About this file

This is a Statement of Work for the Lassen Forest-Wide Toilet Replacement project issued by the US Department of Agriculture (USDA) Forest Service.

The project requires removal of eight existing vault toilet buildings (six double vault and two single vault structures) and their replacement with eight new precast concrete double vault toilet buildings across four campground locations in the Lassen National Forest: Battle Creek Campground, Ashpan Snowmobile Park, Hole In The Ground Campground, and Bridge Campground. The contractor must furnish all labor, equipment, transportation, supplies, and materials. Work includes complete demolition of existing structures and vaults, removal and legal disposal of demolition waste, pumping of human waste prior to demolition, tree removal under 10 inches diameter at breast height (larger trees require written approval), excavation, and installation of new double vault restrooms with specific features including 350 PSF snow load capacity, 400 PSF floor load capacity, 150 MPH wind resistance, and seismic design category E earthquake resistance. New restrooms must meet Architectural Barriers Act Accessibility Standards (ABAS) with accessible pathways, grab bars, unisex signage with braille, and solar lighting. The contractor must also improve pathways at Ashpan Snowmobile Park and Battle Creek Campground to ABAS compliance standards per Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG) and Forest Service Trail Accessibility Guidelines (FSTAG). The period of performance is 90 calendar days after Notice to Proceed, with work scheduled between 8 a.m. and 5 p.m. Monday through Friday, preferably before Memorial Day and after Labor Day for certain sites. Site conditions include remote locations with no available utilities; the contractor must provide potable water, generators, and portable toilets. Submittals required include manufacturer's literature, installation instructions, operating and maintenance instructions, design computations, shop drawings, as-built drawings, waste management plan, and maintenance manuals, with 5 working days allowed for review.
