General Information

1.0 Scope of Work

The purpose of this contract is to provide road and drainage maintenance for five (16) roads and on three Ranger Districts of the San Bernardino National Forest. The final product will provide needed road maintenance and drainage maintenance to roads shown on the project maps.

This contract provides for the equipment, labor, and services necessary to perform work ordered by the Government for

94.16 miles of road blading and restoring existing drainage features in compliance with the terms, specifications, drawings and provisions of this contract.

Existing drainage features are in poor condition (rolling dips, lead off ditches) and will need to be re-established or re-shaped to get the road to drain in the best possible way. The existing road is in poor condition and is rutted and rocky.

A typical motor grader will not be acceptable due to the extremely rocky areas. Proposed work for 2N47, 3N22, 2N25, 3N34, and 3N34X must be estimated using a bulldozer. All other roads can be bladed with a motor grader.

This contract provides for the equipment, labor, material, and services necessary to perform work ordered by the Government for the installation of drop inlets, in compliance with the terms, specifications, drawings and provisions of this contract.

2.0 Background

The terrain can be relatively flat in a few areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compact and extremely rocky. All roads are native surfaced.

3.0 Location

The project is located on several different locations in the Front Country, Mountaintop, and San Jacinto Ranger Districts of the San Bernardino National Forest. A general Vicinity Map is included with this solicitation. San Bernardino National Forest maps are also available to assist in locating the individual roads and can be purchased at the Supervisors Office.

The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The office is located at 602 S.

The Government will not provide a pre-bid site meeting. All roads are open for review and highly suggested to be driven for existing condition. For additional information regarding the road conditions/project contact Chris SooHoo at

4.0 Estimated Start Date / Period of Performance

Period of performance: 90 days Start Date: October 2025 CMXN funded road maintenance must be completed by the end of the calendar year, December 31, 2025.

6.0 Restrictions on Work

• Work hours are limited to non-holiday weekdays, Monday – Friday, dawn to dusk

• In accordance with the fire plan.

• When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

• Contractor is responsible for the security of their tools and equipment at all times.

• All trash and loose materials shall be secured by the contractor daily.

• The Contractor is responsible for installing sediment control devices, such as straw wattles, to prevent sediment runoff to nearby areas in accordance with Erosion Control Plan. Excavation work shall not commence until sediment control devices have been installed and approved by the COR.

• The Contractor shall not use Government trash facilities without the COR’S approval.

• All construction debris remains the property of the Contractor and shall be properly disposed of off National

Forest Land.

• The contractor will be able to utilize the Forest Service Roads; however, the Contractor will be responsible for any damage to the roads due to construction activities. The contractor shall be responsible for obtaining permission to use all other roads and staging areas.

6.0 Camping and Housing

Contractor is responsible for securing their own accommodation. Applewhite Campground is available at public rates.

8.0 Technical Requirements / Tasks

The contractor shall be licensed to work on construction and/or service projects in the state of California and is responsible for obtaining and maintaining this license at no additional cost to the Government. For required tasks, refer to contract Specifications.

11.0 Contractor’s Key Personnel

In addition to Clause 52.236-6, the following applies: The name and the specific authorities of the foreman or superintendent must be designated in writing to the Contracting Officer. The Contractor may use his/her own prepared letterhead stationery or a "Designation of Contractor's Representative" form available from the

Contracting Officer. If the Contractor or the designee is not present when work is being performed on the contract, a Suspend Work Order may be issued with contract time continuing to run. The Contractor shall have a person on-site that is fully conversant in the English language.
