About this file

This is a Statement of Work (SOW) for professional rodent decontamination and remediation services at Building 339, Room 120, located at 87 Birch Street, Hampton, VA 23665. The project involves decontaminating approximately 2,300 square feet of office space containing roughly 60 workstation assemblies that have been affected by rodent activity.

The Contractor must provide comprehensive remediation including project setup with designated work zones, appropriate personal protective equipment, and deployment of HEPA-filtered air scrubbers and/or hydroxyl generators. The scope requires detailed HEPA vacuuming of all accessible surfaces (horizontal and vertical), thorough cleaning of non-porous surfaces with organic contamination removal, replacement of contaminated ceiling tiles with new tiles, disinfectant application using EPA-registered hospital-grade products with required dwell times, and final HEPA cleaning to remove settled particulates. All work must explicitly certify that no dry sweeping or vacuuming was conducted to prevent pathogen aerosolization. Sensitive electronic equipment must be shrouded with 6-mil polyethylene sheeting prior to overhead cleaning activities. The Contractor shall perform detailed cleaning of workstation components, desktop surfaces, exposed wiring, cable management systems, monitor exteriors, keyboards, mice, and other accessible office equipment without disassembly. Work is scheduled to begin on a Saturday within a 48-hour timeframe, with hours of operation from 0800 to 1600 Eastern Standard Time, Saturday-Sunday, excluding federal holidays. Any work outside these hours requires coordination with the Contracting Officer Representative and Contracting Officer at least one week prior. The final deliverable is a fully sanitized, residue-free interior with final inspection completed by A21 and a final walkthrough inspection with the Facility Manager.

SOW Rodent Decontamination Services Building 339 Room 120

1.0 BACKGROUND & OBJECTIVE

The Contractor shall provide all labor, materials, equipment, and supervision necessary to perform professional remediation and decontamination of the 2,300-square-foot office area, which includes approximately sixty (60) workstation assemblies.

2.0 SCOPE OF WORK

The contractor must decontaminate an approximately 2,300-square-foot office room 120, containing multiple rows of open-concept workstation assemblies, previously affected by rodent activity. Evidence of rodent contamination is present within the designated workspace, creating the need for professional remediation, HEPA particulate removal, and decontamination of affected accessible surfaces.

The objective of this project is to reduce biological contamination, improve environmental cleanliness, and return the affected office space to a safe, functional working environment.

2.1 SPECIFIC TASKS

Must certify that surfaces (floors, ceiling tiles, walls, crevices) have been thoroughly washed with a dilute 10% bleach solution. Replace any ceiling tiles showing evidence of rodent activity or contamination (fecal matter) with new tiles. CRITICAL: Explicitly state that no dry sweeping or vacuuming was conducted to prevent aerosolizing pathogen.

2.1.1. Project Setup & Engineering Controls

2.1.1.1 The Contractor shall establish designated work zones to minimize the potential for cross-contamination during remediation activities.

2.1.1.2 The Contractor shall utilize appropriate Personal Protective Equipment (PPE) and contamination control procedures throughout the project lifecycle.

2.1.1.3 The Contractor shall deploy HEPA-filtered air scrubbers and/or hydroxyl generators during remediation to reduce airborne particulates and assist with air quality improvement. Equipment may remain in operation after working hours as appropriate.

2.1.2 Initial HEPA Vacuuming

2.1.2.1 The Contractor shall perform detailed HEPA vacuuming of all accessible horizontal and vertical surfaces within the designated work area to remove rodent-related particulate, dust, and debris.

2.1.2.2 The Contractor shall HEPA vacuum approximately sixty (60) workstation assemblies, including accessible desk surfaces, partitions, cable management systems, shelving, and other workstation components.

2.1.2.3 The Contractor shall HEPA vacuum accessible flooring, baseboards, walls, and other impacted building surfaces.

2.1.3 Cleaning of Affected Surfaces

2.1.3.1 The Contractor shall perform detailed cleaning of accessible non-porous surfaces to remove organic contamination and surface soils prior to disinfectant application.

2.1.3.2 The Contractor shall clean workstation components, desktop surfaces, exposed wiring, cable management systems, monitor exteriors, keyboards (external surfaces only), mice, telephones (if applicable), and other accessible office equipment without disassembly.

2.1.3.2 To mitigate biohazard risks, the Contractor will extract and dispose of all ceiling tiles containing rodent droppings and install new, clean replacement tiles.

2.1.3.3 The Contractor shall clean accessible walls, trim, doors, and other impacted building finishes within the designated work area.

2.1.4 Disinfectant Application

2.1.4.1 The Contractor shall apply an EPA-registered, hospital-grade disinfectant to cleaned, accessible non-porous surfaces in accordance with manufacturer label directions and required dwell times.

2.1.4.2 The Contractor shall treat workstation exteriors, office equipment exteriors, desks, partitions, walls, baseboards, flooring, and other accessible non-porous surfaces.

2.1.4.3 The Contractor shall perform disinfectant applications using methods appropriate for sensitive electronic equipment to minimize moisture exposure and prevent damage.

2.1.5 Final HEPA Cleaning

2.1.5.1 Following the completion of cleaning and disinfectant application, the Contractor shall perform a final HEPA vacuuming of the space to remove any remaining settled particulate generated during remediation activities.

2.1.6 Air Quality Improvement

2.1.6.1 The Contractor shall operate HEPA air filtration equipment continuously throughout the remediation process.

2.1.6.2 The Contractor shall operate hydroxyl generation equipment following cleaning, as appropriate, to assist with continued air quality improvement and odor reduction.

Performance Objective SOW Paragraph Performance Threshold
