that have to be identified through onsite diagnostic services shall be coordinated with the COR. If additional replacement parts are required to complete the repairs the technician shall provide a budgetary estimate for the components by part number, cost and delivery time which shall be coordinated with the COR and the Contracting Officer (KO) who will authorize purchase or repair by the method most advantageous to the Government. The contractor’s certified technician shall continue to attempt to complete the emergency repairs necessary to make the Accurpress equipment operational. If the needed repair parts are unavailable or no further progress can be made the technician shall notify the COR or ANAD Maintenance POC. Any repair parts supplied but not required to complete the repair will be returned by the contractor’s technician for full credit to the Government.
8. Warranty of Parts/Materials: The Contractor shall warrant all workmanship and parts in accordance with standard commercial practices.
9. Hazardous Waste: The Government will provide containers for the collection and disposal of all waste to be removed from Government owned equipment. The COR or ANAD Maintenance POC will be notified to coordinate the removal of any coolant, oils and fluids. The contractor shall make every effort to prevent spills.
10. Government Point of Contact (POC): The Government will appoint a knowledgeable technician as the POC with authority to schedule and coordinate emergency repairs through the Contracting Officer.
11. Contractor’s Point of Contact (POC): The contractor shall provide the Government with a designated POC’s name and telephone number. The contractor shall also furnish a contractual point of contact to include: name, email address, phone and fax numbers.
11.1 Scope Changes: The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
11.2 Surveillance/Communication: All technical surveillance of on‐site repair services will be performed by the COR. After correction of each malfunction, the
Contractor shall notify the COR named in this contract. Communication of all technical matters pertaining to this contract shall be in writing directly between the contractor and the KO, Anniston Army Depot, ATTN: AMSTA‐AN‐CTCS, 7 Frankford
Avenue, Anniston, Alabama 36201‐5003, with a copy furnished to the COR.
11.3 Inspection: Anniston Army Depot maintenance personnel will monitor the contractor’s performance by physical inspection, review of reports/documents.
12. Reports: The contractor shall at the end of each service visit provide the COR with a written report within 10 days. The written report shall contain the following.
a. General condition of equipment.
b. Corrective Action Statement: Status of system and description of malfunction, repair time, parts used, actual cost of required repair parts and labor to complete the job.
13. Facility Access: The contractor shall upon notification of contract award complete the Request for Visitor Access Form 380-2. The contractor shall maintain as a minimum one (1) certified technician cleared for access to ANAD at all times during the performance period of the contact. The Contractor’s Personnel shall complete any and all Forms and training required for access to Anniston Army Depot that is deemed necessary during the contract period of performance.
The contractor’s technician shall coordinate the planned arrival date with the Contracting Officers Representative (COR) or ANAD Maintenance POC located in the Directorate of Public Works, Equipment Support Division located in Building 133.
14. Hours of Operation:

15. Service Costs: All charges for preventive maintenance, calibration and emergency repair will be submitted in accordance with the company’s service rate schedule for the services rendered. All requests for service will be based on budgetary estimates provided by the contractor and include all associated cost to complete the service. All request for service will be made by the DPW, ESD appointee and initiated with the approval of the contracting officer (KO) and will at no time exceed the amount of available funding approved by the contracting officer (KO).
16. Travel Cost: Air fare and car rental will be reimbursed at actual costs. All other travel expenses (mileage, parking, per diem, misc expenses) will be reimbursed in accordance with the Joint Travel Regulations (JTR). Receipts shall be submitted to the Contracting Officer for all travel expenses.
