STATEMENT OF WORK
Visible Spectrum Uniform Light Emitting Diode Benchtop Light Source
12 February 2025
1.0. BACKGROUND: A tunable spectral light source provides a unique capability to support teaching activities in a variety of AFIT's Physics and Optical engineering classes. This source allows one to very accurately recreate the spectral content of systems in the visible spectra. The ability to do this allows students and faculty to directly study sensor performance parameters with a known source and allows for the development of algorithms to improve the performance of these systems. The techniques necessary for this type of research and education are critical to the nation's multi-billion dollar a year remote sensing activity. If not funded, there will be a significant gap in capability and understanding for students learning the skills necessary to support the nation's national defense objectives. Our graduate students fill positions in organizations such as the NGA, NRO, NASIC, and the US Space Force all of which rely heavily on the nations remote sensing intelligence backbone.
This system will ensure that AFIT students remain on the cutting edge of capability and understanding in support of their educational objectives.
2.0. SCOPE: The equipment will be used to produce a known calibrated radiometrically accurate visible light spectrum. It is used primarily to study, calibrate, and characterize DoD relevant imaging systems that are used in remote sensing equipment.
REQUIREMENTS: AFIT requires a radiometrically accurate tunable light source solution that extends from the visible at 380 nm to 1000 nm.
1. Spectral range from 380 nm – 1000 nm.
2. Spectral bandwidth equal to 20 nanometers Full Width Half Maximum in the visible wavelength region.
3. Spectral accuracy plus or minus 1 nm wavelength centroid
4. 75mm diameter Lambertian output.
5. Greater than or equal to 32 discrete wavelengths.
6. At least 3 broadband light emitting diode channels
7. Built in integrating sphere.
8. Built in photodiode feedback/monitoring system.
9. Onboard thermoelectric cooling for the LED array.
10. Independent 16-bit DC constant current drivers for every LED channel.
11. Serial command set for independent light source control.
12. Light Source Calibration equal to ISO/IEC 17025 calibration standard with absolute
NIST traceability.
13. Graphical User Interface application, for quick and easy operation of the light source.
14. Illumination stability > 99%
15. Illumination accuracy plus or minus 1% absolute, NIST traceable.
16. Linearity < 0.1% RMS of full scale
17. Dynamic range > 4 decades
18. All software required for operation of light source.
19. Software to simulate and display to target spectra.
20. Compatible with Windows operating system
21. Include an original manufacturer’s warranty for a term of one year.
3.0. Qualifying Country Products: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
4.0. Period of Performance:
1. Contractor shall be responsible for transportation of all new products, loading, unloading, storage and all necessary movement from factory to final onsite set up.
2. The contractor Project Manager shall be responsible for on-site coordination of all deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product necessary to complete all requirements of this Statement of Work.
5.0. Delivery and Training: Delivery is required by the earliest possible delivery date, not to exceed 8 weeks after receipt of Award. Training is not required for this requirement.
Installation is not required for this requirement.
5.1. Delivery Address:

6.0. Delivery Procedures: All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
6.1. Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
6.2. This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the Contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B.
If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
ii. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG.
iii. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
6.3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2.
i. All irregular deliveries will be sent to the CVDG for inspection.
ii. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency.
iii. This will take place after the individual(s) are issued a preclearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG.
iv. Escorts will always remain with the vehicle while it is on WPAFB. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
The company shall properly ship the system to the Air Force Institute of Technology at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
7.0. Warranty: All parts must be free from defects in material and workmanship, under normal and proper use in accordance with the user manual, for the period of two (2) calendar year after receipt of delivery.
8.0. Invoice and Payment: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance have been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
8.1. The Invoice shall be submitted to in Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.
